Implementing the Water Framework Directive and Tackling Diffuse Pollution from Agriculture: Lessons from England and Scotland

Tackling diffuse pollution from agriculture is a key challenge for governments seeking to implement the European Union’s Water Framework Directive (WFD). In the research literature, how best to integrate and align effective measures for tackling diffuse pollution, within the context of the EU’s multilevel governance structure, remains an open question. This paper focuses on the first and second implementation cycles of the WFD to explore how national governance arrangements either facilitated or hindered the adoption of effective policies, especially with regards to the delivery of agricultural and water policies on the ground. It draws on data collected through systematic document analysis and interviews with key experts, policymakers and interest groups, and presents a comparative analysis of two case studies: England and Scotland. The case studies show that Scotland’s joined-up governance structure, which enabled policymakers and interest groups to work together and to build trust and cooperation, facilitated the adoption of stricter measures for tackling diffuse pollution. In contrast, in England institutional fragmentation prevented a meaningful engagement of all parties and acted as a barrier. The analysis unpacks the design of policy mixes and the conditions that allow national governments to pursue more holistic and integrated governance approaches to overcome opposition from interest groups and gain their support.

Assessment of the Bulgarian Wastewater Treatment Plants' Impact on the Receiving Water Bodies

Deterioration of water quality is a major problem world widely according to many international non-governmental organizations (NGO). As one of the European Union (EU) countries, Bulgaria is also obliged by EU legislation to maintain best practices in assessing surface water quality and the efficiency of wastewater treatment processes. For these reasons studies were undertaken to utilize ecotoxicological (Microtox^®, Phytotoxkit F^TM, Daphtoxkit F^TM), instrumental (to determine pH, electrical conductivity (EC), chemical oxygen demand, total suspended solids (TSS), total nitrogen (N) and phosphorus (P), chlorides, sulphates, Cr, Co, Cu, Cd, Ba, V, Mn, Fe, Ni, Zn, Se, Pb), as well as advanced chemometric methods (partial least squares-discriminant analysis (PLS-DA)) in data evaluation to comprehensively assess wastewater treatment plants' (WWTPs) effluents and surface waters quality around 21 major Bulgarian cities. The PLS-DA classification model for the physicochemical parameters gave excellent discrimination between WWTP effluents and surface waters with 93.65% correct predictions (with significant contribution of EC, TSS, P, N, Cl, Fe, Zn, and Se). The classification model based on ecotoxicological data identifies the plant test endpoints as having a greater impact on the classification model efficiency than bacterial, or crustaceans' endpoints studied.

The Transition of EU Water Policy Towards the Water Framework Directive's Integrated River Basin Management Paradigm

Introduced in 2000 to reform and rationalise water policy and management across the European Union (EU) Member States (MS), the Water Framework Directive (WFD), the EU's flagship legislation on water protection, is widely acknowledged as the embodiment and vessel for the application of the Integrated River Basin Management (IRBM) paradigm. Its ecological objectives, perhaps even more challenging than the prospect of statutory catchment planning itself, were for all EU waters to achieve 'good status' by 2015 (except where exemptions applied) and the prevention of any further deterioration. In support of the upcoming WFD review in 2019, the paper reviews the transition of EU policies that led to the adoption of the WFD, to identify the reasons why the Directive was introduced and what it is trying to deliver, and to place progress with its implementation into context. It further investigates reasons that might have limited the effectiveness of the Directive and contributed to the limited delivery and delays in water quality improvements. Findings reveal that different interpretations on the Directive's objectives and exemptions left unresolved since its negotiation, ambiguity and compromises observed by its Common Implementation Strategy and lack of real support for the policy shift required have all been barriers to the harmonised transposition of the IRBM paradigm, the key to delivering good ecological status. The 2019 WFD review offers a unique opportunity to realign the implementation of the Directive to its initial aspirations and goals.

The EU Water Framework Directive: From great expectations to problems with implementation

The Water Framework Directive 2000/60/EC (WFD) is widely accepted as the most substantial and ambitious piece of European environmental legislation to date. It has been referred to as a once in a generation opportunity to restore Europe's waters and a potential template for future environmental regulations. However, fifteen years since it was adopted, and with many problems and delays in its implementation, the WFD has not delivered its main objectives of non-deterioration of water status and the achievement of good status for all EU waters. Putting aside the daunting technical and organisational challenges of its implementation, this paper aims to shed light on why the great expectations that came with the WFD have not yet been fully realised. It reviews how the Directive has been interpreted, focusing on its intentions and how they were applied. The findings reveal the absence of the paradigm shift towards the systems (integrated) thinking that the WFD was grounded on, as a fundamental problem with its implementation. This is also evident in cases where the Directive has been criticised as a policy tool or when implementation efforts were reviewed, indicating misunderstandings even of its core principles. This inherent departure from the Directive's systemic intention and methodological approach needs further investigation, as it could be the reason behind many of its problems and delays. Unless current implementation efforts are reviewed or revised in light of this, enabling the paradigm shift required to ensure a more sustainable and holistic approach to water management, the fading aspirations of the initial great expectations that came with the Directive could disappear for good.

Conceptualizing and communicating management effects on forest water quality

We present a framework for evaluating and communicating effects of human activity on water quality in managed forests. The framework is based on the following processes: atmospheric deposition, weathering, accumulation, recirculation and flux. Impairments to water quality are characterized in terms of their extent, longevity and frequency. Impacts are communicated using a "traffic lights" metaphor for characterizing severity of water quality impairments arising from forestry and other anthropogenic pressures. The most serious impairments to water quality in managed boreal forests include (i) forestry activities causing excessive sediment mobilization and extirpation of aquatic species and (ii) other anthropogenic pressures caused by long-range transport of mercury and acidifying pollutants. The framework and tool presented here can help evaluate, summarize and communicate the most important issues in circumstances where land management and other anthropogenic pressures combine to impair water quality and may also assist in implementing the "polluter pays" principle.
