Male juveniles with sexual behavior problems: are there differences among racial groups?

Simulated judicial decision-making for African and European American adolescents with illegal sexual behavior: The impact of medical data and victim race/ethnicity

The perceived importance of victim and defendant race/ethnicity and medical evidence in child sexual abuse cases has been recognized separately in the literature. However, few studies have considered these factors simultaneously. Within a sample of 880 college students, an interaction effect was tested between the presence of medical evidence and the race/ethnicity of a juvenile defendant and victim using child sexual abuse case vignettes. The main effects of medical evidence and the race of the defendant were observed. Medical evidence and race of victim influenced victim believability such that medical evidence was more impactful for cases with African American victims. Further, there were interactions between the race of the defendant and the race of the victim in adult versus juvenile court decisions, sex offender registration and notification requirements, and length of sex offender registration and notification. Interracial sexual offending was associated with substantially higher punishment than intraracial sexual offending. Accordingly, several important implications for court-level decision-making processes are explored.

Race and Victim Age Matter: Sexual Behaviors and Experiences Among Confined African American and European American Youth With Sexual and Nonsexual Offenses

Previous research has found differences in sexual behavior and types of sexual offending by offense category and racial/ethnic group. The present study examined effects of offense category, victim age, and race/ethnicity on sexual behavior. Data from 561 confined adolescents adjudicated for illegal sexual behavior (AISBs) and adolescents adjudicated for illegal nonsexual behavior (AINBs) were included in the present study. A hierarchical multinomial logistic regression was run to test whether sexual experiences and behaviors differentially predicted AINBs, AISBs with child victims, and AISBs with peer/adult victims. Results supported the utility of distinguishing AISBs by victim age. Comparisons between AISBs and AINBs indicated AISBs had more sexual abuse and were more sexually restricted, whereas AINBs reported more sexual behavior, reflecting a finding potentially mirroring sexual development, sexual experiences, and caregiver approaches to discussing sexuality. Over 60% of AINBs and 30% of AISBs reported behaviors that could be classified as distribution of child pornography. Within the group of AISBs, select racial/ethnic group differences emerged such that European American participants were more likely to have had intrafamilial sexual experiences and were far less likely to have had vaginal intercourse than African American AISBs. Future directions and implications regarding policies related to sexual education and sexting are discussed.

Juveniles with Sexual Behavior Problems: A Treatment Program Evaluation

Juveniles commit a significant portion of the sexual abuse perpetrated on other children. Treatment for juveniles with sexual behavior problems has moved from modified adult treatments to more developmentally appropriate approaches. Although cognitive-behavioral therapy is the most commonly used approach, research indicates that inclusion of significant others in the juvenile’s life is important when working with these youth. The inclusion of the juvenile’s family is seen as especially vital in treatment success. The current article reviews treatment outcomes, as measured by recidivism (re-offense) rates, for juvenile males completing a county juvenile sex offender treatment program. The program emphasizes family involvement and collaboration with juvenile probation officers, correctional officer, attorneys, and judges in the ongoing treatment as well as support of the juvenile and his/her family. Results indicate a sexual recidivism rate of 7.2% which is consistent with meta-analyses of research on sexual recidivism in treatment programs. The recidivism rate for non-sexual crimes was 33.7%, which is lower than typically reported in meta-analyses of treatment outcomes. The treatment program was equally effective for all juveniles, regardless of race.

Disproportionate Minority Contact

The overrepresentation of racial/ethnic minorities within the criminal justice system relative to their population percentage, a phenomenon termed disproportionate minority contact, has been examined within general adult and adolescent offender populations; yet few studies have tested whether this phenomenon extends to juvenile sexual offenders (JSOs). In addition, few studies have examined whether offender race/ethnicity influences registration and notification requirements, which JSOs are subject to in some U.S. states. The present study assessed for disproportionate minority contact among general delinquent offenders and JSOs, meaning it aimed to test whether the criminal justice system treats those accused of sexual and non-sexual offenses differently by racial/ethnic group. Furthermore, racial/ethnic group differences in risk, legal classification, and sexual offending were examined for JSOs. Results indicated disproportionate minority contact was present among juveniles with non-sexual offenses and JSOs in Alabama. In addition, offense category and risk scores differed between African American and European American JSOs. Finally, registration classifications were predicted by offending characteristics, but not race/ethnicity. Implications and future directions regarding disproportionate minority contact among JSOs and social and legal policy affecting JSOs are discussed.

Culturally competent practice with African American juvenile sex offenders

African American juveniles adjudicated for sexual offenses may struggle with the mistrust of both the judicial and treatment systems. Unlike general mental health services, juvenile sex offender treatment is often mandated by the court or child welfare services, thus these youths and their families must engage in the treatment process. Without clinicians and services that can acknowledge and respond to a minority youth's experience in a sensitive, culturally competent manner, there could be significant resistance to treatment. Traditional treatment approaches fail to prioritize issues involving cultural competence. This article addresses the unique challenges of African American juvenile sex offenders and makes recommendations for creating culturally competent practice for these youth and their families.

Treatment for juveniles who sexually offend in a Southwestern state

A 25-item questionnaire was mailed to sex offender treatment providers from counties with 60 or more reported juvenile sex offenders in a Southwestern state to determine the most effective treatment for juvenile sex offenders. Results indicated that cognitive behavioral therapy was the most successful reported approach to treatment with an average success rate of 87%. The most commonly used approach was cognitive behavioral therapy with relapse prevention. The most common sexual offense was indecency with a child involving sexual contact, contrary to studies that found that in the Probation Commission data, aggravated sexual offense was the most common. These results have ramifications for state policies on treatment for juvenile sex offenders.
