Reducing Lead on the Landscape: Anticipating Hunter Behavior in Absence of a Free Nonlead Ammunition Program

Weight retention and expansion of popular lead-based and lead-free hunting bullets

Hunting bullets are often comprised of a lead core covered with a copper alloy jacket. When the bullet collides with an animal, particles-sometimes millions-can shed from the projectile and embed in animal tissues. Those lead fragments can persist in game meat and remain in the discarded viscera that many wildlife species scavenge. Bullets often differ in design, so it is vital to assess their weight retention and expansion, which affects how much metal they deposit in tissue and how effectively they kill animals. We fired 12 types of hunting bullets into water to measure their weight retention and expansion at 91 m and 238 m (100 and 260 yards). Bullet constructions included copper, tin, bonded lead, partitioned lead, and cup-and-core lead. On average, copper bullets retained >98 % of their weight, whereas cup-and-core lead bullets retained <13-55 %, depending on the brand and shot distance. One brand of bonded lead bullet retained mass (≥96 %) nearly as well as copper bullets, while another brand retained much less (~71 %). Two types of copper bullets expanded similarly between test distances, while a third expanded less at 238 m. Cup-and-core lead bullets often experienced a separation between their copper alloy jacket and lead core. Our data emphasize that lead-based bullets of similar construction can drastically differ in weight retention and expansion.

Promoting enforcement of non-lead hunting ammunition regulations and compliance in Europe and North America

The direct regulation of lead ammunition in North America and Europe has been mainly for hunting in wetlands. Little support among hunters and the ammunition makers exists for further regulation despite suitable lead substitutes and much education about the known risks to wildlife and human health from ingested lead. In the absence of personnel to detect use of lead ammunition and enforce regulations, hunter compliance is low. Identification of non-lead ammunition using existing electronic technology and an international protocol on the identification of non-lead rifle bullets is proposed to aid enforcement. An explicit definition of the chemical composition of lead substitutes is required in European Union legislation together with a more enforceable distinction between 'possession during hunting' and 'ownership' of lead ammunition. A more transdisciplinary regulatory approach to transitioning to non-lead ammunition is advised. It comprises widespread public health advisories, setting a maximum allowable lead level in commercial game meats in EU legislation, and public communication that emphasizes the benefits of non-lead ammunition use to all categories of wildlife and the public perception of hunting, whether in North America or Europe.

Until It's a regulation It's not my fight: Complexities of a voluntary nonlead hunting ammunition program

Wildlife and human health are at risk of lead exposure from spent hunting ammunition. Lead exposure persists for bald eagles due to bullet fragments in game animal gut piles and unretrieved carcasses, and is also a human health risk when wild game is procured using lead ammunition. Programs encouraging the voluntary use of nonlead ammunition have become a popular approach mitigating these effects. This study explored attitudes and experiences of United States Fish and Wildlife Service (USFWS) staff implementing an outreach program encouraging deer hunters to voluntary use nonlead ammunition on 54 National Wildlife Refuges (NWRs) in the Upper Midwest, U.S. to understand factors affecting program implementation. We conducted 29 semi-structured interviews of USFWS staff along with 60 responses from an open-ended survey question. Twelve themes emerged from the data and were grouped into three broad categories: (1) challenges of dealing with complex issues, (2) importance of messengers and messages, and (3) resistance from staff. Challenges of dealing with complex issues included administrative restraint and uncertainty, scope and scale of program, human health not an agency responsibility, contextual political influences, and public-private collaborations. Importance of messengers and messages included the importance of experience, and salience of human health risk. Finally, resistance from staff included skepticism of the science and motives behind the program, competing priorities for refuge staff, differing perceptions of regulatory and voluntary approaches, cost and availability of nonlead ammunition, and disregard by some about lead ammunition and human health risks. Staff identified numerous challenges implementing the program, many of which were external factors beyond the control of the participants. Understanding the factors affecting program implementation may help guide future efforts encouraging the voluntary use of nonlead ammunition.

Transitioning to non-toxic ammunition: Making change happen

If the multiple negative health impacts associated with lead ammunition are to be mitigated, a transition to the non-toxic alternatives is needed. This paper aims to map out the pathways to such a transition via a modification of Kotter's eight step theory of change, identifying key stakeholders, exploring options for those of us advocating change and the relationships between policy and persuasion. The focus is primarily on the UK, but it is of direct relevance to the rest of Europe and beyond. The theory of change model involves (1) creating urgency, (2) building coalitions, (3) creating a vision for change, (4) communicating that vision, (5) removing barriers to enable action, (6) creating short-term or geospatial wins, (7) building on the change and (8) embedding change in culture and regulation. The paper reflects on good progress to date in initial steps, but throughout subsequent steps creative engagement and other disciplines which appreciate the human dimensions such as mediation and psychology of behaviour change have been lacking. Although significant barriers remain for Step 5, the paper identifies the central vision of sustainability of hunting as a shared value around which most stakeholders can engage. The paper concludes that, given the growing momentum surrounding this issue in recent years, the phasing out of lead ammunition is at a tipping point.

ANALYSIS OF HISTORICAL MEDICAL RECORDS OF CALIFORNIA CONDORS ( GYMNOGYPS CALIFORNIANUS) ADMITTED FOR LEAD EXPOSURE TO THE LOS ANGELES ZOO AND BOTANICAL GARDENS BETWEEN 1997 AND 2012: A CASE SERIES STUDY

Lead toxicosis remains the primary cause of death in wild populations of California condors ( Gymnogyps californianus). Many condors require medical intervention with lead chelation therapy, among other conservation measures, to survive in the wild. An analysis of historical medical records of California condors admitted for lead exposure to the Los Angeles Zoo and Botanical Gardens (LA Zoo) between 1997 and 2012 was performed to investigate clinical presentation, radiographic findings, and treatment along with the potential impact of these factors on recovery and successful release back into the wild. Of 100 individual condors presented to the LA Zoo for suspected lead toxicosis during this period, 84 condors had records for initial laboratory blood lead levels. For these 84 condors (40 [47.6%] females and 44 [52.4%] males), 277 initial laboratory blood lead levels in total were recorded because of repeated admissions. Thirty-two (38%) condors were admitted once to the zoo and 62% were admitted two or more times. Clinical signs were not observed in 87.5% of the condors admitted with median blood lead concentrations of 26 μg/dl. Of the radiographs taken on initial presentation, 65% did not show evidence of gastrointestinal metallic foreign bodies. Various treatments protocols with edetatum calcium disodium, dimercaptosuccinic acid, and lactated Ringer's solution were documented in the medical records. Of the 277 admissions, 154 admissions had a recorded outcome posttreatment of which 140 (91%) admissions were released back to the wild. This study contributes to a better understanding of how intervention and therapeutic approaches have been essential for the recovery, release, and sustainability of these birds as a wild population. Consistency in data collection of California condors admitted for diagnosis and treatment of lead toxicosis is needed to better assess the impacts of medical interventions.

Heads in the sand: public health and ecological risks of lead-based bullets for wildlife shooting in Australia

Lead (Pb) is a toxic element banned from fuel, paint and many other products in most developed countries. Nonetheless, it is still widely used in ammunition, including rifle bullets, and Pb-based bullets are almost universally used in Australia. For decades, poisoning from Pb shot (shotguns) has been recognised as a cause of disease in waterfowl and Pb shot has been subsequently banned for waterfowl hunting in many jurisdictions. However, the risks posed by Pb-based bullets (rifles) have not been similarly recognised in Australia. Pb-based rifle bullets frequently fragment, contaminating the tissue of shot animals. Consuming this Pb-contaminated tissue risks harmful Pb exposure and, thus, the health of wildlife scavengers (carrion eaters) and humans and their companion animals who consume harvested meat (game eaters). In Europe, North America and elsewhere, the environmental and human health risks of Pb-based bullets are widely recognised, and non-toxic alternatives (e.g. copper-based bullets) are increasingly being used. However, Australia has no comparable research despite widespread use of shooting, common scavenging by potentially susceptible wildlife species, and people regularly consuming shot meat. We conclude that Australia has its collective ‘head in the sand’ on this pressing worldwide One Health issue. We present the need for urgent research into this field in Australia.

Ground Squirrel Shooting and Potential Lead Exposure in Breeding Avian Scavengers

Recreational ground squirrel shooting is a popular activity throughout the western United States and serves as a tool for managing ground squirrel populations in agricultural regions. Belding's ground squirrels (Spermophilus beldingi) are routinely shot in California, Nevada, and Oregon across habitats that overlap with breeding avian scavengers. Ground squirrels shot with lead (Pb)-based bullets may pose a risk to avian scavengers if they consume carcasses containing Pb fragments. To assess the potential risk to breeding avian scavengers we developed a model to estimate the number, mass, and distribution of Pb fragments in shot ground squirrels using radiographic images. Eighty percent of shot carcasses contained detectible Pb fragments with an average of 38.6 mg of Pb fragments. Seven percent of all carcasses contained Pb fragment masses exceeding a lethal dose for a model raptor nestling (e.g. American kestrel Falco sparverius). Bullet type did not influence the number of fragments in shot ground squirrels, but did influence the mass of fragments retained. Belding's ground squirrels shot with .17 Super Mag and unknown ammunition types contained over 28 and 17 times more mass of Pb fragments than those shot with .22 solid and .22 hollow point bullets, respectively. Ground squirrel body mass was positively correlated with both the number and mass of Pb fragments in carcasses, increasing on average by 76% and 56% respectively across the range of carcass masses. Although the mass of Pb retained in ground squirrel carcasses was small relative to the original bullet mass, avian scavenger nestlings that frequently consume shot ground squirrels may be at risk for Pb-induced effects (e.g., physiology, growth, or survival). Using modeling efforts we found that if nestling golden eagles (Aquila chrysaetos), red-tailed hawks (Buteo jamaicensis), and Swainson's hawks (B. swainsoni) consumed shot ground squirrels proportionately to the nestling's mass, energy needs, and diet, 100% of the nestling period would exceed a 50% reduction in delta-aminolevulinic acid dehydratase production threshold, the last 13-27% of the nestling stage would exceed a reduced growth rate threshold, but no nestlings would be expected to exceed a level of Pb ingestion that would be lethal.

Soil pollution at outdoor shooting ranges: Health effects, bioavailability and best management practices

The total lead (Pb) concentrations of the surface soil, sub surface soil, vegetation and surface waters of outdoor shooting ranges are extremely high and above regulatory limits. Lead is dangerous at high concentrations and can cause a variety of serious health problems. Shooters and range workers are exposed to lead dust and can even take Pb dust home to their families while some animals around the shooting range can ingest the Pb bullets. The toxicity of Pb depends on its bioavailability which has been determined to be influenced greatly by the geochemical properties of each site. The bioavailability of Pb in shooting ranges has been found to be higher than other metal contaminated soils probably because of its very low residual Pb (<1%). Despite being an immobile element in the soil, migration of Pb within shooting ranges and offsite has been reported in literature. Best management practices to reduce mobility of Pb in shooting ranges involve an integrated Pb management program which has been described in the paper. The adoption of the non-toxic "green bullet" which has been developed to replace Pb bullets may reduce or prevent environmental pollution at shooting ranges. However, the contaminated soil resulting from decades of operation of several shooting ranges still needs to be restored to its natural state.
