Can the New Subway Line Openings Mitigate PM10 Concentration? Evidence from Chinese Cities Based on the PSM-DID Method

Patients' and Care Professionals' Evaluation of the Effect of a Hospital Group on Integrated Care in Chinese Urban Health Systems: A Propensity Score Matching and Difference-in-differences Regression Approach

BACKGROUND

A hospital group is an organizational integration strategy that has recently been widely implemented in Chinese urban health systems to promote integrated care. This study aims to evaluate the effect of hospital group on integrated care from the perspectives of both patients and care professionals.

METHODS

Two cross-sectional surveys were conducted in Shenzhen city of China, in June 2018 and July 2021. All thirty Community Health Stations (CHSs) in the hospital group were included in the intervention group, with 30 CHSs in the same district selected as the control group by simple random sampling. All care professionals within both the intervention and the control groups were invited to participate in the surveys. Twelve CHSs were selected from 30 CHSs in the intervention and the control groups by simple random sampling, and 20 patients with type 2 diabetes mellitus (T2DM) were selected from each of these selected CHSs to participate in the survey by systematic sampling. The Rainbow Model of Integrated Care-Measurement Tool (Chinese version) was used to assess integrated care. Propensity score matching and difference-in-differences regression (PSM-DID) were used to evaluate the effect of the hospital group on integrated care.

RESULTS

After matching, 528 patients and 1896 care professionals were included in the DID analysis. Results from care professionals indicated that the hospital group significantly increased technical competence of the health system by 0.771 points, and cultural competence by 1.423 points. Results from patients indicated that the hospital group significantly decreased organizational integration of the health system by 0.649 points.

CONCLUSION

The results suggests that the effect of the hospital group on integrated care over and above routine strategies for integrated care is limited. Therefore, it is necessary to pay attention to implementing professional, clinical and other integration strategies beyond establishing hospital groups, in urban Chinese health systems.

Does urban agglomeration aggravate regional haze pollution? Empirical evidence from urban agglomerations in the middle reaches of the Yangtze River in China

Under China's "new normal," urban agglomeration (UA) has become a new direction for urbanization and regional coordinated development. The urban agglomeration in the middle reaches of the Yangtze River (MRYR-UA) is one of the locations where the haze concentration surpasses the Chinese standard. This study analyzes panel data from 284 Chinese prefecture-level cities from 2005 to 2018 to undertake an empirical investigation based on the MRYR-UA as a quasi-natural experiment for its development planning strategy. The results show that the establishment of the MRYR-UA greatly reduced regional haze pollution. In this paper, social, economic, and natural factors are considered: industrial structure, human capital, and population density can reduce haze pollution, while openness exacerbates urban pollution, confirming the pollution haven hypothesis. The increase in wind speed and rainfall can reduce the concentration of haze. The mediating effect test shows that economic, technological, and structural effects can alleviate haze pollution in the MRYR-UA. The heterogeneity analysis reveals that the number of enterprises decreased in core cities but significantly increased in edge cities, indicating that core cities transferred industrial enterprises to edge cities under the pressure of environmental regulation, resulting in the internal transfer of pollution.

Influence of UTCP on the employment of female workers and the supply of labor force

In recent years, China has introduced the Universal Two-Child Policy (UTCP), which means that a couple can have two children. The implementation of this policy may affect female employment. Based on this background, this work aims to the impact of UTCP on the number and employment of Chinese women workers, and find out the countermeasures for the adverse impact of the policy. Firstly, the role of the Propensity Score Matching-Differences in Differences model is introduced, and the average and dynamic effects of UTCP on women’s employment are discussed by using the Propensity Score Matching model. Secondly, the survey data on issues related to female employment after the implementation of UTCP from 2016 to 2020 is analyzed. Finally, a conclusion is drawn according to the survey data. The results demonstrate that the implementation of UTCP widens the income gap between men and women. Meanwhile, the younger the couple, the greater the income gap. Besides, the unemployment rate changes slightly after the introduction of the policy. As the growth rate of female income is significantly lower than that of men of the same age, UTCP has little impact on the employment of Chinese female workers, but has a great impact on the quality of employment. Among all the respondents, the proportion of employed men is higher than employed women, which is about 64% ~ 65%. However, it is still unknown whether age, education, family characteristics, nationality, occupations, and economic development of the province have a certain impact on female income, which is worth noting by follow-up research. On the whole, the full liberalization of the second child has little impact on the employment of female workers in China, but has a great impact on the quality of employment. The present work lays a foundation for the study of the impact of UTCT on female employment in future, and offers a certain reference for the further study of the impact of the policy on employment in the future.

Does Environmental Policy Help Green Industry? Evidence from China's Promotion of Municipal Solid Waste Sorting

As municipal solid waste severely threatens human health and the ecological environment, since 2019, China has started to fully practice MSW sorting in all prefecture-level cities. In this paper, we apply the event study and difference-in-difference methods to investigate how China’s green policy of promoting MSW sorting influences listed waste sorting companies from the perspective of investors’ short-term and long-term reactions. This paper finds that investors are not sensitive to the introduction of MSW sorting in the short term, the new environmental policy does not relieve the financing constraints of related enterprises in the long run, and the financing constraints of private enterprises are stricter than those of state-owned enterprises. These findings indicate that China’s current encouragement of garbage sorting is not efficient enough as it has not brought benefits to the waste classification industry yet. More measures need to be taken to eliminate uncertainties in urban waste sorting. Our paper enriches the research on China’s waste sorting practices and provides new evidence of the effects of environmental policy on related firms from the perspective of green industry.

Contribution of Subway Expansions to Air Quality Improvement and the Corresponding Health Implications in Nanjing, China

With China's rapid economic development, particularly its accelerated urbanization, air pollution has been one of the serious environmental issues across China. Most major cities in China expand their subway systems to handle this problem. This study takes both long- and short-term effects of subway expansions on air quality and its corresponding health implications into account based on a network density-based time series analysis and a distance-based difference-in-differences analysis. The daily and hourly monitor-level air quality data on Nanjing from 13 May 2014 to 31 December 2018, combining with corresponding weather variables, are used to quantify the effect of subway expansions on local air pollution caused by eight new subway lines in Nanjing. The results reveal that subway expansions result in a statistically significant decrease in the air pollution level; specifically, the air pollution level experiences a 3.93% larger reduction in the areas close to subway lines. Heterogeneous analysis of different air pollutants indicates that the air pollution reduction effect of subway expansions is more significant in terms of Particulate Matter (PM2.5) and CO. A back-of-the-envelope analysis of the health benefits from this air improvement shows that the total number of yearly averted premature deaths is around 300,214 to 443,498. A set of alternative specifications confirm the robustness of our results. These results provide strong support for putting more emphasis on the environmental effect of subway expansions in the cost-benefit analysis of subway planning.
