Integrating FRAM and BN for enhanced resilience evaluation in construction emergency response: A scaffold collapse case study

The construction system's complexity can generate substantial uncertainties during emergencies. Resilience, as a new perspective on emergency response, can significantly mitigate these challenges. This paper introduces an innovative model to assess the resilience of construction emergency response processes utilizing a scaffold collapse scenario as a demonstrative case study. Grounded in resilience engineering, our model integrates the merits of the Functional Resonance Analysis Method (FRAM) with the probabilistic strengths of Bayesian Networks (BNs). The process commences with FRAM, mapping out the emergency response in qualitative terms by identifying functions, variabilities, and couplings. This culminates in a topological network which serves as a foundational structure for the directed Complex Network (CN) and the BN model. Thereafter, the Delphi method and the modified K-shell (MKS) decomposition algorithm guide the computation of prior probabilities for root nodes and the conditional probability table within the BN model. Subsequently, the BN model is subjected to a simulation using the AgenaRisk software, executing both forward and backward propagation as well as sensitivity analyses. Our findings pinpoint "Intersectoral Coordination and Linkage" as the most crucial function, with rapidity being the most sensitive aspect influencing resilience during a scaffold collapse emergency response process.

Application maturity evaluation of building steel structure welding robotic technology based on combination weight and multi-level grey theory

In China, steel structure building has become an important direction of national support and development. As a link in steel structure construction, welding plays a vital role. With the continuous development of domestic steel structures in the direction of “big, special, and new”, manual welding becomes increasingly difficult. The application of robotic technology can effectively reduce the problems of unstable quality and low efficiency caused by manual welding. However, how to evaluate the overall application effect of this technology from the perspective of steel structure construction projects is an urgent problem to be solved at present. Through an in-depth analysis of the technology of building steel structure welding robots, combined with the idea of the capability maturity model and WSR methodology, the evaluation index system of application maturity of building steel structure welding robotic technology is designed. In addition, according to the gray, fuzzy, and difficult-to-quantify characteristics of the evaluation index system, the evaluation model of the application maturity of the building steel structure welding robot technology is established by using the subjective and objective combination weighting method and the gray system theory. In this model, the mixed weighting method of AHP and entropy weight method is used to determine the index weight, and then the multi-level gray theory is used to comprehensively evaluate the maturity of the technology application. Lastly, a project is used as an example to check the science and feasibility of the model.

A Pre-Generation of Emergency Reference Plan Model of Public Health Emergencies with Case-Based Reasoning

Background and Purpose

In the early 21st century, the coronavirus alone has ravaged the world three times. Public health emergencies have caused a tremendous negative impact on public health, daily life, and global economic development, for having the characteristics of complexity and great harm. To tackle these problems, a pre-generation of emergency reference plan model of public health emergencies is proposed to better deal with the outbreak and spread of public health events.

Methods

The method is divided into three stages. First, the modified SEIR model is used to predict the attribute values of the target case. Then, the similar case sets are extracted and filtered by calculating the similarity through the cross-efficiency evaluation method with the parallel system. Finally, the multi-stage emergency effect evaluation model is conducted so that the emergency plan with the best response effect at this stage can be made for reference.

Results

We collected 25 typical events of COVID-19 that occurred in 11 cities in China as historical case bases and target cases, respectively. The result of the experiment verified the feasibility and effectiveness of the proposed method.

Conclusion

This paper presents a new perspective on making a public health emergency plan, which could improve the decision-making accuracy and efficiency, maximize the emergency effect and save precious time for emergency response. This model can provide rapid decision supports for decision-making for public services such as government departments, centers for disease control, medical emergency centers and transport authorities, etc.

Maturity model for evaluating disaster and humanitarian operations

Purpose

This paper proposes a maturity model (MM) for assessing disaster operations and identifying strategies for organisations to evolve their maturity stages.

Design/methodology/approach

This study applies a systematic literature review to identify state-of-the-art work related to maturity models for disaster operations. In addition, the study develops a case study to validate the proposed maturity model in a generic scenario and two real-life scenarios.

Findings

The analysis of 158 papers in the literature resulted in identifying 8 maturity models for disaster operations. Based on their structure, the authors proposed a new model with five maturity stages suitable for any of the four phases of the disaster life cycle (i.e. mitigation, preparedness, response and recovery). In addition, the research identified and presents 24 strategies for improving disaster operations according to each maturity stage transition. Finally, the research presents a case study that evaluates the disaster response operations from a Civil Defense organisation considering a response scenario disaster in general, a flood scenario, and the COVID-19 pandemic scenario.

Originality/value

This study provides the following three main contributions useful for academics and practitioners in the disaster operations area: a new maturity model for assessing disaster operations, a strategy guide for improving disaster operations based on a maturity evolution and an empirical study exploring the approximation between academia and professionals involved in real-life disaster operations management.
