A SURVEY ON THE ACCURACY OF WHOLE-BODY COUNTERS OPERATED IN FUKUSHIMA AFTER THE NUCLEAR DISASTER

RAPID MONITORING OF INTERNAL CONTAMINATION USING A MOBILE RADIOBIOASSAY LABORATORY FOLLOWING RADIATION EMERGENCIES

In any radiation emergency, it may be necessary to monitor large numbers of people for internal contamination resulting from inhalation/ingestion of radionuclides released from the accident. The National Radiation Emergency Medical Center of the Korea Institute of Radiological and Medical Sciences constructed a mobile radiobioassay laboratory for rapid field-based monitoring of internal contamination. The main features of the mobile laboratory were designed and the results of performance were tested for rapid monitoring in this paper. We found that maximum throughput for internal contamination monitoring using the whole body counter installed in the laboratory was about 200 people per day. The minimum detectable activities were estimated for the in-vivo and in-vivo radiobioassay systems in the mobile unit. This mobile unit will improve the population monitoring capabilities for internal contamination of individuals affected following nuclear or radiological emergencies.

Experiences of Population Monitoring Using Whole-Body Counters in Response to the Fukushima Nuclear Accident

Whole-body counter measurements of residents of Fukushima Prefecture have been extensively performed after the Fukushima Dai-ichi Nuclear Power Plant accident in March 2011. These measurements have demonstrated that the levels of internal contamination with radioactive cesium (Cs and Cs) in the residents are very low. This article provides an overview of and lessons learned from these whole-body counter measurements with emphasis on the technical problems encountered, and it discusses the effective use of whole-body counters for assessing the internal thyroid doses of individuals when direct measurements of I in the thyroid are difficult or impossible to implement for the total affected population in a short time after a nuclear reactor accident. The application of this dose reconstruction method requires determining the intake ratio of I to cesium isotopes at appropriate times and considers the short biological half-lives of cesium isotopes, in particular for children.

Use of Iodine-131 to Tellurium-132 Ratios for Assessing the Relationships between Human Inhaled Radioactivity and Environmental Monitoring after the Accident in Fukushima

Significant differences in findings were seen between the intake amounts of iodine-131 that were derived from direct measurements and the estimated intake from environmental monitoring data at the Fukushima accident. To clarify these discrepancies, we have investigated the iodine-131 and tellurium-132 body burdens of five human subjects, who after being exposed to a radioactive plume, underwent 21.5 h whole body counter measurements at Fukui Prefectural Hospital, so clear intake scenario and thyroid counter measurement data were available. To determine the iodine-131 and tellurium-132 body burdens, we introduced a new method of whole body counter calibration composed of a self-consistent approach with the time-dependent correction efficiency factors concept. The ratios of iodine-131 to tellurium-132, ranging from 0.96 ± 0.05 to 2.29 ± 0.38, were consistent with results of the environmental measurements. The 24 h iodine uptake values ranging from 12.1–16.0% were within euthyroid range in Japanese people. These results suggest, even if the relatively low thyroid iodine uptake in the Japanese population was taken into consideration, that there is no doubt about the consistency between direct measurements and environmental monitoring data. Adequate intake scenario is suggested to be principally important to estimate the inhaled radioactivity in areas in or around nuclear accidents.

Radiation Doses and Associated Risk From the Fukushima Nuclear Accident

The magnitude of dose due to the Fukushima Daiichi Accident was estimated by the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) 2013 report published in April 2014. Following this, the UNSCEAR white paper, which comprises a digest of new information for the 2013 Fukushima report, was published in October 2015. Another comprehensive report on radiation dose due to the accident is the International Atomic Energy Agency (IAEA) report on the Fukushima Daiichi Accident published in August 2015. Although the UNSCEAR and IAEA publications well summarize doses received by residents, they review only literature published before the end of December 2014 and the end of March 2015, respectively. However, some studies on dose estimation have been published since then. In addition, the UNSCEAR 2013 report states it was likely that some overestimation had been introduced generally by the methodology used by the Committee. For example, effects of decontamination were not considered in the lifetime external dose estimated. Decontamination is in progress for most living areas in Fukushima Prefecture, which could reduce long-term external dose to residents. This article mainly reviews recent English language articles that may add new information to the UNSCEAR and IAEA publications. Generally, recent articles suggest lower doses than those presented by the UNSCEAR 2013 report.
