Using economic instruments to develop effective management of invasive species: insights from a bioeconomic model

Predation facilitates the abundance of biofouling non-indigenous species in estuarine marinas in NE Atlantic Portugal

Harbours are highly modified habitats that differ from natural areas. They are hotspots of non-indigenous species (NIS) and act as stepping-stones in invasive processes. However, local communities can exert biotic resistance against biological invasions through trophic interactions and competition. This study assesses the biotic effects of predation on the recruitment of fouling assemblages in three marinas of NE Atlantic Portugal (Cascais, Setúbal and Sines), with particular emphasis on NIS, using predator exclusion experiments. Predation increased the relative abundance of NIS, mainly Watersipora subatra, in the estuarine marinas of Cascais and Setúbal, while no predation effects were registered in the coastal marina of Sines. Therefore, predation can increase the risk of NIS invasion (biotic facilitation). Furthermore, local ecosystems may have different effects and differ in vulnerability against NIS invasions. Finally, a better understanding of coastal invasive ecology and biotic effects in coastal artificial habitats will improve our capacity for NIS management.

Managing biological invasions: the cost of inaction

Ecological and socioeconomic impacts from biological invasions are rapidly escalating worldwide. While effective management underpins impact mitigation, such actions are often delayed, insufficient or entirely absent. Presently, management delays emanate from a lack of monetary rationale to invest at early invasion stages, which precludes effective prevention and eradication. Here, we provide such rationale by developing a conceptual model to quantify the cost of inaction, i.e., the additional expenditure due to delayed management, under varying time delays and management efficiencies. Further, we apply the model to management and damage cost data from a relatively data-rich genus (Aedes mosquitoes). Our model demonstrates that rapid management interventions following invasion drastically minimise costs. We also identify key points in time that differentiate among scenarios of timely, delayed and severely delayed management intervention. Any management action during the severely delayed phase results in substantial losses $$( > 50\%$$ ( > 50 % of the potential maximum loss). For Aedes spp., we estimate that the existing management delay of 55 years led to an additional total cost of approximately $ 4.57 billion (14% of the maximum cost), compared to a scenario with management action only seven years prior (< 1% of the maximum cost). Moreover, we estimate that in the absence of management action, long-term losses would have accumulated to US$ 32.31 billion, or more than seven times the observed inaction cost. These results highlight the need for more timely management of invasive alien species—either pre-invasion, or as soon as possible after detection—by demonstrating how early investments rapidly reduce long-term economic impacts.

The potential direct economic impact and private management costs of an invasive alien species: Xylella fastidiosa on Lebanese wine grapes

Since its outbreak in 2013 in Italy, the harmful bacterium Xylella fastidiosa has continued to spread throughout the Euro-Mediterranean basin and, more recently, in the Middle East region. Xylella fastidiosa subsp. fastidiosa is the causal agent of Pierce’s disease on grapevines. At present, this alien subspecies has not been reported in Lebanon but if this biological invader was to spread with no cost-effective and sustainable management, it would put Lebanese vineyards at a certain level of risk. In the absence of an Xylella fastidiosa subsp. fastidiosa outbreak, the gross revenue generated by Lebanese wine growers is estimated as close to US$22 million/year for an average period of 5 years (2015–2019). The potential quantitative economic impacts of an Xylella fastidiosa subsp. fastidiosa outbreak and particularly, the private control costs have not been assessed yet for this country as well as for others which Xylella fastidiosa may invade. Here, we have aimed to estimate the potential direct economic impact on growers’ livelihoods and provide the first estimate of the private management costs that a theoretical Xylella fastidiosa subsp. fastidiosa outbreak in Lebanon would involve. For this purpose, we used a Partial Budget approach at the farm gate. For the country as a whole, we estimated that a hypothetical full spread of Xylella fastidiosa subsp. fastidiosa on Lebanese wine grapes would lead to maximum potential gross revenue losses of almost US$ 11 million for an average recovery period of 4 years, to around US$ 82.44 million for an average grapevine life span period of 30 years in which infected plants are not replaced at all. The first yearly estimated additional management cost is US$853 per potentially infected hectare. For a recovery period of 4 years, the aggregate estimated additional cost would reach US$2374/ha, while the aggregate net change in profit would be US$-4046/ha. Furthermore, additional work will be needed to estimate the public costs of an Xylella fastidiosa subsp. fastidiosa outbreak in Lebanon. The observed costs in this study support the concerned policy makers and stakeholders to implement a set of reduction management options against Xylella fastidiosa subsp. fastidiosa at both national and wine growers’ levels. This re-emerging alien biota should not be neglected in this country. This understanding of the potential direct economic impact of Xylella fastidiosa subsp. fastidiosa and the private management costs can also benefit further larger-scale studies covering other potential infection areas and plant hosts.

Landscape beauty: A wicked problem in sustainable ecosystem management?

Recent discourses on sustainable ecosystem management have increasingly emphasized the importance of bundling relationships and interactions among multiple ecosystem services supported by similar natural and anthropogenic mechanisms within the total environment. Yet, the aesthetic benefits of ecosystems, playing critical role in management of both wild and anthropogenic landscapes, have been under-represented in these discussions. This disregard contributes to the disconnection between environmental science and practice and limits our understanding of ecological and societal implications of management decisions that either generate aesthetic benefits or impact them while targeting other ecosystem services. This discussion reviews several "wicked problems" that arise due to such limited understanding, focusing on three recognized challenges in present-day ecosystem management: replacement of natural ecosystem functions, spatial decoupling of service beneficiaries from its environmental consequences and increasing inequalities in access to services. Strategies towards solutions to such wicked challenges are also discussed, capitalizing on the potential of innovative landscape design, cross-disciplinary research and collaboration, and emerging economic and policy instruments.

The Significance of Social Perceptions in Implementing Successful Feral Cat Management Strategies: A Global Review

Feral cats pose a threat to many populations of small- to medium-sized animal species around the world, primarily through predation and disease. For this reason, feral cat management has become a priority in parts of the world where at-risk species are facing high threats of extinction. To implement a successful feral cat management program, there are specific technical and social requirements that need to be met. Most of the recent research conducted around feral cat management has examined the technical aspects, but there is considerably less research around the social aspects that may influence the success of feral cat management in inhabited areas. This review aims to identify and discuss feral cat management from a social perspective, and to highlight potential areas for future research that may aid in building successful campaigns in the future.

Abstract

This review examines the social aspects that influence feral cat management. In particular, it examines definitions and perceptions of feral cats as a species in different countries and across cultures. Using case studies from around the world, we investigate the factors that can influence public perceptions and social acceptance of feral cats and management methods. The review then highlights the importance of social factors in management and suggests the best approach to use in the future to ease the process of gaining a social license for management campaigns. Implications of the influence of education and awareness on public perception and acceptance are further explained, and are suggested to be an essential tool in successfully engaging the community about management in the future.

The need for spatially explicit quantification of benefits in invasive-species management

Worldwide, invasive species are a leading driver of environmental change across terrestrial, marine, and freshwater environments and cost billions of dollars annually in ecological damages and economic losses. Resources limit invasive-species control, and planning processes are needed to identify cost-effective solutions. Thus, studies are increasingly considering spatially variable natural and socioeconomic assets (e.g., species persistence, recreational fishing) when planning the allocation of actions for invasive-species management. There is a need to improve understanding of how such assets are considered in invasive-species management. We reviewed over 1600 studies focused on management of invasive species, including flora and fauna. Eighty-four of these studies were included in our final analysis because they focused on the prioritization of actions for invasive species management. Forty-five percent (n = 38) of these studies were based on spatial optimization methods, and 35% (n = 13) accounted for spatially variable assets. Across all 84 optimization studies considered, 27% (n = 23) explicitly accounted for spatially variable assets. Based on our findings, we further explored the potential costs and benefits to invasive species management when spatially variable assets are explicitly considered or not. To include spatially variable assets in decision-making processes that guide invasive-species management there is a need to quantify environmental responses to invasive species and to enhance understanding of potential impacts of invasive species on different natural or socioeconomic assets. We suggest these gaps could be filled by systematic reviews, quantifying invasive species impacts on native species at different periods, and broadening sources and enhancing sharing of knowledge.

A Rose by Any Other Name: Plant Identification Knowledge & Socio-Demographics

Concern has been expressed over societal losses of plant species identification skills. These losses have potential implications for engagement with conservation issues, gaining human wellbeing benefits from biodiversity (such as those resulting from nature-based recreational activities), and early warning of the spread of problematic species. However, understanding of the prevailing level of species identification skills, and of its key drivers, remains poor. Here, we explore socio-demographic factors influencing plant identification knowledge and ability to classify plants as native or non-native, employing a novel method of using real physical plants, rather than photographs or illustrations. We conducted face-to-face surveys at three different sites chosen to capture respondents with a range of socio-demographic circumstances, in Cornwall, UK. We found that survey participants correctly identified c.60% of common plant species, were significantly worse at naming non-native than native plants, and that less than 20% of people recognised Japanese knotweed Fallopia japonica, which is a widespread high profile invasive non-native in the study region. Success at naming plants was higher if participants were female, a member of at least one environmental, conservation or gardening organisation, in an older age group (than the base category of 18-29 years), or a resident (rather than visitor) of the study area. Understanding patterns of variation in plant identification knowledge can inform the development of education and engagement strategies, for example, by targeting sectors of society where knowledge is lowest. Furthermore, greater understanding of general levels of identification of problematic invasive non-native plants can guide awareness and education campaigns to mitigate their impacts.

The impact of secondary pests on Bacillus thuringiensis (Bt) crops

The intensification of agriculture and the development of synthetic insecticides enabled worldwide grain production to more than double in the last third of the 20th century. However, the heavy dependence and, in some cases, overuse of insecticides has been responsible for negative environmental and ecological impacts across the globe, such as a reduction in biodiversity, insect resistance to insecticides, negative effects on nontarget species (e.g. natural enemies) and the development of secondary pests. The use of recombinant DNA technology to develop genetically engineered insect-resistant crops could mitigate many of the negative side effects of insecticides. One such genetic alteration enables crops to express toxic crystalline (Cry) proteins from the soil bacteria Bacillus thuringiensis (Bt). Despite the widespread adoption of Bt crops, there are still a range of unanswered questions concerning longer term agro-ecosystem interactions. For instance, insect species that are not susceptible to the expressed toxin can develop into secondary pests and cause significant damage to the crop. Here, we review the main causes surrounding secondary pest dynamics in Bt crops and the impact of such outbreaks. Regardless of the causes, if nonsusceptible secondary pest populations exceed economic thresholds, insecticide spraying could become the immediate solution at farmers' disposal, and the sustainable use of this genetic modification technology may be in jeopardy. Based on the literature, recommendations for future research are outlined that will help to improve the knowledge of the possible long-term ecological trophic interactions of employing this technology.
