Unified waste metrics: A gamified tool in next-generation strategic planning

A gamification approach for tackling waste management planning and urban development provide a more engaging and interactive experience with high pedagogical potential. Existing serious games involving waste management are complex in their data ingestion, use, and presentation, limiting individuals' opportunities to gain knowledge and decision-making skills transferrable to the real world. Simulations, by comparison, provide either an oversimplified and unrealistic user interface or explore in depth individual rather than aggregate key performance indicators for waste management, limiting potential knowledge retention. There is a clear opportunity in creating an informative, easy-to-use simulation-based game to help stakeholders build understanding of waste management policies, performance, and causal relationships. This gamified tool provides clear feedback through quick-visibility performance indicators (i.e., waste accumulation index, waste compositional analysis, prevention activities etc.) and offers the opportunity, through multi-criteria decision making, of simulating real-life scenarios and previewing the possible outcomes of certain in-game actions. The research question is how the process of gamification might serve as powerful tool for educating decision makers. The results are considered as a reference point to any policy maker intending to assess environmental performance, proposed activities to reach Circular Economy targets, and European Green Deal and UN Sustainable Development Goals.

Cross-sectoral assessment of public policies in health and the environment: Scenario of the municipalities in the state of Sao Paulo

From the identification of the current and rising demand for integrated solutions by government players, especially at the stage of evaluation of public policies, this paper carried out an cross-sectoral outcome assessment of local government cost-effectiveness in the fields of health and environment. The analysis is based on the amount of resources allocated by each of the 645 municipalities in the state of São Paulo, to each field, involving consolidated evaluation indicators (IDSUS and IAA, respectively). This study required the prior distribution of municipalities in clusters within homogeneous groups previously proposed in IDSUS calculation methodology. The results suggest that the addressed areas are intimately connected, indicating that larger (and better) environmental investments can produce promising outcomes toward health performance. Therefore, there is a demand for integrated public policies in the context of environmental health. Also, there is the indication that the resource management and the proper allocation thereof may be more relevant than the total amount spent; and that lower cost-effectiveness values do not necessarily demonstrate high scores in the assessed performance indicators.

Metodologia para avaliar a saúde ambiental: uma aplicação em municípios empregando a análise multicriterial

Atualmente são observadas muitas maneiras de abordar a complexidade dos aspectos relacionados à saúde pública. Uma delas é a relação entre os seres humanos e o meio ambiente, especificamente através de indicadores de saúde ambiental. Dessa forma, o presente estudo objetiva propor uma metodologia baseada em indicadores de saúde ambiental e análise multicritério no intuito de analisar a situação da saúde em cidades, permitindo comparar dados ambientais entre municipalidades que integram a Região do Alto Curso do Rio Paraíba. Para tanto, fez-se o uso da pesquisa documental e exploratória e da análise multicriterial. Os municípios de São Domingos do Cariri foram os que apresentaram o menor Indicador Multicritério de Saúde Ambiental, seguido dos municípios de Amparo, Zabelê, São João do Tigre, Congo, Coxixola, São Sebastião do Umbuzeiro, Barra de São Miguel, Cabaceiras, Camalaú, Ouro Velho e São João do Cariri já que estes municípios apresentaram Indicador Multicritério de Saúde Ambiental (IMSA) negativo, ou seja, que necessitam de melhores estratégias de gestão pública no intuito de melhorar esse cenário. Por sua vez, as cidades com melhores desempenhos, IMSA positivos foram: Monteiro, Boqueirão, Sumé, Serra Branca e Prata.
