Transposition of European Guidelines for Energy Communities into Austrian Law: A Comparison and Discussion of Issues and Positive Aspects

Optimal Fuzzy-Based Energy Management Strategy to Maximize Self-Consumption of PV Systems in the Residential Sector in Ecuador

This paper proposes a fuzzy-based energy management strategy (EMS) to maximize the self-consumption from a PV installation with an energy storage system (ESS) for the residential sector adapted to the Ecuadorian electricity market. The EMS includes two control levels: Energy management at the end-user level (Fuzzy-based EMS and optimized by genetic Algorithm) and Energy management at the distribution grid level (Fuzzy-based EMS). Both strategies aim to maximize the use of the energy generated at home (taking into account the local solar generation profile), fulfilling the loads’ demand and injecting the energy surplus into the main grid to be economically compensated. Additionally, this paper presents economical modeling according to the electricity market in Ecuador. The main results showed a cost reduction in the electricity bill up to 83.64% from the base case (residential consumption without a PV system). In the scenario of a community electricity market (still not contemplated under the Ecuadorian electricity law), the potential economic savings may be more than double compared to the exact case but only with a self-consumption system.

A framework to estimate the large-scale impacts of energy community roll-out

The gradual enactment of legislation for energy communities in individual European countries has increased the public awareness of these novel concepts. While the establishment of individual, isolated energy communities is unlikely to have any far-reaching effects, it is presumed that the large-scale roll-out will indeed significantly impact different stakeholders. Since the diffusion of energy communities is expected to gain momentum within the next years, this study aims to provide a framework to assess the impact of a large-scale roll-out of solar-PV based energy communities. This nine-step framework provides guidance for determining the number of buildings per type and roof tilt, assessing the usable rooftop area for PV installation and realistically installed PV capacities, estimating the number of future residential PV systems based on renewable expansion plans, determining the shares of buildings to be equipped with PV systems, setting up model energy communities, and upscaling. The nine-step framework is not only described theoretically but also applied to Austria as a case study. Thereby, specific focus is put on Austria's rural areas and thus the single-family building stock. Results indicate the impact of a large-scale roll-out of renewable energy communities on participants' electricity bills, electricity suppliers' sales, and grid operators revenues due to reduced grid tariffs for inner-community electricity transfer. The ability to determine the future impacts of energy community roll-out supports stakeholders in their proper planning towards an energy landscape that includes energy communities.

Mainstreaming Community Energy: Is the Renewable Energy Directive a Driver for Renewable Energy Communities in Germany and Italy?

By 30 June 2021, EU Member States were expected to transpose the recast Renewable Energy Directive (RED II) which includes provisions for renewable energy communities (RECs) and to develop an enabling framework to promote the development of RECs. Although there is a growing number of studies analysing the emergence of various forms of community energy, comparative studies investigating the transposition and creation of enabling frameworks for RECs in a multi-level governance (MLG) perspective are scarce. This article examines the transposition in Germany and Italy and compares elements of the respective enabling frameworks. Key methods include context and MLG analysis combined with methods of descriptive (legal) studies. Insights and participatory observations of the stakeholder desks established in the Horizon2020 project COME RES complement the spectrum of methods deployed. Although community energy development is more advanced in Germany, the transposition of the RED II provisions has been slow and piecemeal so far. Conversely, in Italy, RED II played a catalyst role; the transposition has been rather dynamic and encouraged a continuous growth of REC initiatives. Nevertheless, a widespread uptake of RECs requires structural adjustments of the governance system in both countries and attention to MLG as well as vertical policy coordination.

Does Access to Regulative Exemption Reduce Barriers for Energy Communities? A Dutch Case Study

European policymakers are encouraging national lawmakers to grant citizens a larger role in the process of energy transition. One way to achieve this is to promote the set-up of local energy communities. This article describes the impact of a particular policy approach, the Dutch regulative exemption, on an energy community. A comparison is made with the traditional barriers that energy communities encounter. The results indicate that, overall, the Dutch regulative exemption is a beneficial policy tool that can support the creation of local energy communities. The exemption enables the community to explore governance and finance models that will allow it to stack revenue streams, while keeping the initial investment costs to a minimum. However, the improved conditions do not allow for a significant improvement in the financial business case. In particular, costs of organising an energy community and the uncertainty of long-term organisational stability remain prohibitive barriers to the roll-out of scaled communities. The study provides a starting point for policymakers investigating how regulative freedom could be of help for local energy communities. The lessons learnt can be applied by policymakers across Europe to support citizen-led energy initiatives.

Different Technologies’ Impacts on the Economic Viability, Energy Flows and Emissions of Energy Communities

The aim of this study is to provide insights regarding the economic viability of and energy flows within a renewable energy community based on a linear optimisation model with peer-to-peer electricity trading. Different technologies, such as PV, heat pumps, electric vehicles, and a community battery storage, are modelled. With the objective of achieving a cost-optimal solution for the whole community, the individual impacts of different technologies, as well as their permutations, are investigated. Therefrom, financial and environmental advantages and disadvantages for individual participants and the whole community can be derived. The results indicate that customers who are equipped with a combination of PV systems, heat pumps, and EVs achieve better individual results compared to those with lower levels of technology. Especially when heat pumps are involved, the amounts of PV electricity generated can be used with high efficiency, increasing the benefits of energy community participation. Moreover, the higher the level of electricity-based technologies within the community is, the lower the conventional grid feed-in becomes. An additional implementation of a community battery storage can further reduce these amounts and, thus, the grid burden. Apart from the financial benefits, the installation of additional assets and, thus, reduced grid feed-in contribute to the reduction of CO2-emissions. This study’s results can aid in making decisions regarding investments and energy community composition, as well as in the funding decisions of policymakers.

Dynamic participation in local energy communities with peer-to-peer trading

Background: Energy communities and local electricity markets (e.g., as peer-to-peer trading) are on the rise due to increasingly decentralized electricity generation and favorable adjustment of the legal framework in many European countries.  Methods: This work applies a bi-level optimization model for dynamic participation in peer-to-peer electricity trading to determine the optimal parameters of new participants who want to join an energy community, based on the preferences of the members of the original community (e.g., environmental, economic, or mixed preference). The upper-level problem chooses optimal parameters by minimizing an objective function that includes the prosumers' cost-saving and emission-saving preferences, while the lower level problem maximizes community welfare by optimally allocating locally generated photovoltaic (PV) electricity between members according to their willingness-to-pay. The bi-level problem is solved by transforming the lower level problem by its corresponding Karush-Kuhn-Tucker (KKT) conditions. Results: The results demonstrate that environment-oriented prosumers opt for a new prosumer with high PV capacities installed and low electricity demand, whereas profit-oriented prosumers prefer a new member with high demand but no PV system capacity, presenting a new source of income. Sensitivity analyses indicate that new prosumers' willingness-to-pay has an important influence when the community must decide between two new members. Conclusions: The added value of this work is that the proposed method can be seen as a basis for a selection process between a large number of potential new community members. Most important future work will include optimization of energy communities over the horizon several years.

Are We on the Right Track? Collective Self-Consumption and Energy Communities in the European Union

To accelerate the energy transition, the EU “Clean Energy for all Europeans” package aims to strengthen the involvement of end consumers in the energy market. To this end, together with so-called “active consumers” and provisions for individual and collective renewable energy self-consumption, two types of energy communities were introduced. The EU framework, however, leaves many details of the transposition process to the national level. The corresponding directives were supposed to be transposed by the end of December 2020 (recast Electricity Market Directive, defining active consumers and citizen energy communities) and by the end of June 2021 (Renewable Energy Directive, defining renewables self-consumption and renewable energy communities). In this paper, we critically discuss major developments of the transposition, including questions of the general distinction of the different concepts, governance and ownership, physical expansion, administrative barriers and the overall integration of energy communities into the energy system. The analysis builds on country case studies as well as on previous work by the authors on the status of the transposition process throughout the EU. The paper shows that the national approaches differ greatly and are at very different stages. While basic provisions are in place in most Member States to meet the fundamental EU requirements, the overall integration into the energy system and market is only partly addressed. This concerns, for instance, the analysis of system impacts of energy communities and measures that would allow and support energy system-friendly behaviour. In addition, several practical hurdles need to be overcome. These often relate to administrative requirements such as complex registration and licensing procedures, the need for the involvement of several institutions, or difficult procedures for access to relevant data. The paper concludes that discussed barriers will need to be carefully addressed if the high expectations for the role of energy communities are to be met.

The Transposition of Energy Communities into Swedish Regulations: Overview and Critique of Emerging Regulations

One organizational innovation introduced by the clean energy for all Europeans package (CEP) is that of the energy community (EC), including the renewable energy community (REC) and citizen energy community (CEC). The translation of related directives into national legislation is underway in Sweden, and the Swedish Energy Market Inspectorate (Ei) has proposed a new law on ECs, which has been sent for consultation. This article analyzes the Ei proposal and the responses from the 27 referral bodies commenting on the new EC regulations. Positive aspects of the proposal were that it would be a law on ECs and that it would be easy to start and run an EC. Critics were concerned that the law was too vague, the relationship between existing cooperatives and the new ECs was not clear, both CEC and REC are used instead of only using one term, there is a lack of suggestions on supportive measures for ECs, ECs will have less favorable conditions than other micro-producers of electricity, there is a lack of barrier analysis and visions of a future of ECs, and finally, that the situation for marginalized households was not dealt with in the proposal.
