Energy and Climate Policy—An Evaluation of Global Climate Change Expenditure 2011–2018

LiG Metrology, Correlated Error, and the Integrity of the Global Surface Air-Temperature Record

The published 95% uncertainty of the global surface air-temperature anomaly (GSATA) record through 1980 is impossibly less than the 2σ = ±0.25 °C lower limit of laboratory resolution of 1 °C/division liquid-in-glass (LiG) thermometers. The ~0.7 °C/century Joule-drift of lead- and soft-glass thermometer bulbs renders unreliable the entire historical air-temperature record through the 19th century. A circa 1900 Baudin meteorological spirit thermometer bulb exhibited intense Pb X-ray emission lines (10.55, 12.66, and 14.76 keV). Uncorrected LiG thermometer non-linearity leaves 1σ = ±0.27 °C uncertainty in land-surface air temperatures prior to 1981. The 2σ = ±0.43 °C from LiG resolution and non-linearity obscures most of the 20th century GSATA trend. Systematic sensor-measurement errors are highly pair-wise correlated, possibly across hundreds of km. Non-normal distributions of bucket and engine-intake difference SSTs disconfirm the assumption of random measurement error. Semivariogram analysis of ship SST measurements yields half the error difference mean, ±½Δε_1,2, not the error mean. Transfer-function adjustment following a change of land station air-temperature sensor eliminates measurement independence and forward-propagates the antecedent uncertainty. LiG resolution limits, non-linearity, and sensor field calibrations yield GSATA mean ±2σ RMS uncertainties of, 1900-1945, ±1.7 °C; 1946-1980, ±2.1 °C; 1981-2004, ±2.0 °C; and 2005-2010, ±1.6 °C. Finally, the 20th century (1900-1999) GSATA, 0.74 ± 1.94 °C, does not convey any information about rate or magnitude of temperature change.

Development of Microalgae Biodiesel: Current Status and Perspectives

Microalgae are regarded as a promising source of biodiesel. In contrast with conventional crops currently used to produce commercial biodiesel, microalgae can be cultivated on non-arable land, besides having a higher growth rate and productivity. However, microalgal biodiesel is not yet regarded as economically competitive, compared to fossil fuels and crop-based biodiesel; therefore, it is not commercially produced. This review provides an overall perspective on technologies with the potential to increase efficiency and reduce the general costs of biodiesel production from microalgae. Opportunities and challenges for large-scale production are discussed. We present the current scenario of Brazilian research in the field and show a successful case in the research and development of microalgal biodiesel in open ponds by Petrobras. This publicly held Brazilian corporation has been investing in research in this sector for over a decade.

Corporate Social Responsibility and Energy-Related Pro-Environmental Behaviour of Employees in Hospitality Industry

Tourism and hospitality are at a crossroads. The growth and developmental potential of these industries indicate the economic benefits for an associated nation at one end. However, the environmental issues related to tourism and hospitality create challenges for the administration at another end. In most cases, a sheer amount of carbon emission in hospitality lies with energy consumption, especially electrical energy. However, past studies on environmental management have mainly focused on the supply side of energy (production) and left the terrain of the demand side (consumption by individuals) unattended. Recently, behavioral scientists have indicated that corporate social responsibility (CSR) actions of a firm can promote sustainable behavior among individuals, including employees. We tend to spark this discussion from an energy consumption perspective by investigating the relationship between CSR and energy-related pro-environmental behavior of employees (EPB) in the hospitality sector of a developing country (Pakistan). To understand the underlying mechanism of this relationship, this study proposes the mediating role of green intrinsic motivation (GIM) and the moderating role of human emotions, e.g., employee admiration (ADM). We developed a theoretical model for which the data were gathered from different hotel employees with the help of a questionnaire. We used structural equation modeling for hypotheses testing. The empirical evidence indicated that CSR significantly predicts EPB, and there is a mediating role of GIM. The study also confirmed that ADM moderates this relationship. The findings of this study will be helpful for hotel administration to understand the profound importance of CSR-based actions to promote energy-related sustainable behavior among employees, e.g., EPB. Other implications for theory and practice have been highlighted in the main text of this draft.

Microorganisms as New Sources of Energy

The use of fossil energy sources has a negative impact on the economic and socio-political stability of specific regions and countries, causing environmental changes due to the emission of greenhouse gases. Moreover, the stocks of mineral energy are limited, causing the demand for new types and forms of energy. Biomass is a renewable energy source and represents an alternative to fossil energy sources. Microorganisms produce energy from the substrate and biomass, i.e., from substances in the microenvironment, to maintain their metabolism and life. However, specialized microorganisms also produce specific metabolites under almost abiotic circumstances that often do not have the immediate task of sustaining their own lives. This paper presents the action of biogenic and biogenic–thermogenic microorganisms, which produce methane, alcohols, lipids, triglycerides, and hydrogen, thus often creating renewable energy from waste biomass. Furthermore, some microorganisms acquire new or improved properties through genetic interventions for producing significant amounts of energy. In this way, they clean the environment and can consume greenhouse gases. Particularly suitable are blue-green algae or cyanobacteria but also some otherwise pathogenic microorganisms (E. coli, Klebsiella, and others), as well as many other specialized microorganisms that show an incredible ability to adapt. Microorganisms can change the current paradigm, energy–environment, and open up countless opportunities for producing new energy sources, especially hydrogen, which is an ideal energy source for all systems (biological, physical, technological). Developing such energy production technologies can significantly change the already achieved critical level of greenhouse gases that significantly affect the climate.

Managing Land Carrying Capacity: Key to Achieving Sustainable Production Systems for Food Security

Many previous studies have estimated the carrying capacity and feasible planetary boundaries for humankind. However, less attention has been given to how we will sustainably feed 9 billion people in 2050 and beyond. Here, we review the major natural resources that limit food production and discuss possible options, measures, and strategies to sustainably feed a human population of 9 billion in 2050 and beyond. Currently, food production greatly depends on external inputs, e.g., irrigation water and fertilizers, but these approaches are not sustainable. Due to the unbalanced distribution of global natural resources and large regional differences, urbanization expansion causes important areas to face more serious arable land resource shortages. Hence, sustainably feeding 9 billion people in 2050 and beyond remains an immense challenge for humankind, and this challenge requires novel planning and better decision-making tools. Importantly, the measures and strategies employed must be region-/country-specific because of the significant differences in the socioeconomic characteristics and natural environmental carrying capacity in different parts of the world. Considering the impact of unexpected extreme events (e.g., a global pandemic and war) in the future, the food trade and translocation of goods will also face challenges, and the strategies and decision-making processes employed must consider the possible influences at both regional and global scales.

How precious metal and energy resources interact with clean energy stocks? Fresh insight from the novel ARDL technique

To boost the stability of economic and financial aspects along with the apprehensions for sustainability, it is important to promote the development of clean energy stocks around the globe. In the current research, the researchers have examined the impact of oil prices, coal prices, natural gas prices, and gold prices on clean energy stock using the autoregressive distribution lag (ARDL) approach from the year 2011 to the year 2020. The result of daily data analysis specifies that in the long as well as in the short run, gold prices, oil prices, and coal prices have a positive and significant effect on clean energy stock. On the other side, natural gas prices in the long as well as in the short run have a negative and significant effect on clean energy stock. So, the empirical analysis of our study is of interest to investors at an institutional level who aim at detecting the risk associated with the clean energy market through proper financial modeling. Besides, this study opens up a new domain to sustain financial as well as economic prospects by protecting the environment through clean energy stock as the investment in clean energy stocks results in producing a substantial effect on the economy and the environment as well.

Sustainable Consumption in Consumer Behavior in the Time of COVID-19: Topic Modeling on Twitter Data Using LDA

By using text mining techniques, this study identifies the topics of sustainable consumption that are important during the COVID-19 pandemic. An Application Programming Interface (API) streaming method was used to extract the data from Twitter. A total of 14,591 tweets were collected using Twitter streaming API. However, after data cleaning, 13,635 tweets were considered for analysis. The objectives of the study are to identify (1) the topics users tweet about sustainable consumption and (2) to detect the emotion-based sentiments in the tweets. The study used Latent Dirichlet Allocation (LDA) algorithm for topic modeling and the Louvain algorithm for semantic network clustering. NRC emotion lexicon was used for sentiment analysis. The LDA model discovers six topics: organic food consumption, food waste, vegan food, sustainable tourism, sustainable transport, and sustainable energy consumption. While the Louvain algorithm detects four clusters—lifestyle and climate change, responsible consumption, energy consumption, and renewable energy, sentiment analysis results show more positive emotions among the users than the negative ones. The study contributes to existing literature by providing a fresh perspective on various interconnected topics of sustainable consumption that bring global consumption to a sustainable level.

Electricity Markets during the Liberalization: The Case of a European Union Country

This paper analyzes electricity markets in Slovenia during the specific period of market deregulation and price liberalization. The drivers of electricity prices and electricity consumption are investigated. The Slovenian electricity markets are analyzed in relation with the European Energy Exchange (EEX) market. Associations between electricity prices on the one hand, and primary energy prices, variation in air temperature, daily maximum electricity power, and cross-border grid prices on the other hand, are analyzed separately for industrial and household consumers. Monthly data are used in a regression analysis during the period of Slovenia’s electricity market deregulation and price liberalization. Empirical results show that electricity prices achieved in the EEX market were significantly associated with primary energy prices. In Slovenia, the prices for daily maximum electricity power were significantly associated with electricity prices achieved on the EEX market. The increases in electricity prices for households, however, cannot be explained with developments in electricity prices on the EEX market. As the period analyzed is the stage of market deregulation and price liberalization, this can have important policy implications for the countries that still have regulated and monopolized electricity markets. Opening the electricity markets is expected to increase competition and reduce pressures for electricity price increases. However, the experiences and lessons learned among the countries following market deregulation and price liberalization are mixed. For industry, electricity prices affect cost competitiveness, while for households, electricity prices, through expenses, affect their welfare. A competitive and efficient electricity market should balance between suppliers’ and consumers’ market interests. With greening the energy markets and the development of the CO2 emission trading market, it is also important to encourage use of renewable energy sources.

Turkmenistan’s Gas Sector Development Scenarios Based on Econometric and SWOT Analysis

Turkmenistan is currently one of the key suppliers in the global natural gas market, and it is important to examine its competitive position in the world. The aim of this article is to forecast the development strategy of its gas sector. To achieve this aim, the authors first examined: (1) Turkmenistan’s position in the global gas market and the structure of its oil and gas sector; (2) the share of gas in Turkmenistan’s exports. They then conducted an analysis of the causal relationship between FDI and GDP. The above research made it possible to conduct a comprehensive SWOT analysis. Based on the SWOT analysis, three sector development scenarios were developed: pessimistic, realistic, and optimistic. On their basis, the gas sector in Turkmenistan can build strategies for its development, considering the impact of market and non-market factors.

A Robust Interval Type-2 Fuzzy Logic Controller for Variable Speed Wind Turbines Based on a Doubly Fed Induction Generator

This paper presents an implementation of a new robust control strategy based on an interval type-2 fuzzy logic controller (IT2-FLC) applied to the wind energy conversion system (WECS). The wind generator used was a variable speed wind turbine based on a doubly fed induction generator (DFIG). Fuzzy logic concepts have been applied with great success in many applications worldwide. So far, the vast majority of systems have used type-1 fuzzy logic controllers. However, T1-FLC cannot handle the high level of uncertainty in systems (complex and non-linear systems). The amount of uncertainty in a system could be reduced by using type-2 fuzzy logic since it offers better capabilities to handle linguistic uncertainties by modeling vagueness and unreliability of information. A new concept based on an interval type-2 fuzzy logic controller (IT-2 FLC) was developed because of its uncertainty management capabilities. Both these control strategies were designed and their performances compared for the purpose of showing the control most efficient in terms of reference tracking and robustness. We made a comparison between the performance of the type-1 fuzzy logic controller (T1-FLC) and interval type-2 fuzzy logic controller (IT2-FLC). The simulation results clearly manifest the height robustness of the interval type-2 fuzzy logic controller in comparison to the T1-FLC in terms of rise time, settling time, and overshoot value. The simulations were realized by MATLAB/Simulink software.

Solar-Powered Charging Networks for Electric Vehicles

The cost of solar-generated electricity and battery costs have been decreasing significantly. These developments can be combined to introduce solar-powered charging networks with demand management prices (DMP) to enable electric vehicle (EV) customers to help utilities to manage renewable energy. As solar-generated electricity becomes the cheapest source of power, the need to increase demand for electricity during the day can be met by charging EVs at an attractive DMP in parking lots with solar panels and charging stations that are connected to the electrical grid. The demand for electricity can be managed and controlled by the utility with the goal of increasing demand for power as needed so that all electricity that is generated can be sold. The proposal is to introduce a new DMP rate that is only implemented when the utility wants to increase demand and sell power at this low rate in order to make full use of the supply. As utilities strive to reach 100% renewable electrical power to serve a society transported by EVs, cooperative plans to make good use of batteries in EVs for managing the electrical grid will become more important.

The Climate Just City

Cities are increasingly impacted by climate change, driving the need for adaptation and sustainable development. Local and global economic and socio-cultural influence are also driving city redevelopment. This, fundamentally political, development highlights issues of who pays and who gains, who decides and how, and who/what is to be valued. Climate change adaptation has primarily been informed by science, but the adaptation discourse has widened to include the social sciences, subjecting adaptation practices to political analysis and critique. In this article, we critically discuss the just city concept in a climate adaptation context. We develop the just city concept by describing and discussing key theoretical themes in a politically and justice-oriented analysis of climate change adaptation in cities. We illustrate our arguments by looking at recent case studies of climate change adaptation in three very different city contexts: Port Vila, Baltimore City, and Karlstad. We conclude that the social context with its power asymmetries must be given a central position in understanding the distribution of climate risks and vulnerabilities when studying climate change adaptation in cities from a climate justice perspective.

Climate Policy Imbalance in the Energy Sector: Time to Focus on the Value of CO2 Utilization

Global warming is an existential threat to humanity and the rapid energy transition, which is required, will be the defining social, political and technical challenge of the 21st century. Practical experience and research results of recent years have showed that our actions to cover the gap between real situation and aims of climate agreements are not enough and that improvements in climate policy are needed, primarily in the energy sector. It is becoming increasingly clear that hydrocarbon resources, which production volume is increasing annually, will remain a significant part of the global fuel balance in the foreseeable future. Taking this into account, the main problem of the current climate policy is a limited portfolio of technologies, focused on replacement of hydrocarbon resources with renewable energy, without proper attention to an alternative ways of decreasing carbon intensity, such as carbon sequestration options. This study shows the need to review the existing climate policy portfolios through reorientation to CO2 utilization and disposal technologies and in terms of forming an appropriate appreciation for the role of hydrocarbon industries as the basis for the development of CO2-based production chains. In this paper we argue that: (1) focusing climate investments on a limited portfolio of energy technologies may become a trap that keeps us from achieving global emissions goals; (2) accounting for greenhouse gas (GHG) emissions losses, without taking into account the potential social effects of utilization, is a barrier to diversifying climate strategies; (3) with regard to hydrocarbon industries, a transition from destructive to creative measures aimed at implementing environmental projects is needed; (4) there are no cheap climate solutions, but the present cost of reducing CO2 emissions exceeds any estimate of the social cost of carbon.

The purpose of this study is to complement the conventional and established theory, that increased CO2 concentration due to human emissions causes an increase in temperature, by considering the reverse causality. Since increased temperature causes an increase in CO2 concentration, the relationship of atmospheric CO2 and temperature may qualify as belonging to the category of “hen-or-egg” problems, where it is not always clear which of two interrelated events is the cause and which the effect. We examine the relationship of global temperature and atmospheric carbon dioxide concentration in monthly time steps, covering the time interval 1980–2019 during which reliable instrumental measurements are available. While both causality directions exist, the results of our study support the hypothesis that the dominant direction is T → CO2. Changes in CO2 follow changes in T by about six months on a monthly scale, or about one year on an annual scale. We attempt to interpret this mechanism by involving biochemical reactions as at higher temperatures, soil respiration and, hence, CO2 emissions, are increasing.

Small-Scale Hybrid Photovoltaic-Biomass Systems Feasibility Analysis for Higher Education Buildings

Applications of renewable electricity in cities are mostly limited to photovoltaics, and they need other renewable sources, batteries, and the grid to guarantee reliability. This paper proposes a hybrid system, combining biomass and photovoltaics, to supply electricity to educational buildings. This system is reliable and provides at least 50% of electricity based on renewable sources. Buildings with small (<500 kW) installed power based on renewables, mainly biomass, are usually expensive. Besides, in urban areas, photovoltaic capacity is limited due to roof availability. This paper analyzes different configurations, meeting these constraints to obtain an economically feasible solution based on photovoltaic-biomass modelling of small size hybrid systems. The technology used for biomass energy valorization is a fluidized bed gasification power plant, which has been modelled with real data obtained from experimental tests and previous research projects. Thereby, real costs and electric efficiency are included in the model. The techno-economic feasibility analysis using HOMER software with metered real load curves from an educational building has been modelled. The results of the model show that hybrid renewable systems are very feasible in the scenario of 50% of electricity contribution, however, higher contribution (>70%) implies high electricity costs.
