The affordances of actor network theory in ICT for development research

Information literacy, well-being, and rural older adults in a pandemic

Many older adults residing in rural communities faced particularly damaging consequences of the COVID-19 pandemic crisis. Given the impact of the pandemic on the ability to rely on traditional forms of information (i.e. interpersonal communication), reliance on digital technology and other non-traditional sources of information grew. Those who lacked the information literacy, defined in this study as the ability to find and evaluate the reliability of information to address an information need, may have faced psychologically damaging consequences caused by the proliferation of misinformation and information poverty. Informed by an ecological understanding of human information behavior, this paper reports on the findings of a study of rural older adults’ information literacy skills and sense of well-being during the COVID-19 pandemic crisis. A mail survey, based on concepts from psychology and information science and question wordings adapted from the 2021 Health and Retirement Survey and Jones-Jang et al.’s study of literacies and fake news, was distributed in the summer of 2021 to older adults living in rural Kansas. About 206 valid responses to the survey were received. These were analyzed using correlation and regression testing. The findings indicate a significant relationship between information literacy skills and one’s overall sense of well-being. Personal (age, gender, health, life control), economic (employment, finances), and social-relational resources (social engagement, relationship quality) all were shown to relate positively to information literacy skills. These findings provide definition to our understanding of the importance of information literacy in modern understandings of psychological well-being.

Improving the governance of information technology: Insights from the history of Internet governance

Governance of the Internet is a matter of global importance and concern. The multi-stakeholder (MS) and multilateral (ML) forms have been presented as two competing and plausible models of Internet governance. Drawing on actor–network theory (ANT) and building on an interpretive case study of rich archival data, this paper examines how the focal actor’s (i.e. the U.S. government’s) beliefs influence the choice of Internet governance form. It further explores the strategies of the focal actor to translate the interests of the ML network’s supporters, with a view to enrolling them in the MS governance network. The analysis shows how the focal actor has established the MS governance form through the Internet Corporation for Assigned Names and Numbers (ICANN) as an Obligatory Passage Point to keep the Internet successfully operational. The analysis also illuminates the combination of structural and collaborative strategies employed to allay the growing dissatisfaction with the MS governance form. The paper suggests that whilst the protocols and technical standards of the Internet are increasingly relegated to the background, the social and political network that Internet artefacts draw together in a meta-form has grown in prominence. It also argues that there may be a hierarchy of beliefs, which influence how actors enact their translation strategies. Finally, the paper discusses parallels between the MS/ML forms of Internet governance and IT governance in organizational contexts.

Worlds apart: a socio-material exploration of mHealth in rural areas of developing countries

Purpose

The implementation of mobile health (mHealth) in developing countries seems to be stuck in a pattern of successive pilot studies that struggle for mainstream implementation. This study addresses the research question: what existing health-related structures, properties and practices are presented by rural areas of developing countries that might inhibit the implementation of mHealth initiatives?

Design/methodology/approach

This study was conducted using a socio-material approach, based on an exploratory case study in West Africa. Interviews and participant observation were used to gather data. A thematic analysis identified important social and material agencies, practices and imbrications which may limit the effectiveness of mHealth apps in the region.

Findings

Findings show that, while urban healthcare is highly structured, best practice-led, rural healthcare relies on peer-based knowledge sharing, and community support. This has implications for the enacted materiality of mobile technologies. While urban actors see mHealth as a tool for automation and the enforcement of responsible healthcare best practice, rural actors see mHealth as a tool for greater interconnectivity and independent, decentralised care.

Research limitations/implications

This study has two significant limitations. First, the study focussed on a region where technology-enabled guideline-driven treatment is the main mHealth concern. Second, consistent with the exploratory nature of this study, the qualitative methodology and the single-case design, the study makes no claim to statistical generalisability.

Originality/value

To the authors' knowledge, this is the first study to adopt a socio-material view that considers existing structures and practices that may influence the widespread adoption and assimilation of a new mHealth app. This helps identify contextual challenges that are limiting the potential of mHealth to improve outcomes in rural areas of developing countries.

An actor–network theory perspective for “Lean” interventions in manufacturing firms

Purpose

This paper tracks the network of actors participating in the initial implementation of a “Lean management” system, in order to identify associations between human and non-human participants conducive to successful adoption of the system.

Design/methodology/approach

The perspective of actor–network theory (ANT) helps reveal the complex dynamics at play in a “Lean” intervention at a manufacturing firm. It allows to identify key actors (human and non-human), as well as the possible associations between them, and helps produce network diagrams to track the changes in actors' roles and in network coherence over time.

Findings

Through a network analysis, the study charts the complexity of the process of Lean intervention, by accounting for the distinct possibility that actors' roles may shift over time, as they engage and disengage with the proposed intervention, until they fully cohere into a new system. Based on this, it derives a conceptual model to describe relevant factors for successful implementation of Lean improvement projects.

Originality/value

The ANT perspective affords new insights into Lean Management systems implementation, by highlighting associations between human and non–human actors. This novel focus suggests corresponding management guidelines and reflective practices for successful intervention.

Exploring the relationship between ICT, SCM practices and organizational performance in agri-food supply chain

Purpose

This paper presents the concerns in agri-food supply chain. Further the research investigates the role of information and communication technology (ICT) in agri-food supply chain and determines the impact of supply chain management (SCM) practices on firm performance.

Design/methodology/approach

The theoretical framework was proposed for the study on the basis of existing literature. Data for the study was collected with the help of structured questionnaire from 121 executives and officers of the public food distribution agency. Partial least square (PLS)–structured equation modeling was employed to test the framework and hypotheses.

Findings

The results indicate that ICT and SCM practices (logistics integration and supplier relationships) have a significant relationship. Furthermore, SCM practices (information sharing, supplier relationship and logistics integration) have a significant and positive impact on performance of the organization.

Research limitations/implications

Further research could be carried out to test the moderation effect of SCM practices between ICT and organizational performance (OP). Extending the research study to the companies operating in other sectors can enhance the external validity of the study and improve the accuracy of parameters examined.

Practical implications

This study can be of interest to the agri-food industry as well as other industry practitioners interested in improving the performance of the organization from the view of supply chain.

Originality/value

The outcomes of this study have important implications that translate into a series of recommendations for the management of public food distribution as well as other agri-food-based supply chains.

Determinants of dynamic process of emerging ICT adoption in SMEs – actor network theory perspective

Purpose

While traditional theories of information and communication technology (ICT) adoption have been deployed to study ICT adoption in the past, these theories considers ICT adoption as static and rely on conceptualising factors as variables and predicting their levels of outcome at a single decision stage. Although much has been credited to these theories, they have continuously ignored the fact that as decisions to adopt are made and challenged along the adoption process, such decision can be influenced by the same, different or combination of factors at different stages of the adoption process. This paper aims to examine ICT adoption from a dynamic process perspective and to explore the key determinants and how these differ from one stage of the adoption process to another.

Design/methodology/approach

Qualitative method was adopted in this study. Both unstructured and semi-structured interviews were conducted in two separate stages using purposeful random sampling. Hybrid approach of thematic analysis was adopted in analysing the data.

Findings

This study develops a framework informed by actor network theory (ANT) concepts and finds that using ANT to examine the process of adoption helps to unveil the recursive nature of the process. The study reveals that the 14 determinants identified in this study influenced adoption at different stages. Factors such as ease of use, managerial time, customer focus and adoption influenced adoption at all the stages. This reveals that factors influencing ICT adoption are not static at one particular stage rather it may influence ICT adoption at different stages.

Research limitations/implications

Qualitative research is often subjective and interpretive in nature, and one of the limitations is the sample used in this research. Considering the small number of interviews carried out in this study, the generalisation of finding and the framework remains to be established across a wider population. Therefore, the factors presented could be limited considering that a number of practitioners that are involved in establishing emerging ICT are numerous. Therefore, other factors are prevailing to other industries or sectors that may provide scholars another way of examining these factors. Also, the framework demonstrates that it is a valuable analytical tool for researchers to examine how and why different actors including small and medium enterprise (SME) managers act around emerging ICT.

Originality/value

This study develops a framework that revealed the interactive and recursive nature of ICT adoption and the determinants influencing the process of ICT adoption at different stages thereby advancing ICT adoption research. The study challenges researchers to always consider ICT adoption as dynamic and unpredictable instead of one-off action as factors influencing its adoption are not static rather; they vary from one stage to another.

Strategic roles of actors in emerging information communication technology (EICT) adoption in SMEs

Purpose

The purpose of this paper is to examine how small and medium enterprises (SMEs) are involved in emerging information and communication technology (EICT) adoption by concentrating on the adoption process and the role played by various actors in the process. Information and communication technology (ICT) adoption research, especially in SMEs, has moved from a simple adopters’ participation process to involving diverse actors that continually interact and influence the process. SMEs need to constantly interact with various human and non-human actors to keep up with the EICT adoption. However, this has proved difficult.

Design/methodology/approach

This study adopted a qualitative method to examine the dynamic process of EICT adoption in service SMEs in the UK, and deployed both unstructured and semi-structured interviews in two separate rounds with 26 participants drawn from Crunch Online Database and Luton Business Directory. The participants include managers, customers, government agencies, SMEs consultants and information technology (IT) vendors, with the help of purposeful random sampling.

Findings

The study develops a framework informed by actor network theory (ANT) concepts and found that using ANT to examine the process of adoption helps to unveil the recursive nature of the process and the roles of actors which vary from one stage to another. The finding reveals that adoption of EICT is not straightforward; rather, it is evolutionary and dynamic, and small business managers’ play an important role in the process amidst other actors influence. The framework supports businesses of all types. Although ICT applications are influenced by diverse actors including IT experts, customers and vendors, the decision of SME managers regularly shape the values and beliefs of other actors if adequate information are conveyed by the numerous actors. Therefore, adoption of EICT is embraced faster by organizations, especially small businesses, if diverse actors are committed in conveying the right information to the key actors, thereby helping them to make adequate decision, and streamline their business processes.

Research limitations/implications

This study is limited by its focus and other factors. Studying the opinions of small service UK SMEs limits the power of generalizing the identified causal relationships; therefore, extended measures are required on accounts of environmental, cultural, geographical and sectorial differences. While some errors seemed unavoidable when measures appear subjective and prone to common error biases, the study advised on recognizing the overriding influence of the roles at each stage of the adoption process to be proactive in committing resources.

Originality/value

This work is of value to practitioners and academics, as it provides further insight into ICT adoption framework by showing how the diverse actors guarantee EICT adoption in small service(s) businesses. This is relevant given that SMEs have limited knowledge of new ICT and understanding diverse actors and their roles in the adoption process would enhance their knowledge of the analysts in the context of new technology adoption and to cope with EICT continually amidst of the roles of actors in the adoption process. The framework serves as an analytical instrument in explaining ICT adoption process and its outcomes characterized by conflicting views.

Examining information and communication technology (ICT) adoption in SMEs

Purpose

Since the 1980s, a substantial number of theories have contributed extensively to information and communication technology (ICT) adoption. Much of such theories regarded ICT adoption as a one-off action as they specifically focus on factors affecting decision making at one decision point. They tend to play down on the fact that as adoption decision progresses through stages, they are supposedly influenced by the same or different factors. Therefore, the purpose of this paper is to examine the dynamic process of ICT adoption using the concepts of dynamic capabilities.

Design/methodology/approach

This study used qualitative approach to gain in-depth insight into the dynamic and evolutionary process of emerging information and communication technology (EICT) adoption in UK small service SMEs. Unstructured and semi-structured interviews were conducted in two separate rounds with 26 participants drawn from Crunch Online Data Base and Luton Business Directory. The participants were selected from a sample of 65 drawn from extended classification of professional service businesses proposed by Ramsey et al. (2008). They include managers, government agencies, SMEs consultants and IT vendors; and then purposeful random sampling and snowball sampling were used.

Findings

The study developed a framework from the concept of dynamic capabilities and found that using the concept of dynamic capabilities to examine the process of EICT adoption helps to unveil the recursive nature of the process and how the factors vary at both single and multiple stages of adoption.

Research limitations/implications

Exploring nurses’ reactions to electronic nursing documentation at the point of care

Purpose

The purpose of this paper is to investigate nurses’ attitudes, perceptions, and reactions to a new point-of-care information system for documenting nursing care.

Design/methodology/approach

A design science research methodology (DSRM) was used to examine the feasibility and usability of a novel nursing informatics solution in the context of acute hospital care. Data were collected using focus groups and non-participant observations. Analyses were guided by the theoretical lens of actor-network theory (ANT).

Findings

The findings unpack an understanding of the potential value of a new technology, rather than a binary understanding of positive or negative value. Using the ANT lens, the study reveals the dynamics of the nurse-technology relationships and consequent disruptions throughout the translation process. The findings highlight the central role of negotiation in the socio-technical construction of the hybrid actor-network during the implementation of new technology in acute hospital contexts.

Research limitations/implications

Further studies are needed to investigate the dynamics and complexity of the translation process that occurs during technology adoption, reactions of the involved actors to the emerging network and impacts on their role and work process.

Practical implications

Engaging nurses early during development and testing; aligning the new system’s functionality and interface with nurses’ interests and work practices; and supporting changes to clinical work process to enable an effective heterogeneous actor-network to emerge and become stable.

Originality/value

This study presents a novel use of ANT in a DSRM to understand an enterprise-wide system involving nurses and real clinical settings. The emerged actor-network provides insights into the translation process when nurses adapt to using new technology in their work.

An extended conceptual framework to understand information and communication technology-enabled socio-economic development at community level in Bangladesh

Purpose

Information and communication technologies (ICTs) have received much attention as a tool for development for several decades. One way in which ICTs were introduced in developing countries, particularly prior to the advent of smartphones, was through shared access and information centres. Many of these were established as pilots, but were unable to operate without external funding and were often declared failures. And some of them probably were, particularly those that focussed exclusively on ICT as a technology, rather than on how the centres could contribute to improving livelihoods. The purpose of this paper is to explore how some centres, namely “Bangladesh Rural Advancement Committee (BRAC) Gonokendra” in three villages of Bangladesh, influenced socio-economic development.

Design/methodology/approach

This study was informed by the Heeks and Molla’s extended information chain model and Sen’s “development as freedom”. The field study was undertaken in three BRAC Gonokendras located in different villages in rural Bangladesh.

Findings

While the authors found that the centres contributed to socio-economic development, this contribution was limited by social constraints, hindering the well-being of individuals and families. Addressing social constraints thus remains a challenge in order for ICTs to contribute to development.

Originality/value

The extended framework to investigate ICT-led socio-economic development implies that ICT as a catalyst can promote development at micro/community level only by simultaneously addressing social constraints.

Examining emerging ICT's adoption in SMEs from a dynamic process approach

Purpose

– This paper aims to advance information and communication technologies (ICT) adoption research and practice by examining and understanding the emerging ICT adoption in small and medium enterprises (SMEs) from a dynamic process perspective using actor-network theory (ANT).

Design/methodology/approach

– This study employs a qualitative approach to investigate how services SMEs are constantly engaging in ICT adoption for improving business performance. Two rounds of interviews were conducted with 26 interviewees. Data collected from the unstructured and semi-structured interviews were analysed to understand the dynamic adoption process, actors involved and their interactions.

Findings

– The findings reveal the recursive and dynamic nature of the emerging ICT adoption process and the constant interactions and negotiations of various actors. Underpinned by the key concepts of ANT and validated by the empirical data, a framework is developed to depict the stages of dynamic process of emerging ICT adoption, the actors involved and the associated key activities.

Research limitations/implications

– Qualitative research is interpretive in nature and the size of the sample used is limited. These limitations require caution for the generalization of the findings. The framework can be further validated across a wider population using mixed methods combining qualitative and quantitative approaches.

Practical implications

– Emerging ICT adoption has moved from a simple adopters’ participation process to involving various actors that constantly interact and influence the process. SMEs manager can be influenced by and influence the technology advancement. As a result, SMEs need constantly interact with various human and non-human actors to keep up with the new ICT development and benefit from the emerging opportunities.

Originality/value

– The research focuses on the emerging ICT adoption in SMEs from the dynamic process perspective using ANT. It advances ICT adoption research and practice by developing a framework to depict the dynamic and interactive nature of ICT adoption process, and the actors involved and their interactions in the adoption process.
