Abstract
School meals should focus on quality of life issues, particularly on reducing food shortages, overweight, obesity and its consequences. As an essential tool for quality assurance, creating the menu is an activity of great complexity and requires multidisciplinary knowledge. This activity covers the observation of countless aspects of quality, highlighting nutritional, sensory, cultural, hygienic, and sanitary issues, among others. This study aims to identify and analyze instruments and methods to evaluate school menus in different countries. The authors developed specific search strategies for Scopus, Web of Science, Science Direct, Pubmed, Lilacs, ProQuest Global, and Google Scholar. The included studies’ methodological quality was assessed using the statistical analysis and meta-analysis review tool (MASTARI). A total of 16 cross-sectional studies met the inclusion criteria and were analyzed. Brazil and Spain were the countries that presented the highest number of studies (n = 5; 31.25% for each). The majority of the studies have a qualitative approach (n = 12, 75%), and only 25% (n = 4) of the studies present quantitative assessment methods to evaluate school menus. No school menu assessment tools were found to assess all aspects of menu planning. The results show a lack of a methodology or of instruments for evaluating the menus offered for school meals that can contribute to better dietary care offered to students.

Abstract
ABSATRCT Objective This study aimed to investigate the main criteria used by nutritionists to plan school menus within the framework of the Brazilian National School Feeding Program. Methods Nutritionists from 21 municipalities in Southern Brazil were interviewed. Municipalities had between 20,000 and 70,000 inhabitants and were located in different mesoregions. Data were collected using an open-ended questionnaire and subjected to content analysis using NVivo® software. Results Sixteen criteria were identified, grouped into four categories: (1) food habits, culture, and acceptance; (2) nutritional characteristics; (3) food availability; and (4) management and execution. Brazilian National School Feeding Program regulations were recurrently cited within all identified categories, which demonstrates the influence of the program on nutritionists’ activities. Conclusion Brazilian National School Feeding Program regulatory guidelines for the development of school menus seem to influence the decision making of nutritionists. However, food purchase from family farms and calculation of meal nutritional value seem to be incipient criteria.

Abstract
This article aims to evaluate the quality of Brazilian school meal menus. Cross-sectional study that analyzed 2,500 menus of 500 Brazilian municipalities. The menus were evaluated based on the Quality Index for School Meal Menus (IQCAE - Indicador de Qualidade para Cardápios da Alimentação Escolar). The data were submitted to descriptive analysis. We found that 29,4% of menus presented high quality; 50,6%, regular quality; and 20%, low quality. Grains and tubers (86%) and Meat and eggs (67%) were the groups most found in menus, followed by Legumes (42,16%), Vegetables (40%), Fruits (35,56%), and Dairy products (18,6%); the frequency of Cured meats and sausages (8,68%) and Sweets as meals (3,64%) was lower. Among other components, 84,6% of the menus offered Sweets as dessert in none or one day a week; ultra-processed foods appear in 65,6% of menus at least once a week. In 22% of the menus, meal time was compatible with type meal served. Important food for child nutrition, such as dairy, vegetables, and fruits, are not regularly provided by school meals. Despite the advances in policy management, the presence of ultra-processed foods at least once a week is still frequent in the menus.

Abstract
Resumo O Programa Nacional de Alimentação Escolar (PNAE) representa uma estratégia importante de promoção da alimentação saudável. Objetivou-se realizar uma análise sumária das pesquisas avaliativas sobre o PNAE. Pesquisa bibliografica do período de 2010 a 2015 nas bases de dados Bireme e SciELO. Foram selecionados 12 artigos vinculados à área, dos quais oito analisaram a inserção do nutricionista no PNAE; sete, a aquisição de alimentos da agricultura familiar; cinco, a implantação dos Conselhos de Alimentação Escolar; cinco, a execução dos cardápios; e quatro, os recursos financeiros destinados ao PNAE. Apontam-se problemas na atuação do nutricionista e dos Conselhos de Alimentação Escolar, na aquisição de alimentos da agricultura familiar e na composição dos cardápios (baixo conteúdo de frutas e hortaliças). Destaca-se a necessidade de maior atenção relacionada à execução do PNAE, de maneira a garantir uma alimentação escolar dentro de princípios que promovam a segurança alimentar e nutricional. Novos estudos avaliativos sobre o Programa são fundamentais para o fornecimento de subsídios aos gestores públicos com fins de aprimorar a sua execução.

Abstract
OBJETIVO: Avaliar a gestão municipal do Programa de Alimentação Escolar nas três capitais da região Sul do Brasil. MÉTODOS: Pesquisa avaliativa por meio de estudo de casos múltiplos. O modelo contempla as dimensões político--organizacional (intersetorialidade da gestão) e técnico-operacional (responsabilidades da gestão específicas ao ambiente escolar). Foram coletados 22 indicadores por meio de entrevistas com os nutricionistas do programa. RESULTADOS: Dois casos foram classificados como regular e um como ruim. Destaque para Florianópolis, Santa Catarina, na gestão financeira e no estímulo ao desenvolvimento regional. Ênfase para Curitiba, Paraná, na qualificação profissional, no atendimento adequado às necessidades nutricionais específicas e na disponibilização de dados antropométricos. Porto Alegre, Rio Grande do Sul, destacou-se com a adequada equipe de produção de alimentos e a boa execução dos cardápios. CONCLUSÃO: Ainda que os resultados tenham sido menos satisfatórios do que o esperado, eles poderão estimular melhorias na gestão do programa ao dar ênfase à importância da avaliação como ferramenta legítima para qualificar os serviços.

Abstract
OBJECTIVE: To assess compliance of school menu planning with the National School Food Program's regulations. METHODS: This cross-sectional study analyzed 133 menus for 542 schools in 49 municipalities of the state of Santa Catarina. The menus were assessed according to the National School Food Program's regulations, the "Dietary Guidelines for the Brazilian Population" and the "Qualitative Evaluation of Menu Components for Schools". The data were analyzed by descriptive statistics. RESULTS: Nearly all (98.5%) municipalities met the requirement of technical responsibility for menu development and 81.0% acquired foods from family farms. The menus contained fruits (87.2%) and non-starchy vegetables (94.0%), but the frequencies of fruits and non-starchy vegetables were smaller than two to three times a week. The most common high-sodium and high-fat foods were commercially processed meats (53.0%), but their frequency was smaller than once a week. Likewise, the frequencies of beverages (natural fruit juice, coffee, and tea) were smaller than once a week. Most menus (85.1%) repeated foods during the week, and only 3.0% of the menus listed organic foods. CONCLUSION: Some school menus from Santa Catarina need to be revised with respect to the frequency of fruits and non-starchy vegetables, high-sugar foods, high-sodium foods, and high-fat foods, and need to increase food diversity and variety.

Abstract
O Programa Nacional de Alimentação Escolar é uma das políticas públicas brasileiras que têm estabelecido estreito diálogo com os princípios da Política Nacional de Segurança Alimentar e Nutricional e da Agroecologia. Diretrizes de execução, alinhadas com a temática da sustentabilidade, foram estabelecidas pela Lei nº 11.947, promulgada em julho de 2009, que estipula recursos para a compra de alimentos produzidos pela agricultura familiar, preferencialmente orgânicos, revelando preocupações ambientais e sociais, voltadas ao desenvolvimento da economia local. Este artigo objetivou refletir sobre a elaboração do cardápio instituído nas diretrizes de execução do Programa, com ênfase nos elementos que podem indicar a alimentação escolar como promotora de sistemas alimentares ecológicos e de desenvolvimento local sustentável. Ressalta-se que, apesar do avanço das diretrizes, é necessário fortalecer estratégias para resgatar hábitos alimentares e produzir alimentos compatíveis com tais diretrizes, além de planejar cardápios que contemplem a diversidade e sazonalidade de alimentos regionais e o mapeamento de agricultores ecológicos para nortear a demanda e a oferta programadas. A gestão da compra e da logística, assim como o apoio governamental ao Programa e o controle social por parte da comunidade escolar, além da sensibilização e educação continuada de técnicos e profissionais da área de alimentação escolar, são fundamentais para que os cardápios escolares dialoguem com a sustentabilidade. Experiências exitosas e pesquisas com base na análise dessas diretrizes devem ser incentivadas, para possibilitar o fortalecimento do Programa.

Abstract
Apresenta-se uma proposta de modelo para avaliar a gestão municipal do Programa Nacional de Alimentação Escolar (PNAE), verificando sua aplicabilidade nos dez municípios de Santa Catarina, Brasil, com mais de 100 mil habitantes. A construção do modelo ocorreu mediante oficinas com especialistas e sua adequação foi realizada por meio do método Delphi, com a participação de 14 colaboradores. O modelo contemplou duas dimensões da gestão municipal: a dimensão político-organizacional, organizada nas subdimensões recursos, atuação intersetorial e controle social, e a dimensão técnico-operacional, que contempla as subdimensões eficácia alimentar e nutricional, monitoramento alimentar e nutricional e atuação pedagógica para a alimentação saudável. No total foram elencados 22 indicadores, coletados por meio de entrevistas com os nutricionistas responsáveis pelo PNAE. Na aplicabilidade os indicadores mostraram-se viáveis para contemplar as atribuições de responsabilidade municipal, devendo o modelo ser futuramente empregado para qualificar a atuação da gestão do PNAE.

Abstract
Objective: the objective of this study was to evaluate the nutritional composition and describe the acceptability of regional culinary dishes served to students from public schools of rural and urban areas. Methods: Ten Brazilian regional dishes were evaluated for acceptability and nutritional composition. the survey was conducted in schools located in rural and urban areas of two cities in the state of São Paulo. Dish acceptability was evaluated using leftover analysis and a 5-point facial hedonic scale. the adherence index was calculated and used as an indirect measure of acceptance, and the nutritional composition was calculated based on the technical files of each dish. Results: A total of 2,384 students from 20 schools participated in the study and 1,174 tasted and evaluated the dishes. the test using the 5-point facial hedonic scale demonstrated that five dishes (Caldo verde soup, persimmon jelly, chicken with okra, puréed cornmeal with spinach, and arugula pizza) had an acceptability rate above 85.0%. the mean adherence indices were 57.3% and 55.6% in urban and rural environments, respectively. Analysis of the nutritional composition of regional dishes indicates that these dishes can partially meet macronutrient recommendations. Conclusion: the tested dishes can become part of school menus as they were accepted or partly accepted by the students regardless of school location, whether rural or urban. the cultural heritage is an important resource for the food sovereignty of a country and should be constantly encouraged.
