Project to develop Animal Welfare Risk Assessment Guidelines on Stunning and Killing

Assessment of listing and categorisation of animal diseases within the framework of the Animal Health Law (Regulation (EU) 2016/429): Spring Viraemia of Carp (SVC)

Spring Viraemia of Carp (SVC) was assessed according to the criteria of the Animal Health Law (AHL), in particular the criteria of Article 7 on disease profile and impacts, Article 5 on its eligibility to be listed, Annex IV for its categorisation according to disease prevention and control rules as in Article 9 and Article 8 for listing animal species related to SVC. The assessment was performed following the ad hoc method for data collection and assessment previously developed by the AHAW panel and already published. The outcome reported is the median of the probability ranges provided by the experts, which indicates whether each criterion is fulfilled (lower bound ≥ 66%) or not (upper bound ≤ 33%), or whether there is uncertainty about fulfilment. Reasoning points are reported for criteria with an uncertain outcome. According to the assessment performed here, it is uncertain whether SVC can be considered eligible to be listed for Union intervention according to Article 5 of the AHL (45-90% probability). According to the criteria in Annex IV, for the purpose of categorisation related to the level of prevention and control as in Article 9 of the AHL, the AHAW Panel concluded that SVC does not meet the criteria in Section 1 (Category A; 5-33% probability of meeting the criteria) and it is uncertain whether it meets the criteria in Sections 2, 3, 4 and 5 (Categories B, C, D and E; 33-66%, 10-66%, 45-90% and 45-90% probability of meeting the criteria, respectively). The animal species to be listed for SVC according to Article 8 criteria are provided.

Head-Only Stunning of Turkeys Part 2: Subjective and Objective Assessment of the Application of AC and DC Waveforms

In this study, we investigated various types of application of head-only electrical stunning to turkeys, in order to improve the effectiveness of the stunning process. We used recordings of physical responses and of electroencephalograms (EEGs) to assess effectivity of stunning and various waveforms: alternating current (AC) and pulsed direct currents (DC). Depending on the waveforms, voltages between 125 and 250 V produced an effective stun in turkeys in this study.

Abstract

Electrical stunning is likely to remain an important stunning method for turkeys at slaughter. The purpose of this study is to understand the application of various waveforms of alternating current (AC) and pulsed direct currents (DC), head-only, to turkeys and to improve the effectiveness of handheld stunning of turkeys. We evaluated the effectiveness of stunning by documenting physical responses and recording electroencephalograms (EEGs). For the assessment of physical responses, the stunning voltage was varied depending on the proportion of animals effectively stunned at a certain voltage level. If all turkeys in a group of 10 were stunned, the voltage was decreased, and the next group was stunned. This was repeated until not all turkeys showed signs of being effectively stunned. The experiment was then repeated at the voltage level just above the one that showed incomplete effective stunning. The effects of the stunning on the EEG recording was assessed in 16 turkeys to measure the occurrence of epileptiform EEGs, in 14 turkeys to assess epileptiform EEGs after neck-cut (bleeding), and in 14 turkeys to assess the effect of increased voltage and reduced frequency on epileptiform EEGs. Assessing EEGs in a laboratory setting contributes considerably to the understanding of electrical stunning procedures. Voltages between 125 and 250 V, depending on the waveform assessed, were effective in producing an effective stun in turkeys in this study.

Head-Only Stunning of Turkeys Part 1: The Minimum Voltage Necessary to Break Down the Inherent High Resistance

Pre-slaughter stunning is required for the humane slaughter of turkeys. For the head-only electrical stunning to be effective, the impedance (resistance) in the tissue of the head of the animal between the two electrodes must be overcome by the level of the voltage used. We have assessed the most appropriate voltage to effectively overcome the impedance and provide an effective stun, and that is also safe for the operator to use. Sinusoidal AC at 150 V and 50 Hz was considered to fulfil those requirements and was used for further testing.

Abstract

Pre-slaughter stunning is required for humane slaughter. For turkeys, head-only electrical stunning is most often used by small scale producers. To ensure immediate and effective stunning, the impedance (resistance) of the tissue of the head of the animal situated between the two electrodes needs to be overcome swiftly. The impedance is a function of the voltage and decreases non-linearly with increasing voltage. In this paper, we describe a method to assess the minimum voltage needed at which the impedance no longer decreases, that is likely to produce an effective stun. For ethical reasons, gas stunned, electrically naïve turkeys were used to measure impedance at various levels of voltage and current. Several combinations of voltage and frequency, alternate current (AC), direct current (DC) and pulsed DC, were identified that would be sufficient to achieve the maximum decrease in the impedance, and therefore would allow the highest current and the most effective stun. A minimum, expressed as Root Mean Squared voltage, of 150 V and 50 Hz. would be required in AC, 175 V in pulsed DC at 30% cycle (150 at 50% cycle), and 225 V if voltage spikes of very short duration were used. Sinusoidal AC applied at 150 V, 50 Hz was selected for further testing.

Assessment of listing and categorisation of animal diseases within the framework of the Animal Health Law (Regulation (EU) No 2016/429): Koi herpes virus disease (KHV)

Koi herpes virus (KHV) disease has been assessed according to the criteria of the Animal Health Law (AHL), in particular criteria of Article 7 on disease profile and impacts, Article 5 on the eligibility of KHV disease to be listed, Article 9 for the categorisation of KHV disease according to disease prevention and control rules as in Annex IV and Article 8 on the list of animal species related to KHV disease. The assessment has been performed following a methodology composed of information collection and compilation, expert judgement on each criterion at individual and, if no consensus was reached before, also at collective level. The output is composed of the categorical answer, and for the questions where no consensus was reached, the different supporting views are reported. Details on the methodology used for this assessment are explained in a separate opinion. According to the assessment performed, it is inconclusive whether KHV disease can be considered eligible to be listed for Union intervention as laid down in Article 5(3) of the AHL because there was no full consensus on the criterion 5 A(v). Consequently, the assessment on compliance of KHV disease with the criteria as in Annex IV of the AHL, for the application of the disease prevention and control rules referred to in Article 9(1) is also inconclusive, as well as which animal species can be considered to be listed for KHV disease according to Article 8(3) of the AHL.

Risk assessment of sheep welfare at small-scale slaughter in Nordic countries, comparing with large-scale slaughter

Background

During the pre-slaughter period, animals experience novel environment and procedures which may cause reduced welfare and suffering. Over the last decades, the slaughter industry has restructured into fewer and larger abattoirs, implying potential risks of transport stress, injuries, and impaired animal welfare. Since recently, however, there is growing interest in small-scale slaughter to supply locally or regionally produced meat. Risk managers at all levels thus need to assess animal welfare risks also at small-scale operations. This study aimed to assess risks of poor animal welfare at small-scale lamb slaughter (≤5000 sheep/year and ≤70 sheep/day) in Norway, Iceland, Sweden and Finland, and to compare these risks to large-scale industrial slaughter. Assessment was done applying an individual expert opinion approach during a 2-day workshop. Nine experts in lamb slaughter procedures, behaviour, physiology, health, scoring schemes and/or risk assessment provided estimates of exposure, likelihood of negative consequences following exposure, and intensity and duration of negative consequences for 71 hazards. The methods applied mainly adhered to the risk assessment guidelines of the European Food Safety Authority. The list of hazards was modified from an earlier study and distributed to the experts before the assessment. No other literature was reviewed specifically for the purpose of the assessment.

Results

The highest risks to animal welfare identified in both small- and large-scale slaughter were related to inadequate conditions during overnight lairage at the slaughter plant. For most hazards, risk estimates were lower in small-scale slaughter. The reverse was true for splitting of groups and separation of one sheep from the group.

Conclusions

Small-scale slaughter has a potential for improved sheep welfare in comparison with large-scale industrial slaughter. Keeping the animals overnight at the slaughterhouse and prolonged fasting before slaughter should be avoided. Solutions include continuing education and training of stockpersons and, especially in large-scale slaughter, application of existing techniques for efficient transport logistics that minimise stress.
