Suitability of bovine portion condemnations at provincially-inspected abattoirs in Ontario Canada for food animal syndromic surveillance

Cattle welfare assessment at the slaughterhouse level: Integrated risk profiles based on the animal's origin, pre-slaughter logistics, and iceberg indicators

Detection of on farm and transport animal welfare problems at slaughterhouse level is a key issue for the meat industry; however, usually, the assessments do not include basic aspects of animal health. For that reason, it is necessary to develop an assessment method that has an integrative scope and identifies the risk profiles in animals. Therefore, the aim of the present study was to detect cattle welfare indicators that can be implemented at the slaughterhouse level and to develop integrated risk profiles based on the animal's origin, pre-slaughter logistics, and animal-based indicators. We recorded the origin, commercial category, transportation details, and horn size of 1040 cattle upon arrival at the slaughterhouse. Cattle welfare was measured based on individual scores for vocalizations, stunning shots, carcass bruises, meat pH, severe hoof injuries, and organ condemnations. To characterize operational and logistic practices from the farm to the slaughterhouse, a two-step cluster analysis was applied to the aforementioned variables (production system, cattle type, horn size, journey distance, vehicle type), which identified four clusters: small feedlot and free-range profile (C1, n = 216, 20.8 %), feedlot profile (C2, n = 193, 18.6 %), culled dairy cows profile (C3, n = 262, 25.2 %), and free-range profile (C4, n = 369, 35.5 %). The animal's diet and environmental conditions might have influenced the development of hoof disorders in C1 animals (P = 0.023), the proportion of animals that were re-shot was highest in C2 animals (P = 0.033), and C3 and C4 animals were most likely to suffer injuries such as severe bruising (P = 0.001). In addition, the number of stunning shots, meat pH, carcass bruises, severe hoof injuries, and liver condemnations, explained a significant variation in the incidence of various health and welfare consequences based on an animal's origin, which confirmed their importance as 'welfare iceberg' indicators. The study provided detailed data that can be included into assessment methods for the welfare of slaughter cattle, which can be tailored to specific production systems.

Enhancing the value of meat inspection records for broiler health and welfare surveillance: longitudinal detection of relational patterns

Background

Abattoir data are under-used for surveillance. Nationwide surveillance could benefit from using data on meat inspection findings, but several limitations need to be overcome. At the producer level, interpretation of meat inspection findings is a notable opportunity for surveillance with relevance to animal health and welfare. In this study, we propose that discovery and monitoring of relational patterns between condemnation conditions co-present in broiler batches at meat inspection can provide valuable information for surveillance of farmed animal health and welfare.

Results

Great Britain (GB)-based integrator meat inspection records for 14,045 broiler batches slaughtered in nine, four monthly intervals were assessed for the presence of surveillance indicators relevant to broiler health and welfare. K-means and correlation-based hierarchical clustering, and association rules analyses were performed to identify relational patterns in the data. Incidence of condemnation showed seasonal and temporal variation, which was detected by association rules analysis. Syndrome-related and non-specific relational patterns were detected in some months of meat inspection records. A potentially syndromic cluster was identified in May 2016 consisting of infection-related conditions: pericarditis, perihepatitis, peritonitis, and abnormal colour. Non-specific trends were identified in some months as an unusual combination of condemnation reasons in broiler batches.

Conclusions

We conclude that the detection of relational patterns in meat inspection records could provide producer-level surveillance indicators with relevance to broiler chicken health and welfare.

Factors responsible for the post-slaughter loss of carcass and offal's in abattoirs in South Africa

Global demand for food is surging upward due to the expansion of human population. Hence food production and supply need to double with little or no waste to meet this demand. Food loss at any point in the farm to fork chain inhibits the stability of food security at household and national level. A retrospective (AR) and a post mortem meat inspection (PMMI) study to identify major causes of offal and carcass condemnation was conducted in three abattoirs namely, Adeliade, Queenstown and East London abattoirs represented as AD, QT, and EL respectively. The retrospective study revealed the main causes of tongue condemnation as abscess (0.08%, 0.03% and 0.05%) and actinobacillosis (0.02%, 0% and 0.02%) respectively. The spleen was condemned due to abscess (0.35%, 0.94% and 0.17%) and splenomegaly (0.21%, 0.55% and 0.2%). The heart was condemned due to cyst (0.24%, 0.36% and 0.2%) and inflammation (0.9%, 1.85%, and 0.75%). While the kidney, was condemned due to cyst (0.08%, 0.23% and 0.16%) and nephritis (0.94%, 1.01% and 1.18%). However, a greater percentage of condemnation was recorded during the active abattoir study. During the same period, partial carcass condemnations were mainly due to bruises (63.3%, 50.4% and 41.0%), abscess (7%, 6% and 14%) and improper evisceration (19%, 31% and 27%). The combined monetary loss due to offal's and carcass condemnation during the AR and PMMI study was estimated as ZAR 255194.4 (34191.5 USD) and ZAR 25958.8 (2570.2 USD) respectively. This study identified major causes of offals and carcass condemnation as abscess, bruises, actinobacillosis, cyst, inflammatory conditions and improper evisceration. It can be used as starting point information for early warning on livestock diseases of economic loss in South Africa.

Seasonal prevalence, body condition score and risk factors of bovine fasciolosis in South Africa

Fasciolosis is an important zoonotic disease that is responsible for a significant loss in food resource and animal productivity. The objectives of this study were to determine the seasonal prevalence and risk factors associated with Fasciola infection in cattle. The results were obtained by coprology, antemortem and post-mortem survey of three abattoirs (HTPA1, n = 500, HTPA2, n = 400, and LTPA, n = 220). The seasonal prevalence of Fasciola infection was 10.4%, 12.8% and 10.9%, during summer, 11.2%, 10.8% and 8.6%, during autumn, 9.8%, 6.5% and 5.9% during winter and 8.2%, 7.8% and 5.9%, during spring in the three abattoirs HTPA1, HTPA and LTPA respectively. There was a significant association (p < 0.05) between the intensity of infection and body condition score (BCS) of cattle at each abattoir. Factors such as age [HTPA1 (OR = 3.6, CI = 1.2, 10.2), and LTPA (OR = 3.8, CI= 2.4, 6.1)], sex [LTPA (OR = 4.2, CI= 2.5, 7.0)], breed [HTPA2 (OR = 2.3, CI = 1.3, 4.1) and LTPA (OR = 2.5, CI= 1.3, 5.0)] and BCS had significant (p < 0.01-0.001) influence on the prevalence of fasciolosis. In conclusion, the infection with Fasciola spp was higher in the summer than in the winter; a positive association was established between the prevalence of fasciolosis and poor body condition in study animals. This study, therefore, suggests that fasciolosis could be causing substantial production losses, mainly due to cattle weight loss and liver condemnation.

Financial loss estimation of bovine fasciolosis in slaughtered cattle in South Africa

South Africa's livestock population is rapidly evolving and consequently will require sustained epidemiological surveillance to detect and prevent diseases which contribute to a decrease in livestock productivity, public health risk and food wastage. Fasciola infection is one of the commonest diseases affecting livestock health and a significant portion of meat and offal's are declared unfit for human consumption. This study assessed the prevalence and monetary losses associated with Fasciola infection at three abattoirs in Eastern Cape Province. A retrospective data of all slaughtered cattle were obtained from Department of Rural Development and Agrarian Reform (DRDAR) from 2010–2012. A prospective abattoir survey was conducted between July 2013 and June 2014 to determine the prevalence and financial loss due to fasciolosis.

The highest prevalence was in December and January (23%) while the lowest prevalence was recorded in May and June (5%). Annual prevalence of Fasciola at abattoirs AB1, were (3.2%, 2.2% and 2.0%), AB2 (6.4%, 4.6% and 3.5%), AB3 (14.4%, 6.9% and 9.5%) for year 2010, 2011 and 2012 respectively. The total financial loss due to Fasciola infection during the active survey of the three abattoirs was ZAR 44, 930 (3456.2 USD). A breakdown of this figure shows that whole liver condemnation was ZAR 25, 230 (2, 357 USD), and partial liver condemnation was ZAR 19, 700 (1515.4 USD).

The present study reveals the economic loss due to liver condemnation from Fasciola infection and provides regional baseline information regarding the prevalence of Fasciola in cattle at three abattoirs.

Animal health syndromic surveillance: a systematic literature review of the progress in the last 5 years (2011-2016)

This review presents the current initiatives and potential for development in the field of animal health surveillance (AHSyS), 5 years on from its advent to the front of the veterinary public health scene. A systematic review approach was used to document the ongoing AHSyS initiatives (active systems and those in pilot phase) and recent methodological developments. Clinical data from practitioners and laboratory data remain the main data sources for AHSyS. However, although not currently integrated into prospectively running initiatives, production data, mortality data, abattoir data, and new media sources (such as Internet searches) have been the objective of an increasing number of publications seeking to develop and validate new AHSyS indicators. Some limitations inherent to AHSyS such as reporting sustainability and the lack of classification standards continue to hinder the development of automated syndromic analysis and interpretation. In an era of ubiquitous electronic collection of animal health data, surveillance experts are increasingly interested in running multivariate systems (which concurrently monitor several data streams) as they are inferentially more accurate than univariate systems. Thus, Bayesian methodologies, which are much more apt to discover the interplay among multiple syndromic data sources, are foreseen to play a big part in the future of AHSyS. It has become clear that early detection of outbreaks may not be the principal expected benefit of AHSyS. As more systems will enter an active prospective phase, following the intensive development stage of the last 5 years, the study envisions AHSyS, in particular for livestock, to significantly contribute to future international-, national-, and local-level animal health intelligence, going beyond the detection and monitoring of disease events by contributing solid situation awareness of animal welfare and health at various stages along the food-producing chain, and an understanding of the risk management involving actors in this value chain.

Suitability of sentinel abattoirs for syndromic surveillance using provincially inspected bovine abattoir condemnation data

Background

Sentinel surveillance has previously been used to monitor and identify disease outbreaks in both human and animal contexts. Three approaches for the selection of sentinel sites are proposed and evaluated regarding their ability to capture overall respiratory disease trends using provincial abattoir condemnation data from all abattoirs open throughout the study for use in a sentinel syndromic surveillance system.

Results

All three sentinel selection criteria approaches resulted in the identification of sentinel abattoirs that captured overall temporal trends in condemnation rates similar to those reported by the full set of abattoirs. However, all selection approaches tended to overestimate the condemnation rates of the full dataset by 1.4 to as high as 3.8 times for cows, heifers and steers. Given the results, the selection approach using abattoirs open all weeks had the closest approximation of temporal trends when compared to the full set of abattoirs.

Conclusions

Sentinel abattoirs show promise for integration into a food animal syndromic surveillance system using Ontario provincial abattoir condemnation data. While all selection approaches tended to overestimate the condemnation rates of the full dataset to some degree, the abattoirs open all weeks selection approach appeared to best capture the overall seasonal and temporal trends of the full dataset and would be the most suitable approach for sentinel abattoir selection.

Systematic review of surveillance systems and methods for early detection of exotic, new and re-emerging diseases in animal populations

In this globalized world, the spread of new, exotic and re-emerging diseases has become one of the most important threats to animal production and public health. This systematic review analyses conventional and novel early detection methods applied to surveillance. In all, 125 scientific documents were considered for this study. Exotic (n = 49) and re-emerging (n = 27) diseases constituted the most frequently represented health threats. In addition, the majority of studies were related to zoonoses (n = 66). The approaches found in the review could be divided in surveillance modalities, both active (n = 23) and passive (n = 5); and tools and methodologies that support surveillance activities (n = 57). Combinations of surveillance modalities and tools (n = 40) were also found. Risk-based approaches were very common (n = 60), especially in the papers describing tools and methodologies (n = 50). The main applications, benefits and limitations of each approach were extracted from the papers. This information will be very useful for informing the development of tools to facilitate the design of cost-effective surveillance strategies. Thus, the current literature review provides key information about the advantages, disadvantages, limitations and potential application of methodologies for the early detection of new, exotic and re-emerging diseases.

Factors associated with offal, partial and whole carcass condemnation in ten French cattle slaughterhouses

The proportion of cattle with offal, partial or whole carcass condemnation could be a useful indicator for animal health syndromic surveillance purposes. It requires first highlighting the factors associated with condemnation in order to include them in a modeling process. This study aims to identify and quantify these factors. It was based on data from ten French cattle slaughterhouses from 2006 to 2010 (n=1,439,868 cattle). Multivariable multinomial logistic regression analyses were performed. Sex, age and slaughterhouse were the main effects for offal, partial and whole carcass condemnation and have to be taken into account when implementing syndromic surveillance systems based on meat inspection data. The presence of an error in cattle identification was identified as a potential indicator for a higher risk of condemnation and should be explored as a potential factor for risk-based meat inspection.

Comparison of covariate adjustment methods using space-time scan statistics for food animal syndromic surveillance

BACKGROUND

Abattoir condemnation data show promise as a rich source of data for syndromic surveillance of both animal and zoonotic diseases. However, inherent characteristics of abattoir condemnation data can bias results from space-time cluster detection methods for disease surveillance, and may need to be accounted for using various adjustment methods. The objective of this study was to compare the space-time scan statistics with different abilities to control for covariates and to assess their suitability for food animal syndromic surveillance. Four space-time scan statistic models were used including: animal class adjusted Poisson, space-time permutation, multi-level model adjusted Poisson, and a weighted normal scan statistic using model residuals. The scan statistics were applied to monthly bovine pneumonic lung and "parasitic liver" condemnation data from Ontario provincial abattoirs from 2001-2007.

RESULTS

The number and space-time characteristics of identified clusters often varied between space-time scan tests for both "parasitic liver" and pneumonic lung condemnation data. While there were some similarities between isolated clusters in space, time and/or space-time, overall the results from space-time scan statistics differed substantially depending on the covariate adjustment approach used.

CONCLUSIONS

Variability in results among methods suggests that caution should be used in selecting space-time scan methods for abattoir surveillance. Furthermore, validation of different approaches with simulated or real outbreaks is required before conclusive decisions can be made concerning the best approach for conducting surveillance with these data.

A preliminary investigation of farm-level risk factors for cattle condemnation at the slaughterhouse: a case-control study on French farms

The financial impact of condemnation for farmers and the importance of efficiency in the meat inspection process to guarantee food safety are well known. Identifying farm-level risk factors for condemnation are useful in order to find a way for farmers to potentially reduce their condemnation rates and to build a risk-based farm classification for veterinary services to target both meat inspection and farms inspections. To our knowledge, this has not yet been done, probably due to a lack of available meat inspection data. A preliminary investigation was performed through a case-control study on 36 French farms, from a dairy production region to identify farm-level risk factors for high condemnation rates (i.e. more than 45% of cattle with at least one portion of the carcass condemned). Multivariable exact logistic regression was performed to take into account the small sample size. The final model identified two significant risk factors. The odds of having a high condemnation rate was at least twice as greater for farmers who did not adhere to the quality charter of an international retailer and was significantly higher when the most qualified worker on the farm had a degree in agriculture. This latter effect was unexpected and is reviewed in the discussion section. The protective effect of the quality charter could be explained by the annual control of farms performed to guarantee compliance with good farming practices in the adhering farms. It led us to believe that compliance with well known good farming practices could be a way for farmers to reduce their condemnation rates. This study is a preliminary investigation performed on a small sample size of farms that were mainly dairy farms. It is a first step for further investigations that need to be done on this topic at a larger scale to fill the current lack of knowledge.

Defining syndromes using cattle meat inspection data for syndromic surveillance purposes: a statistical approach with the 2005-2010 data from ten French slaughterhouses

Background

The slaughterhouse is a central processing point for food animals and thus a source of both demographic data (age, breed, sex) and health-related data (reason for condemnation and condemned portions) that are not available through other sources. Using these data for syndromic surveillance is therefore tempting. However many possible reasons for condemnation and condemned portions exist, making the definition of relevant syndromes challenging.

The objective of this study was to determine a typology of cattle with at least one portion of the carcass condemned in order to define syndromes. Multiple factor analysis (MFA) in combination with clustering methods was performed using both health-related data and demographic data.

Results

Analyses were performed on 381,186 cattle with at least one portion of the carcass condemned among the 1,937,917 cattle slaughtered in ten French abattoirs. Results of the MFA and clustering methods led to 12 clusters considered as stable according to year of slaughter and slaughterhouse. One cluster was specific to a disease of public health importance (cysticercosis). Two clusters were linked to the slaughtering process (fecal contamination of heart or lungs and deterioration lesions). Two clusters respectively characterized by chronic liver lesions and chronic peritonitis could be linked to diseases of economic importance to farmers. Three clusters could be linked respectively to reticulo-pericarditis, fatty liver syndrome and farmer’s lung syndrome, which are related to both diseases of economic importance to farmers and herd management issues. Three clusters respectively characterized by arthritis, myopathy and Dark Firm Dry (DFD) meat could notably be linked to animal welfare issues. Finally, one cluster, characterized by bronchopneumonia, could be linked to both animal health and herd management issues.

Conclusion

The statistical approach of combining multiple factor analysis with cluster analysis showed its relevance for the detection of syndromes using available large and complex slaughterhouse data. The advantages of this statistical approach are to i) define groups of reasons for condemnation based on meat inspection data, ii) help grouping reasons for condemnation among a list of various possible reasons for condemnation for which a consensus among experts could be difficult to reach, iii) assign each animal to a single syndrome which allows the detection of changes in trends of syndromes to detect unusual patterns in known diseases and emergence of new diseases.
