Abstract
Accurate measurements of carbon monoxide's electrical properties were carried out at high pressure for the first time enabling stringent comparisons with theoretical values calculated ab initio. Dielectric permittivity measurements were conducted utilising a microwave re-entrant cavity resonator over the temperature range from (255 to 313) K and at pressures up to 8 MPa with a relative combined expanded uncertainty (k=2) less than or equal to 52 ppm. The new data enable carbon monoxide's molar polarizability to be correlated within 0.5 %, significantly improving upon existing literature data, which have a relative scatter of about 10 %. The measured molecular polarizability and electric dipole moment of carbon monoxide were determined to be 2.176×10-40 C2 m2 J-1 and 0.107 D. Literature values from ab initio calculations for these properties are within 0.28 % and 3.9 %, respectively, of the measured quantities. Moreover, our measurement of the electric dipole moment at finite temperature agrees within 2.2 % with the value derived from accurate spectroscopic measurements for the ground rovibrational state. The second dielectric virial coefficient of carbon monoxide was determined experimentally for the first time to be bϵ =(1.015±0.044) cm3 mol-1 , which compares reasonably with ab initio estimates.

Abstract
This paper presents the results of a pioneering exploration of the physical origins of vibrational contributions to the interaction-induced electric properties of molecular complexes. In order to analyze the excess nuclear relaxation (hyper)polarizabilities, a new scheme was proposed which relies on the computationally efficient Bishop-Hasan-Kirtman method for determining the nuclear relaxation contributions to electric properties. The extension presented herein is general and can be used with any interaction-energy partitioning method. As an example, in this study we employed the variational-perturbational interaction-energy decomposition scheme (at the MP2/aug-cc-pVQZ level) and the extended transition state method by employing three exchange-correlation functionals (BLYP, LC-BLYP, and LC-BLYP-dDsC) to study the excess properties of the HCN dimer. It was observed that the first-order electrostatic contribution to the excess nuclear relaxation polarizability cancels with the negative exchange repulsion term out to a large extent, resulting in a positive value of Δα(nr) due to the contributions from the delocalization and the dispersion terms. In the case of the excess nuclear relaxation first hyperpolarizability, the pattern of interaction contributions is very similar to that for Δα(nr), both in terms of their sign as well as relative magnitude. Finally, our results show that the LC-BLYP and LC-BLYP-dDsC functionals, which yield smaller values of the orbital relaxation term than BLYP, are more successful in predicting excess properties.

Abstract
The interaction-induced contribution to the NMR shielding constants in homonuclear A2 and heteronuclear AB (A,B=He,Ne,Ar) dimers is obtained ab initio by employing a coupled cluster singles and doubles with perturbative treatment of triples wave function model and extended correlation-consistent basis sets. The second virial coefficients entering the expansion of the property with the density are then computed in a fully quantum mechanical approach, for temperatures ranging from the limit of dissociation of the dimer to well above standard conditions. The results can be used to describe the density and temperature dependence of the shielding constants in binary mixtures of helium, neon, and argon. The predicted effects should be observable for the interaction of 21Ne with other rare gases.

Abstract
The electro-optical Kerr effect induced by a slowly varying electric field in liquid helium at temperatures below the lambda point is investigated. The Kerr constant of liquid helium is measured to be (1.43+/-0.02(stat)+/-0.04(sys)) x 10(-20) (cm/V)(2) at T=1.5 K. Within experimental uncertainty, the Kerr constant is independent of temperature in the range T=1.5 K to 2.17 K, which implies that the Kerr constant of the superfluid component of liquid helium is the same as that of normal liquid helium. Pair and higher correlations of He atoms in the liquid phase account for about 23% of the measured Kerr constant. Liquid nitrogen was used to test the experimental setup; the result for the liquid nitrogen Kerr constant is (4.38+/-0.15) x 10(-18) (cm/V)(2). Kerr effect can be used as a noncontact technique for measuring the magnitude and mapping out the distribution of electric fields inside these cryogenic insulants.

Abstract
A new multicoefficient correlation method (MCCM) is presented for the determination of accurate van der Waals interactions. The method utilizes a novel parametrization strategy that simultaneously fits to very high-level binding, Hartree-Fock and correlation energies of homo- and heteronuclear rare gas dimers of He, Ne, and Ar. The decomposition of the energy into Hartree-Fock and correlation components leads to a more transferable model. The method is applied to the krypton dimer system, rare gas-water interactions, and three-body interactions of rare gas trimers He3, Ne3, and Ar3. For the latter, a very high-level method that corrects the rare-gas two-body interactions to the total binding energy is introduced. A comparison with high-level CCSD(T) calculations using large basis sets demonstrates the MCCM method is transferable to a variety of systems not considered in the parametrization. The method allows dispersion interactions of larger systems to be studied reliably at a fraction of the computational cost, and offers a new tool for applications to rare-gas clusters, and the development of dispersion parameters for molecular simulation force fields and new semiempirical quantum models.
