Firm-specific political risk: a systematic investigation of its antecedents and implications for vertical integration and diversification strategies

Purpose

Uncertainties caused by political risks can drastically affect global supply chains. However, the supply chain management literature has thus far developed rather limited knowledge on firms' perception of and reactions to increased political risks. This study has two main purposes: to explore the relationship between extant risk exposure and perceived firm-specific political risk and to understand the impact of firm-specific political risk on firms' vertical integration and diversification strategies.

Design/methodology/approach

The authors developed a unique dataset for testing our hypotheses. Specifically, the authors sampled manufacturers (SIC20-39) listed in the United States from 2002 to 2019. The authors collected financial and diversification data from Compustat, vertical integration data from the Frésard-Hoberg-Phillips Vertical Relatedness Data Library and political risk data from the Economic Policy Uncertainty database. This data collection process yielded 1,287 firms (8,329 observations) with available data for analysis.

Findings

A two-way fixed-effect regression analysis of panel data revealed that firms tend to be more sensitive to political risk when faced with income stream uncertainty or strategic risk. By contrast, exposure to stock returns uncertainty does not significantly influence firms' sensitivity toward political risk. Moreover, firm-specific political risk is positively associated with vertical integration and product diversification. However, firm-specific political risk does not result in higher levels of geographical diversification.

Originality/value

This study joins the literature that systematically explores the antecedents and implications of firm-specific political risk, thus broadening the scope of supply chain risk management.

Supply chain risk management strategies in normal and abnormal times: policymakers' role in reducing generic medicine shortages

Purpose

This paper links supply chain risk management to medicine supply chains to explore the role of policymakers in employing supply chain risk management strategies (SCRMS) to reduce generic medicine shortages.

Design/methodology/approach

Using secondary data supplemented with primary data, the authors map and compare seven countries' SCRMS for handling shortage risks in their paracetamol supply chains before and during the first two waves of the COVID-19 pandemic.

Findings

Consistent with recent research, the study finds that policymakers had implemented few SCRMS specifically for responding to disruptions caused by COVID-19. However, shortages were largely avoided since multiple strategies for coping with business-as-usual disruptions had been implemented prior to the pandemic. The authors did find that SCRMS implemented during COVID-19 were not always aligned with those implemented pre-pandemic. The authors also found that policymakers played both direct and indirect roles.

Research limitations/implications

Combining longitudinal secondary data with interviews sheds light on how, regardless of the level of preparedness during normal times, SCRMS can be leveraged to avert shortages in abnormal times. However, the problem is highly complex, which warrants further research.

Practical implications

Supply chain professionals and policymakers in the healthcare sector can use the findings when developing preparedness and response plans.

Social implications

The insights developed can help policymakers improve the availability of high-volume generic medicines in (ab)normal times.

Originality/value

The authors contribute to prior SCRM research in two ways. First, the authors operationalize SCRMS in the medicine supply chain context in (ab)normal times, thereby opening avenues for future research on SCRM in this context. Second, the authors develop insights on the role policymakers play and how they directly implement and indirectly influence the adoption of SCRMS. Based on the study findings, the authors develop a framework that captures the diverse roles of policymakers in SCRM.

The impact of governmental COVID‐19 measures on manufacturers' stock market valuations: The role of labor intensity and operational slack

This study investigates the impact of the Chinese government's Level I emergency response policy on manufacturers' stock market values. We empirically examine the roles of human resource dependence (labor intensity) and operational slack within the context of supply chain resilience. Through an event study of 1357 Chinese manufacturing companies, we find that the government's emergency response policy triggered statistically significant positive abnormal returns for manufacturers. However, we also find that there exists a negative impact on abnormal returns for manufacturers that are labor‐intensive, giving rise to arguments based in resource dependence theory. In addition, the results indicate the positive role played by operational slack (e.g., financial and inventory slack) in helping manufacturers maintain operations and business continuity, effectively mitigating risks and adding to the manufacturers' resilience. With these findings, we contribute to operations and supply chain management by calling attention to the importance of human resource redundancy while at the same time identifying financial slack and inventory as supply chain resilience strategies that were able to mitigate pandemic‐related risks.

Although government policies and regulations are often central for supply chain risk mitigation, they may sometimes also carry secondary risks; manufacturers should monitor and ideally anticipate public policy interventions. Slack financial resources provide greater flexibility in a company's response to an unanticipated event and should thus be emphasized; nevertheless, the value of excess inventory should not be neglected. A greater dependence on labor exposes manufacturers to greater risks, especially when public policy curtails travel and the movement of labor. Governments should use policymaking as a means to provide guidance and support regarding the deployment of manufacturers' operational slack, especially financial slack.

How to enhance supply chain resilience: a logistics approach

Purpose

Logistics capability is an important enabler of supply chain resilience (SCR). However, few studies have analyzed the underlying influence mechanism of logistics capability on SCR in extreme conditions, such as those of the COVID-19 pandemic. The purpose of this study is to increase understanding of the role of logistics capabilities in constituting a resilient supply chain.

Design/methodology/approach

Drawing upon the dynamic capability perspective and contingency theory, the proposed conceptual framework aims to demonstrate the relationship between a firm's logistics capabilities and SCR. Furthermore, the conceptual framework is illustrated by empirical evidence from a case study of a Chinese manufacturing company, which focuses on extracting practical lessons from the COVID-19 pandemic.

Findings

The findings suggest that digitalization, innovativeness, and modularization comprise potential mediating pathways for firm logistics capability to affect SCR and government policies, risk management culture, trust and cooperation moderate the effect positively. The potential associations are identified and elucidated by detecting the corresponding strategies and practices of a Chinese manufacturer that performed well amid the COVID-19 pandemic.

Practical implications

This study provides specific guidelines for logistics managers to enhance SCR during the COVID-19 pandemic. Seeing SCR as a dynamic capability, the framework is also instructive for manufacturers, supply chain members, and policymakers to achieve the sustained competitive advantage of supply chains.

Originality/value

The findings expand the understanding of enhancing SCR in a logistics approach. The empirical validation of propositions in the case study reveals a new vista for research on SCR.

An unstructured big data approach for country logistics performance assessment in global supply chains

Purpose

The purpose of this study is to explore the potential for the development of a country logistics performance assessment approach based upon textual big data analytics.

Design/methodology/approach

The study employs design science principles. Data were collected using the Global Perspectives text corpus that describes the logistics systems of 20 countries from 2006–2014. The extracted texts were processed and analysed using text analytic techniques, and domain experts were employed for training and developing the approach.

Findings

The developed approach is able to generate results in the form of logistics performance assessments. It contributes towards the development of more informed weights of the different country logistics performance categories. That said, a larger text corpus and iterative classifier training is required to produce a more robust approach for benchmarking and ranking.

Practical implications

When successfully developed and implemented, the developed approach can be used by managers and government bodies, such as the World Bank and its stakeholders, to complement the Logistics Performance Index (LPI).

Originality/value

A new and unconventional approach for logistics system performance assessment is explored. A new potential for textual big data analytic applications in supply chain management is demonstrated. A contribution to performance management in operations and supply chain management is made by demonstrating how domain-specific text corpora can be transformed into an important source of performance information.
