National Open Data Cubes and Their Contribution to Country-Level Development Policies and Practices

The Austrian Semantic EO Data Cube Infrastructure

Big optical Earth observation (EO) data analytics usually start from numerical, sub-symbolic reflectance values that lack inherent semantic information (meaning) and require interpretation. However, interpretation is an ill-posed problem that is difficult for many users to solve. Our semantic EO data cube architecture aims to implement computer vision in EO data cubes as an explainable artificial intelligence approach. Automatic semantic enrichment provides semi-symbolic spectral categories for all observations as an initial interpretation of color information. Users graphically create knowledge-based semantic models in a convergence-of-evidence approach, where color information is modelled a-priori as one property of semantic concepts, such as land cover entities. This differs from other approaches that do not use a-priori knowledge and assume a direct 1:1 relationship between reflectance values and land cover. The semantic models are explainable, transferable, reusable, and users can share them in a knowledgebase. We provide insights into our web-based architecture, called Sen2Cube.at, including semantic enrichment, data models, knowledge engineering, semantic querying, and the graphical user interface. Our implemented prototype uses all Sentinel-2 MSI images covering Austria; however, the approach is transferable to other geographical regions and sensors. We demonstrate that explainable, knowledge-based big EO data analysis is possible via graphical semantic querying in EO data cubes.

The Swiss data cube, analysis ready data archive using earth observations of Switzerland

Since the opening of Earth Observation (EO) archives (USGS/NASA Landsat and EC/ESA Sentinels), large collections of EO data are freely available, offering scientists new possibilities to better understand and quantify environmental changes. Fully exploiting these satellite EO data will require new approaches for their acquisition, management, distribution, and analysis. Given rapid environmental changes and the emergence of big data, innovative solutions are needed to support policy frameworks and related actions toward sustainable development. Here we present the Swiss Data Cube (SDC), unleashing the information power of Big Earth Data for monitoring the environment, providing Analysis Ready Data over the geographic extent of Switzerland since 1984, which is updated on a daily basis. Based on a cloud-computing platform allowing to access, visualize and analyse optical (Sentinel-2; Landsat 5, 7, 8) and radar (Sentinel-1) imagery, the SDC minimizes the time and knowledge required for environmental analyses, by offering consistent calibrated and spatially co-registered satellite observations. SDC derived analysis ready data supports generation of environmental information, allowing to inform a variety of environmental policies with unprecedented timeliness and quality.

Mapping and Monitoring the Multi-Decadal Dynamics of Australia’s Open Waterbodies Using Landsat

Water detection algorithms are now being routinely applied to continental and global archives of satellite imagery. However, water resource management decisions typically take place at the waterbody rather than pixel scale. Here, we present a workflow for generating polygons of persistent waterbodies from Landsat observations, enabling improved monitoring and management of water assets across Australia. We use Digital Earth Australia’s (DEA) Water Observations from Space (WOfS) product, which provides a water classified output for every available Landsat scene, to determine the spatial locations and extents of waterbodies across Australia. We generated a polygon set of waterbodies that identified 295,906 waterbodies ranging in size from 3125 m2 to 4820 km2. Each polygon was used to generate a time series of WOfS, providing a history of the change in surface area of each waterbody every ~16 days since 1987. We demonstrate the applications of this new dataset, DEA Waterbodies, to understanding local through to national-scale surface water spatio-temporal dynamics. DEA Waterbodies provides new insights into Australia’s water availability and enables the monitoring of important landscape features such as lakes and dams, improving our ability to use earth observation data to make meaningful decisions.

Essential Variables for Environmental Monitoring: What Are the Possible Contributions of Earth Observation Data Cubes?

Environmental sustainability is nowadays a major global issue that requires efficient and effective responses from governments. Essential variables (EV) have emerged in different scientific communities as a means to characterize and follow environmental changes through a set of measurements required to support policy evidence. To help track these changes, our planet has been under continuous observation from satellites since 1972. Currently, petabytes of satellite Earth observation (EO) data are freely available. However, the full information potential of EO data has not been yet realized because many big data challenges and complexity barriers hinder their effective use. Consequently, facilitating the production of EVs using the wealth of satellite EO data can be beneficial for environmental monitoring systems. In response to this issue, a comprehensive list of EVs that can take advantage of consistent time-series satellite data has been derived. In addition, a set of use-cases, using an Earth Observation Data Cube (EODC) to process large volumes of satellite data, have been implemented to demonstrate the practical applicability of EODC to produce EVs. The proposed approach has been successfully tested showing that EODC can facilitate the production of EVs at different scales and benefiting from the spatial and temporal dimension of satellite EO data for enhanced environmental monitoring.

Open Geospatial Software and Data: A Review of the Current State and A Perspective into the Future

All over the world, organizations are increasingly considering the adoption of open source software and open data. In the geospatial domain, this is no different, and the last few decades have seen significant advances in this regard. We review the current state of open source geospatial software, focusing on the Open Source Geospatial Foundation (OSGeo) software ecosystem and its communities, as well as three kinds of open geospatial data (collaboratively contributed, authoritative and scientific). The current state confirms that openness has changed the way in which geospatial data are collected, processed, analyzed, and visualized. A perspective on future developments, informed by responses from professionals in key organizations in the global geospatial community, suggests that open source geospatial software and open geospatial data are likely to have an even more profound impact in the future.

Earth Observation Open Science: Enhancing Reproducible Science Using Data Cubes

Earth Observation Data Cubes (EODC) have emerged as a promising solution to efficiently and effectively handle Big Earth Observation (EO) Data generated by satellites and made freely and openly available from different data repositories. The aim of this Special Issue, “Earth Observation Data Cube”, in Data, is to present the latest advances in EODC development and implementation, including innovative approaches for the exploitation of satellite EO data using multi-dimensional (e.g., spatial, temporal, spectral) approaches. This Special Issue contains 14 articles covering a wide range of topics such as Synthetic Aperture Radar (SAR), Analysis Ready Data (ARD), interoperability, thematic applications (e.g., land cover, snow cover mapping), capacity development, semantics, processing techniques, as well as national implementations and best practices. These papers made significant contributions to the advancement of a more Open and Reproducible Earth Observation Science, reducing the gap between users’ expectations for decision-ready products and current Big Data analytical capabilities, and ultimately unlocking the information power of EO data by transforming them into actionable knowledge.
