The Formal, Financial and Fraught Route to Global Digital Identity Governance

How can we understand the progressive, piecemeal emergence of global digital identity governance? Examining the activities of the Financial Action Task Force (FATF) - an intergovernmental organization at the center of global anti-money laundering and counter-the-financing of terrorism governance-this paper advances a two-fold argument. First, the FATF shapes how, where and who is involved in developing key standards of acceptability underpinning digital identity governance in blockchain activities. While not itself directly involved in the actual coding of blockchain protocols, the FATF influences the location and type of centralized modes of control over digital identity governance. Drawing on the notion of protocological control from media studies, we illustrate how centralized control emerging in global digital identity governance emanates from the global governance of financial flows long considered by international organizations like the FATF. Second, we suggest that governance by blockchains persistently shapes the ability of the FATF to stem illicit international financial flows. In highlighting both the influence of FATF on blockchain governance and blockchain governance on the FATF, we draw together two strands of literature that have been considered separately in an analysis of the formal, financial and fraught route to global digital identity governance.

All talk, no action?: the global diffusion and clinical implementation of the international classification of functioning, disability, and health

OBJECTIVE

We aimed to review the global diffusion and clinical implementation of the International Classification of Functioning, Disability, and Health (ICF) endorsed by the World Health Assembly in 2001.

DESIGN

First, we analyzed the diffusion process of the ICF, with a special focus on clinical rehabilitation. This was done by researching the spread of ICF-related terms in Pubmed and Google from 2001 to 2010. Second, we examined the clinical implementation of the ICF in rehabilitation settings by a systematic review of the literature in the databases Pubmed and Embase. Eligible were studies evaluating the current application and impact of the ICF in the daily practice of clinical rehabilitation.

RESULTS

We found that the diffusion of the ICF as a mere term and concept in the area of rehabilitation is successful. However, the implementation in clinical rehabilitation practice is highly idiosyncratic and rarely evaluated appropriately. The question arises whether this idiosyncratic implementation can be regarded as a process toward standardization at all. Evidence of concrete benefits of a clinical ICF implementation for team members or even patients is at best weak.

CONCLUSIONS

We suggest more comprehensive and comparable multicenter studies to solve the urgent need for best practice recommendations on ICF implementation in clinical rehabilitation.

Making Standards Stick: A Theory of Coupled vs. Decoupled Compliance

This paper presents an inductive account of how two divisions of the same corporation sought to standardize their engineering work. Although both groups achieved ISO 9000 certification, each was guided by historical antecedents and internal processes that left different legacies: a culture of cynicism and chaotic work practices in one division vis-a-vis a system of standardized work practices that are voluntarily (and often enthusiastically) followed in the other. The contrasting cases shed light on what happens when an external standard is adopted by an organization, converted into a formal directive, and then confronted by the norms and practices of an existing occupational community. More generally, the paper articulates how three common modes of social regulation—standards, directives, and norms—are interconnected in the process of implementing a standard in an organization, and the conditions under which institutional exigencies are either decoupled from or tightly coupled to technical work.
