Are bicycle lanes effective? The relationship between passing distance and road characteristics

An on-road observational study of 162 cyclists was conducted in the Australian cities of Melbourne, Perth, Geelong, and Bendigo. Participants had a distance sensor and two video cameras fitted to their bicycle for two weeks while they cycled on their usual routes, producing 46,769 events where a motor vehicle passed a bicycle. This was the largest study to-date to record passing behavior on public roads, and a large number of road and traffic attributes that might affect passing distance were included in the analysis. When drivers pass cyclists on roads with painted bicycle lanes, they tend to give more space than on roads without bicycle lanes. This is true even when controlling for the space available on the roadway. Drivers also travel in a more predictable fashion, with less variability in passing distances when a bicycle lane is present. Protected bicycle lanes completely remove the risk of passing events less than 1 m. However, where it is not possible to build a protected bicycle lane it is preferable to have a painted bicycle lane than no bicycle lane at all. Other protective factors include: wider lanes, single lane roads, smaller vehicles, and the removal of on-street parking.

A systematic mapping review of surrogate safety assessment using traffic conflict techniques

Safety assessment of road sections and networks have historically relied on police-reported crash data. These data have several noteworthy and significant shortcomings, including under-reporting, subjectivism, post hoc assessment of crash causes and contributing factors, limited behavioural information, and omitted potential important crash-related factors resulting in an omitted variable bias. Moreover, crashes are relatively rare events and require long observation periods to justify expenditures. The rarity of crashes leads to a moral dilemma-we must wait for sufficient crashes to accrue at a site-some involving injuries and even death-to then justify improvements to prevent crashes. The more quickly the profession can end its reliance on crashes to assess road safety, the better. Surrogate safety assessment methodologies, in contrast, are proactive in design, do not rely on crashes, and require shorter observation timeframes in which to formulate reliable safety assessments. Although surrogate safety assessment methodologies have been developed and assessed over the past 50 years, an overarching and unifying framework does not exist to date. A unifying framework will help to contextualize the role of various methodological developments and begin a productive discussion in the literature about how the various pieces do or should fit together to understand road user risk better. This paper aims to fill this gap by thoroughly mapping traffic conflicts and surrogate safety methodologies. A total of 549 studies were meticulously reviewed to achieve this aim of developing a unifying framework. The resulting framework provides a consolidated and up-to-date summary of surrogate safety assessment methodologies and conflict measures and metrics. Further work is needed to advance surrogate safety methodologies. Critical research needs to include identifying a comprehensive and reliable set of surrogate measures for risk assessment, establishing rigorous relationships between conflicts and crashes, developing ways to capture road user behaviours into surrogate-based safety assessment, and integrating crash severity measures into risk estimation.

Bicycle helmet wearing is associated with closer overtaking by drivers: A response to Olivier and Walter, 2013

There is a body of research on how driver behaviour might change in response to bicyclists' appearance. In 2007, Walker published a study suggesting motorists drove closer on average when passing a bicyclist if the rider wore a helmet, potentially increasing the risk of a collision. Olivier and Walter re-analysed the same data in 2013 and claimed helmet wearing was not associated with close vehicle passing. Here we show how Olivier and Walter's analysis addressed a subtly, but importantly, different question than Walker's. Their conclusion was based on omitting information about variability in driver behaviour and instead dividing overtakes into two binary categories of 'close' and 'not close'; we demonstrate that they did not justify or address the implications of this choice, did not have sufficient statistical power for their approach, and moreover show that slightly adjusting their definition of 'close' would reverse their conclusions. We then present a new analysis of the original dataset, measuring directly the extent to which drivers changed their behaviour in response to helmet wearing. This analysis confirms that drivers did, overall, get closer when the rider wore a helmet. The distribution of overtaking events shifted just over one-fifth of a standard deviation closer to the rider - a potentially important behaviour if, as theoretical frameworks suggest, near-misses and collisions lie on a continuum. The paper ends by considering wider issues surrounding this topic and suggests public health research might be best served by shifting focus to risk elimination rather than harm mitigation.

Cyclist deceleration rate as surrogate safety measure in Montreal using smartphone GPS data

Urban areas in North American cities with positive trends in bicycle usage also witness a high number of cyclist injuries every year. Previous cyclist safety studies based on the traditional approach, which relies on historical crash data, are known to have some limitations such as the fact that crashes need to happen (a reactive approach). This paper explores the use of GPS deceleration events as a surrogate-proactive measure and investigates the relationship between reported cyclist road injuries and deceleration events. The surrogate safety measure is defined based on deceleration values representing hard breaking situations. This work uses a large sample of GPS cyclist trip data from a smartphone application to extract deceleration rates at intersections and along segments and to explore its relationship with the number of observed injuries and validate deceleration rate (DR) as a surrogate safety measure. Using Spearman's rank correlation coefficient, we compared the ranking of sites based on the expected number of injuries and based on DR. The ranks of expected injuries and dangerous decelerations were found to have a correlation of 0.60 at signalized intersections, 0.53 at non-signalized intersections and 0.57 at segments. Despite the promising results of this study, more granular data and validation work needs to be done to improve the reliability of the measures. The technological limitations and future work are discussed at the end of the paper.
