A media analysis approach to evaluating national health information infrastructure development

Benefits, challenges, and contributors to success for national eHealth systems implementation: a scoping review

OBJECTIVE

Our scoping review aims to assess what legal, ethical, and socio-technical factors contribute to or inhibit the success of national eHealth system implementations. In addition, our review seeks to describe the characteristics and benefits of eHealth systems.

MATERIALS AND METHODS

We conducted a scoping review of literature published in English between January 2000 and 2020 using a keyword search on 5 databases: PubMed, Scopus, Web of Science, IEEEXplore, and ProQuest. After removal of duplicates, abstract screening, and full-text filtering, 86 articles were included from 8276 search results.

RESULTS

We identified 17 stakeholder groups, 6 eHealth Systems areas, and 15 types of legal regimes and standards. In-depth textual analysis revealed challenges mainly in implementation, followed by ethico-legal and data-related aspects. Key factors influencing success include promoting trust of the system, ensuring wider acceptance among users, reconciling the system with legal requirements, and ensuring an adaptable technical platform.

DISCUSSION

Results revealed support for decentralized implementations because they carry less implementation and engagement challenges than centralized ones. Simultaneously, due to decentralized systems' interoperability issues, federated implementations (with a set of national standards) might be preferable.

CONCLUSION

This study identifies the primary socio-technical, legal, and ethical factors that challenge and contribute to the success of eHealth system implementations. This study also describes the complexities and characteristics of existing eHealth implementation programs, and suggests guidance for resolving the identified challenges.

Technological media and development

Purpose

The purpose of this paper is to characterize and identify the existing studies on the relationship between technological media and development

Design/methodology/approach

The authors conducted a systematic mapping study to identify and analyze the related literature. The authors identified 196 primary studies, dated from 2000 to 2017 and categorized them with respect to research focus, types of research and research method.

Findings

A total of 97 studies were identified and mapped, synthesizing the available evidence on the relationship between technological media and development. “Social development” with 54 articles and “communication” with 34 articles were the dominant research focus. Regarding the research type, “Solution proposal” is the most frequently employed research type. “Case study,” “discussion paper” and “interview,” respectively were the most used research methods. However, “SNA,” “focus group” and “time series” were used less often. “Solution proposal” was the most common research type between 2015 and 2017, and after that “philosophical paper” was the dominant research paper type. Further, the number of publications has increased between 2006 and 2017.

Originality/value

This mapping study is the first systematic exploration of the state-of-art on technological media-development nexus. The existing body of knowledge is limited to a few high quality studies.

Beyond Words: Amplification of Cancer Risk Communication on Social Media

Social media provide a unique channel for disseminating evidence-based information to diverse audiences and organizational and private stakeholders, thus facilitating a dialog about health and health risks. Guided by the social amplification of risk framework, the goal of this study was to assess the level of audience engagement with messages posted on the National Cancer Institute (NCI) Facebook page and evaluate the differences in the audience information behavior toward risk-related and non-risk posts. Data included 1,975 posts published on the NCI Facebook page as well as the corresponding 4,537 comments, 77,298 shares, and 145,462 likes. Links and images were the top two most frequent types of content for both risk-related and non-risk posts, but risk-related messages were more amplified through comments, shares, and likes. Comparing the modality of risk-related messages, videos, contrary to the prediction, were not more effective in attracting audience engagement than images. Finally, comments to risk-related posts did not repeat risk-related language suggesting that future studies should examine risk signal recognition and dissemination as separate behaviors. This study's findings emphasize the importance of focused investigation of message design strategies and message effects on the dissemination and amplification of communication related to health risks.
