Animal welfare chauvinism in Brexit Britain: a genealogy of care and control

This paper uses the deployment of animal welfare as an issue during the 'Brexit' referendum as a lens through which to explore the mutual shaping of discourses about care for animals in Britain and the British nation, or the nationalism of animal welfare. Adopting a genealogical outlook, it uses one political advertisement in particular-paid for by the official Vote Leave campaign-as a focalising image and means of opening up the issues, leading to an empirical emphasis on the issue of live animal export as it has mediated ideas about Europe and British identity. Introducing the idea of 'animal welfare chauvinism', the paper suggests that animal welfare messages in the context of this constitutional debate were products of chauvinistic and caring impulses which are mutually constitutive and crystallised through discourses formed in relation to contingent historical struggles. Analytically, stress is placed on the constructive role of situated and repeated discursive exchanges, occurring between animal advocates and other national political elites, within which 'care for animals' as a national ideal is forged. In this light, the article concludes with reflections on the stakes of entering into an already existing conversation on the 'national culture of care' for animals in Britain.

Dog breeds and conformations in the UK in 2019: VetCompass canine demography and some consequent welfare implications

INTRODUCTION

Growing concerns over health and welfare impacts from extreme phenotypes in dogs have created an urgent need for reliable demographic information on the national breed structures of dogs.

METHODS

This study included all dogs under primary veterinary care in the UK during 2019 at practices participating in VetCompass. Demographic data on these dogs were analysed to report on the frequency of common breeds and also to report on conformation, bodyweight, sex and neuter associations with these breeds.

RESULTS

The study included 2,237,105 dogs under UK veterinary care in 2019. Overall, 69.4% (n = 1,551,462) were classified as purebred, 6.7% (149,308) as designer-crossbred and 24.0% (536,335) as nondesigner-crossbred. Across 800 unique breed names, the most frequent breeds at any age were nondesigner-crossbred (n = 536,335, 24.0%), Labrador Retriever (154,222, 6.9%) and Jack Russell Terrier (101,294, 4.5%). Among 229,624 (10.3%) dogs aged under one year, the most frequent breeds were nondesigner-crossbred (n = 45,995, 20.0%), French Bulldog (16,036, 7.0%) and Cockapoo (14,321, 6.2%). Overall, based on breed characteristics, 17.6% (395,739) were classified as brachycephalic, 43.1% (969,403) as mesaticephalic and 8.3% (186,320) as dolichocephalic. Of 1,551,336 dogs that were classifiable based on breed, 52.6% (815,673) were chondrodystrophic. Of 1,462,925 dogs that were classifiable, there were 54.6% (n = 798,426) short haired, 32.6% (476,883) medium haired and 12.8% (186,934) long haired. Of 1,547,653 dogs that were classifiable for ear carriage, 24.5% (n = 379,581) were erect, 28.1% (434,273) were semi-erect, 19.7% (305,475) were v-shaped drop and 27.7% (428,324) were pendulous. Overall, there was a 1.09:1.00 ratio of male (n = 1,163,512; 52.2%) to female dogs (n = 1,067,552; 47.8%).

CONCLUSIONS

Health and welfare issues linked to popular breeds with extreme phenotypes suggest that there is much work to do to help owners to make more welfare-friendly decisions when choosing which type of dog to own.

Wild Fish Welfare in UK Commercial Sea Fisheries: Qualitative Analysis of Stakeholder Views

An estimated 1.5-2.7 billion wild fish are caught by UK commercial sea fishing fleets annually. Most are subjected to severe stressors during capture; stunning is rare and gutting alive is common practice. Fish are recognised in UK law as sentient beings, but commercially caught wild fish are excluded from welfare protections. Animal welfare impacts in wild capture sea fisheries are therefore on a massive scale, with major potential for legislative and market-based reforms. Interviews were conducted with 18 experts working within the fishing and seafood industry, fisheries management, scientific research and animal/fish advocacy organisations. The findings reveal a significant welfare gap between societally acceptable ways to treat sentient animals and the reality of capture fisheries. The participants pointed to harms caused to fish throughout different stages of the capture process caused by combinations of variables from fishing gear and methods to biological, environmental and other factors, noting that all require mitigation. Interviews revealed that the nature of harms may be exacerbated by conservative attitudes towards brutal practices in the industry, driven by profit and efficiency and free from legal restraint. To address the welfare gap, stakeholders favour engagement with the industry to improve understanding of harms and to identify mutually beneficial and shared objectives through alleviating stressors to fish in the capture process. This empirical research is focused on UK wild capture sea fisheries. However, given the dearth of welfare legislation globally, it has significance for fishing nations and the many billions of wild sea fish captured each year around the world.

Beliefs and Attitudes of British Residents about the Welfare of Fur-Farmed Species and the Import and Sale of Fur Products in the UK

Fur farming has become increasingly controversial in the western world. Fur-farmed species such as mink contracting and transmitting COVID-19 have put a further spotlight on the industry. The United Kingdom (UK) and other nations have banned fur farming due to welfare concerns. Despite this, due to European Union (EU) membership, the UK has continued to import and sell fur from two million animals each year. The UK left the EU in 2020 and the British government is now considering a ban on the import and sale of fur. This paper reviews public polls on British attitudes to the fur industry conducted between 1997 and 2021. The polls reveal consistently high majority opposition to the fur industry. The paper then reports the results of a new questionnaire to explore in further depth the views of UK residents on the fur industry and attitudes to a ban. A large majority (86%) believed fur-farmed animals do not experience a good life. A similar majority (83%) believed it was unacceptable for the UK government to ban fur farming and continue to import and sell fur from producers overseas. Over three quarters (78%) supported a legal ban on the import and sale of fur in the UK.

Abstract

Around 100 million animals are killed annually for the global fur trade, with 85% reared on fur farms and 15% trapped in the wild. Fur farming is banned across the United Kingdom (UK) under the Fur Farming (Prohibition) Act 2000 in England and Wales and parallel legislation in Scotland and Northern Ireland. Despite the farming bans, the import and sale of fur products to the UK have continued, largely due to European Union (EU) membership. The UK left the EU in 2020 and the British government is exploring a potential ban on the import and sale of fur post-Brexit. This paper reviews public surveys on attitudes to fur farming in the UK from 1997 to 2021. It then reports the results of an online questionnaire to investigate in greater depth the beliefs of UK residents (n = 326) about the welfare of animals used in fur production, knowledge of the legal context of the fur trade and attitudes toward a ban on the import and sale of fur in the UK. A large majority (86%) of respondents believed that fur-farmed animals do not experience a good life. Over four-fifths (83%) disagreed that it is morally acceptable for the UK government to ban fur farming and yet continue to import and sell fur from producers overseas, with over three-quarters (78%) supporting a legal ban on the import and sale of fur in the UK.

European illegal puppy trade and organised crime

Organised crime groups' involvement in illicit markets is a common focus of law enforcement and governments. Drug, weapon, human and wildlife trafficking (and others) are all illegal activities with link to organised crime. This paper explores the overlooked illicit market of puppies. We detail the state of knowledge about the organisation of the UK puppy trade, which includes irresponsible and illegal breeding of puppies throughout Europe and their often-illegal movement into the UK. In 2017, we conducted an analysis of hundreds of online advertisements in Scotland, 12 expert interviews, a stakeholder survey of 53 participants, and 40 focus groups across Great Britain. Our data suggest an organised illicit market running in parallel to the legal trade. We speculate as to whether at some point along the supply chain organised crime groups are responsible for the suffering and death of the puppies and the economic and emotional damage to 'consumers'. Online monitoring and physical scrutiny at the ports must be improved to reduce non-human animal abuse. People buying puppies must also be made aware that their purchase could be profiting organised crime.
