Resisting-Accepting-Directing: Ecosystem Management Guided by an Ecological Resilience Assessment

As anthropogenic influences push ecosystems past tipping points and into new regimes, complex management decisions are complicated by rapid ecosystem changes that may be difficult to reverse. For managers who grapple with how to manage ecosystems under novel conditions and heightened uncertainty, advancing our understanding of regime shifts is paramount. As part of an ecological resilience assessment, researchers and managers have collaborated to identify alternate regimes and build an understanding of the thresholds and factors that govern regime shifts in the Upper Mississippi River System. To describe the management implications of our assessment, we integrate our findings with the recently developed resist-accept-direct (RAD) framework that explicitly acknowledges ecosystem regime change and outlines management approaches of resisting change, accepting change, or directing change. More specifically, we developed guidance for using knowledge of desirability of current conditions, distance to thresholds, and general resilience (that is, an ecosystem's capacity to cope with uncertain disturbances) to navigate the RAD framework. We applied this guidance to outline strategies that resist, accept, or direct change in the context of management of aquatic vegetation, floodplain vegetation, and fish communities across nearly 2000 river kilometers. We provide a case study for how knowledge of ecological dynamics can aid in assessing which management approach(es) are likely to be most ecologically feasible in a changing world. Continued learning from management decisions will be critical to advance our understanding of how ecosystems respond and inform the management of ecosystems for desirable and resilient outcomes.

Introduction to the Biology and Control of Invasive Fishes and a Special Issue on This Topic

Across the globe, dozens of species of invasive fish are now found in fresh as well as marine waters, where they alter habitats, compete with native fish for food, and prey on native fishes, exerting both indirect and direct effects on ecosystems and economies. While efforts to understand and control these species are growing, most are still in their infancy; however, a few examples stand out. This special issue is comprised of 11 notable articles on freshwater invasive fish and is the first to address this topic. This introductory article serves as an introduction to these articles which focus on 5 topics on invasive freshwater fish: (1) the damage they cause (one article); (2) techniques to ascertain their presence (one article); (3) techniques to restrict their movement (one article); (4) strategies to control them (three articles); and (5) lessons learned from ongoing management efforts (five articles). This introduction notes that successful management efforts share a few approaches: (1) they develop and use a deep understanding of local species and their abundance as well as distribution; (2) they focus on reducing reproductive success; (3) they use multiple complimentary control strategies; and (4) they use a long-term approach.

Demographic Rate Variability of Bighead and Silver Carps Along an Invasion Gradient

Invasive Bighead Carp Hypophthalmichthys nobilis and Silver Carp H. molitrix have infested and caused largescale ecological and economic damage to the Illinois, Mississippi, and Ohio rivers. We compiled demographic data from 42,995 fish from 23 pools in the Illinois, Mississippi, and Ohio rivers, which universities and management agencies previously collected as part of management, monitoring, and research activities. We used this data set to test whether demographic rates (length–weight relations including body condition, mortality, growth curves, and female maturity curves) varied among subpopulations across a gradient of invasion status. We found that length–weight relations and growth curves varied among subpopulations, whereas maturity curves did not. Our findings demonstrated spatial variability in demographic rates for Bighead and Silver carp across a broad geographic area in relation to invasion status and river conditions. Herein, we provide general subpopulation management options and present different hypotheses to explain the observed spatial variability in demographic rates.

Numeric Simulation Demonstrates That the Upstream Movement of Invasive Bigheaded Carp Can Be Blocked at Sets of Mississippi River Locks-and-Dams Using a Combination of Optimized Spillway Gate Operations, Lock Deterrents, and Carp Removal

Invasive bigheaded carp are advancing up the Upper Mississippi River by passing through its locks-and-dams (LDs). Although these structures already impede fish passage, this role could be greatly enhanced by modifying how their spillway gates operate, adding deterrent systems to their locks, and removing carp. This study examined this possibility using numeric modeling and empirical data, which evaluated all three options on an annual basis in both single LDs and pairs under different river flow conditions. Over 100 scenarios were modeled. While all three approaches showed promise, ranging from 8% to 73% reductions in how many carp pass a single LD, when employed together at pairs of LDs, upstream movement rates of invasive carp could be reduced 98–99% from current levels. Although modifying spillway gate operation is the least expensive option, its efficacy drops at high flows, so lock deterrents and/or removal using fishing/trapping are required to move towards complete blockage. Improved deterrent efficacy could also offset the need for more efficient removal. This model could help prioritize research and management actions for containing carp.
