Healthy Canteen Certification Seal: a proposal for the promotion of appropriate and healthy diets in school canteens

ABSTRACT Objective Although school is considered a suitable space for health promotion, there have been difficulties adopting healthy eating practices due to many ultra-processed foods offered in school canteens and irregularities in Food and Nutrition Education actions. This study aimed to propose a certification seal to encourage school canteens’ managers in Brazil to adopt actions for the Promotion of Appropriate and Healthy Diets. Methods It is a methodological study in which the “Healthy Canteen Certification Seal” was developed, containing ten guidelines based on the Dietary Guidelines for the Brazilian Population. The instrument was built based on national and international documents and later was consensually agreed upon by experts using the Delphi method. Results Ten guidelines for the Seal were developed around the following topics: the creation of a Council, availability of written and accessible standards; stimulation of water intake; offer of natural foods, limitation of processed and ultra-processed foods, promotion of educational actions, prohibition of abusive food advertisements, structural changes, and staff training. The overall evaluation of the proposal by the experts was positive concerning its relevance, and more than 70% of positive results were attained for all guidelines. The participants agreed that the Seal would contribute to expanding and enhancing healthy eating practices in schools. Conclusion We believe that this proposal will encourage educational institutions to adopt and implement actions for the Promotion of Appropriate and Healthy Diets, thus contributing to ensuring Food and Nutrition Safety for students.

Evaluation of quality indicators for management of the National School Feeding Program in Brazil: a systematic review

This article aims to identify studies that developed quality indicator for the management of the National School Feeding Program (PNAE, in Brazilian context) and to critically appraise the properties of their instruments. Systematic review using Scopus, Lilacs, Pubmed and Web of Science for data collection. The search was limited to studies between 2009 and 2019. The search strategy included search terms related to school feeding, program evaluation, and indicator. The indicators were evaluated using the Appraisal of Indicators through Research and Evaluation instrument. The search identified 1,355 studies, of which 14 were potentially relevant records and 10 met the inclusion criteria. Most studies used a literature review with consensus techniques in the development of the instrument and a frame work format to evaluate the PNAE. None of them presented evidence of validity of the instrument. The highest level was achieved on the domain 'Purpose, relevance and organizational context', followed by 'Stakeholder involvement', 'Additional evidence, formulation and usage', and 'Scientific evidence'. This review found gaps in the methodology of studies that had developed quality indicators for the management of PNAE. Future development of these instruments should include validity evidence.

Acquisition of family farm foods in municipalities of São Paulo state: The influence of the management of the School Feeding Program and municipal characteristics

ABSTRACT Objective To describe and analyze the implementation aspects of the purchase of food from family farms, according to the management of the School Feeding Program and characteristics of municipalities in the state of São Paulo. Methods A cross-sectional descriptive-analytical study, including 25 municipalities from São Paulo that purchased from family farms for school feeding, where 105 schools were drawn, in 2013, to verify: knowledge of the Law No.11,947/2009, disclosure of the purchasing process, guidance on the management of food, kitchen improvements, variety of food purchased and the use ≤30% of the Program’s resources with family farming. Absolute and relative frequencies were analyzed, and Chi-square test and Fisher’s exact test were performed (p<0.05). Results The knowledge of Law No.11,947/2009 predominated in centralized management (p=0.010) and the disclosure of the purchasing process in school/mixed management (p=0.010); all municipalities of school/mixed management used ?30% of resources (p=0.015). The disclosure of the purchasing process was more frequent in municipalities with fewer students (p=0.038) and lower Gross Domestic Product (p=0.020); guidance on food management was more frequent in smaller municipalities (p=0.011), with fewer public schools (p=0.040) and lower Gross Domestic Product (p=0.003); the variety of foods was more frequent in smaller municipalities (p=0.027), with fewer students (p=0.025), smaller area (p=0.025) and medium Human Development Index (p=0.001). Conclusion The management of the School Feeding Program and municipal factors can influence the implementation of the purchase of food from family farms.

Government-Subsidized Restaurants as promoters of the realization of the Human Right to Adequate Food: Proposal of an evaluation model

ABSTRACT Objective This article presents an evaluation model for Government-Subsidized Restaurants within the framework of the National Food and Nutrition Security Policy. Methods This is an evaluation study. The Evaluation Matrix was elaborated from five stages: systematized revision for elaboration of the theoretical-logical model; immersion process; construction of the preliminary theoretical-logical model; consensus workshops, through the traditional committee technique; elaboration of the evaluation matrix proposal; and external consensus with specialists in the subject and in the implementation and management of Government-Subsidized Restaurants. Results The proposed matrix contemplates two dimensions: Political-Organizational, with the subdimensions: Management, Structure and Target Public; and Technical-Operational, with the sub-dimensions: Adequate Food, Food and Nutrition Education, and Extended Public Assistance. Twenty-four indicators and 29 measures were listed. Conclusion The findings point to the need for advances in evaluation methodologies that contemplate Food and Nutrition Security as the guiding principle of the actions performed by Government-Subsidized Restaurants. Thus, the evaluation matrix presented aims to contribute to the improvement of the GSR as a multifunctional tool, promoter of Food and Nutrition Security and the realization of the Human Right to Adequate Food within the National Food and Nutrition Security Policy.

Gestão municipal do Programa Nacional de Alimentação Escolar nas capitais da região Sul do Brasil

OBJETIVO: Avaliar a gestão municipal do Programa de Alimentação Escolar nas três capitais da região Sul do Brasil. MÉTODOS: Pesquisa avaliativa por meio de estudo de casos múltiplos. O modelo contempla as dimensões político--organizacional (intersetorialidade da gestão) e técnico-operacional (responsabilidades da gestão específicas ao ambiente escolar). Foram coletados 22 indicadores por meio de entrevistas com os nutricionistas do programa. RESULTADOS: Dois casos foram classificados como regular e um como ruim. Destaque para Florianópolis, Santa Catarina, na gestão financeira e no estímulo ao desenvolvimento regional. Ênfase para Curitiba, Paraná, na qualificação profissional, no atendimento adequado às necessidades nutricionais específicas e na disponibilização de dados antropométricos. Porto Alegre, Rio Grande do Sul, destacou-se com a adequada equipe de produção de alimentos e a boa execução dos cardápios. CONCLUSÃO: Ainda que os resultados tenham sido menos satisfatórios do que o esperado, eles poderão estimular melhorias na gestão do programa ao dar ênfase à importância da avaliação como ferramenta legítima para qualificar os serviços.

Avaliação da gestão municipal do Programa Nacional de Alimentação Escolar nos maiores municípios de Santa Catarina, Brasil

Pesquisa avaliativa sobre a gestão municipal do Programa Nacional de Alimentação Escolar (PNAE) nos dez maiores municípios de Santa Catarina, Brasil. A matriz de indicadores contempla duas dimensões: político-organizacional (DPO), com as subdimensões recursos, atuação intersetorial e controle social; e técnico-operacional (DTO), com as subdimensões eficácia alimentar e nutricional, monitoramento alimentar e nutricional, e atuação pedagógica para a alimentação saudável. Foram elencados 22 indicadores e os dados foram coletados por meio de entrevistas com nutricionistas do PNAE. A DPO resultou em 60% dos casos regulares e 40% ruins, e a DTO obteve 90% dos casos ruins, consequência do baixo desempenho no monitoramento e na atuação pedagógica. Embora os casos avaliados tenham resultados pouco satisfatórios, a avaliação oferece dados importantes sobre a gestão do PNAE. Ressalta-se a importância de avaliações com esse caráter como possibilidade de alertar os gestores para a revisão e qualificação das ações.
