Factors of success in community forest conservation

Stimulating the capacity to govern the commons

The ability to strengthen governance institutions and fisheries restrictions and laws is needed to improve conservation and management of common-pool resources. We evaluated the potential for stimulating change with modest interventions by studying fishing village households before and after a 27-month intervention period in a high-priority coral reef conservation area. Interventions included training in catch monitoring, stock assessment, mapping fishing grounds, microcredit, gender inclusion, theatrical skills, fuel efficient stoves, and participation in the planning of a conservation proposal. There was a background increase in reported formal education, household size, group membership, and household wealth but a decrease in fish consumption and public services. Of conservation importance, the perceived strength of 13 governance institutions and benefits of 6 fisheries restrictions increased over the intervention period. Finally, correspondence between knowledge of and agreement with recent national fisheries laws was moderate to high and positively correlated. The intervention period was stronger than demographic factors that often influence perceptions, such as village, government services, gender, household size, membership in community groups, and age responses. In general, perceptions of strengths of governance and benefits of restrictions increased more among women and youth than adult men respondents. The largest changes in perceptions of increased benefits were among strict restrictions initially ranked low, specifically fisheries closures, parks, and species restrictions. Consequently, capacity building overrode demographic factors common to poor people with limited employment capacity that can have negative perceptions of strict conservation.

The effect of a political crisis on performance of community forests and protected areas in Madagascar

Understanding the effectiveness of conservation interventions during times of political instability is important given how much of the world's biodiversity is concentrated in politically fragile nations. Here, we investigate the effect of a political crisis on the relative performance of community managed forests versus protected areas in terms of reducing deforestation in Madagascar, a biodiversity hotspot. We use remotely sensed data and statistical matching within an event study design to isolate the effect of the crisis and post-crisis period on performance. Annual rates of deforestation accelerated at the end of the crisis and were higher in community forests than in protected areas. After controlling for differences in location and other confounding variables, we find no difference in performance during the crisis, but community-managed forests performed worse in post-crisis years. These findings suggest that, as a political crisis subsides and deforestation pressures intensify, community-based conservation may be less resilient than state protection.

Catalyzing success in community-based conservation

Efforts to devolve rights and engage Indigenous Peoples and local communities in conservation have increased the demand for evidence of the efficacy of community-based conservation (CBC) and insights into what enables its success. We examined the human well-being and environmental outcomes of a diverse set of 128 CBC projects. Over 80% of CBC projects had some positive human well-being or environmental outcomes, although just 32% achieved positive outcomes for both (i.e., combined success). We coded 57 total national-, community-, and project-level variables and controls from this set, performed random forest classification to identify the variables most important to combined success, and calculated accumulated local effects to describe their individual influence on the probability of achieving it. The best predictors of combined success were 17 variables suggestive of various recommendations and opportunities for conservation practitioners related to national contexts, community characteristics, and the implementation of various strategies and interventions informed by existing CBC frameworks. Specifically, CBC projects had higher probabilities of combined success when they occurred in national contexts supportive of local governance, confronted challenges to collective action, promoted economic diversification, and invested in various capacity-building efforts. Our results provide important insights into how to encourage greater success in CBC.

Climate Policy Reform in Nepal through the Lenses of the Institutional Analysis and Development Framework

Successful climate change mitigation requires the commitment of rapidly developing low-income countries. Although most of them have strategies to tackle a fair share of the burden, implementation is low despite large amounts of international aid. We aimed to identify the dynamics underpinning their low implementation, using Nepal as a case study. Aid-dependent Nepal is vulnerable to climate change and committed to its mitigation while pursuing democracy and development. We applied an institutional analysis and development framework as well as an institutional grammar tool to analyze national climate policy. We found that the current national institutions did not enable effective climate change mitigation. Despite relevant political decisions being made, the arrangements were enacted slowly. Contrary to development issues, climate issues were not tackled across all of the relevant sectors, such as waste management, traffic, and agriculture, nor across governance levels, while there was little coherence between development and climate policies. Instead, community forestry was set in the main charge of climate actions, as explained by the history of development collaboration. Additionally, climate education was mainly addressed to local communities rather than to decision-makers. We conclude that building local institutions and funding addressed effectively, even to local actors, are key options to improve the implementation of the national climate strategies of Nepal and low-income countries.
