Sustainable Safety Management: A Safety Competencies Systematic Literature Review

Title: Safety competencies: A systematic literature review. Background: Safety competency is believed to be a pillar of an organization’s safety culture and one of the safety climate dimensions. Safety competencies can be a vital point to controlling and maintaining the sustainability of safety and health in a society and organization. The sustainability of the industries’ and society’s safety relationship can be driven by the controlled hierarchy in the society and the competencies of its members. Failure to identify social sustainability indicators such as a leading competency in safety will cause a failure in the safety development program. Hence, a systematic literature review of published studies is essential for easing the dissemination of useful research findings and gaining access to future trends in safety competencies research. The review aimed to identify studies about safety competency and identified the basic safety competencies for the workforce to maintain a sustainable safety climate. Methods: This review provided a five-step approach guided by The Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) 2020 statement and published systematic review framework. The studies from the past 20 years were retrieved from electronic databases such as Scopus, Science Direct, and Web of Science. The review only involved article papers, research papers, and review papers which are written in English. The quality of the review was assessed using a standard PRISMA 2020 checklist. This review is registered on the International Platform of Registered Systematic Review and Meta-Analysis Protocols (INPLASY) with registration number INPLASY202230246 and DOI number 10.37766/inplasy2022.3.0146. Findings: The unbiased and wide review produces a new, feasible alternative to a social sustainability safety index. The number of studies on safety competencies study has expanded in recent years which shows the importance of the item to sustain the safety climate. This review suggests teamwork, communication skills, and a foundation of safety knowledge as the basic safety competencies for workers based on the competencies being most discussed. The review process suggests the possibility of future research regarding safety competencies after a catastrophic event such as the COVID-19 pandemic and sustainability of industrial safety regarding human-machine integration through 4.0 Industrial Revolution era.

Developing a Personal Leadership Competency Model for Safety Managers: A Systems Thinking Approach

The roles of all levels of management in influencing safety, particularly in a complex work environment, are crucial. Therefore, safety managers need to develop leadership competencies (i.e., effectiveness in terms of person-oriented behaviours) to reinforce their influencing capabilities through their safety responsibilities. However, practising leadership behaviours without considering how and when these behaviours should be executed is not enough. Therefore, this paper develops a personal leadership competency model by adopting the Systems Thinking approach. The model was developed by conducting exploratory factor analysis and confirmatory factor analysis of three behavioural leadership competencies (emotional, social and cognitive) selected to fulfil the holistic view of Systems Thinking. Data were collected via self-administered questionnaire surveys. A total of 180 valid responses were received from construction managers responsible for overseeing site safety. The statistical results revealed three factors belonging to emotional competency-achievement orientation and adaptability, positive outlook, and emotional self-control. Regarding social competency, four factors represented it-teamwork, organisational awareness, coach and mentor, and conflict management. Finally, cognitive competency was found to be formed by two factors-interaction recognition and pattern recognition. All nine identified factors should, in combination, help safety managers to achieve a better understanding of themselves, of others and of their worksite environments.

[A competency domains-items set for occupational hygienists in Japan]

OBJECTIVES

The objective of this study was to summarize a combined competency domains and items set for occupational hygienists in Japan since there is a lack of such a set due to the existence of several national certification specialists in the field of occupational hygiene.

METHODS

A literature search, Kitagawa Jiro's (KJ) method study, Delphi method study, and a questionnaire survey were utilized. The domains, roles, knowledge, and skills included in the home pages and reports of representative organizations in the USA, UK, and Japan, and those in papers found through Google Scholar were compared and rearranged to about 150 items. From these, occupational hygiene competency domains and items were discussed and selected by five occupational hygiene specialists using the KJ method and prioritized by 13 occupational hygiene specialists using the Delphi method. Additionally, responses of 53 union members of occupational hygiene specialists from a university were obtained by a questionnaire survey.

RESULTS

Ten occupational competency domains and 147 items were identified through the literature search, 10 domains and 135 items through the KJ method, six domains and 63 items through the Delphi method, and lastly, five domains and 51 items were identified through the questionnaire survey. The five domains included (1) discovering problems and potential developments and making decisions, (2) solving problems and promoting developmental occupational hygiene, (3) communicating with stakeholders and recovering in an emergency, (4) empowering organizations to which you belong, and (5) educating and facilitating workers.

CONCLUSIONS

Although the 53 subjects in the questionnaire survey were predominantly 20 to 30 years old and more than half of the 13 Delphi method participants were relatively old veterans, there was a positive correlation between the evaluation of 63 items by both methods. These results suggest that the occupational hygiene competency set of five domains and 51 items obtained in this study is a combined competency set that is representative of Japan.

Survey of the necessary competencies and proficiency of safety officers in Thailand

Competency is important for professionals' effective performance and career development. However, little is known about the necessary competencies and proficiency in these for Thai safety officers. Therefore, this study aimed to identify the necessary competencies for this group and to compare proficiency in each competency between senior and junior safety officers. A descriptive, cross-sectional study was conducted among 73 safety officers using a self-administered questionnaire. Twenty-five competencies were classified as necessary. Mean proficiency scores were higher for senior safety officers than for more junior safety officers for all examined competencies; however, this difference was not statistically significant for 'first aid' or for 'air sampling and analytical methods'. Regulatory compliance was assessed as the most important competency. Gaps between necessity and proficiency were observed in managing safety programs for the junior group. In both groups, proficiency was lowest in the competency of mental health. The results indicate that Thai safety officers' training needs may be particularly high for regulatory compliance, managing safety programs, and mental health. Lifelong learning is important for enabling occupational safety and health practitioners to fulfill current requirements in Thailand and elsewhere. Multiple training approaches and a specialist qualification program may encourage competency development, especially for junior practitioners.

Orientation, attitude, and competency as predictors of manager’s role of CSR-implementing companies in Malaysia

Purpose

– This exploratory study aims to investigate how the role of the CSR manager is influenced by his orientation to corporate social responsibility (CSR) responsibilities, his attitude and competency.

Design/methodology/approach

– The study involved 112 managers of CSR-implementing companies in the Klang Valley, a highly industrialized region in Malaysia. They were chosen based on a systematic random sampling technique.

Findings

– The study found that the level of role, orientation and competency of CSR managers was high, whereas that for attitude was moderate. Further, regression analysis results showed that the managers’ orientation to economic and ethical responsibilities as well as competency significantly influenced their role in CSR with an explanatory power of 20.1 per cent.

Research limitations/implications

– The study was cross-sectional in nature. Nevertheless, it involved a sample of company managers from a selected location in the country. The predictor variables were limited to orientation to economic, legal, ethical and philanthropic responsibilities; attitude; and competency.

Practical implications

– The study highlights the importance of personal qualities of the manager and also the manager’s role in promoting community development CSR. These findings should be capitalized on by managers and other practitioners in CSR.

Originality/value

– The study findings contribute to research on CSR that is viewed from the perspective of corporate image being projected by the role of CSR managers, as influenced by their CSR orientation, attitude and competency. Recommendations for CSR and human resource development practice and future research on the predictors of the role of CSR managers are proposed.
