Abstract
The security of water resources is of great importance to long-term sustainability. In order to better ensure the security of water resources, a significant link is to conduct water resources security evaluation, which should be considered from many perspectives as it involves natural reserves, social production, the efficiency of use, and environmental protection. In this paper, a fuzzy analytic hierarchy process sort (AHPSort) II-entropy weight (EW) method for regional water resources security evaluation is proposed based on the security of visible water and virtual water. Firstly, this paper takes into account the criterion of efficiency of water use in addition to two other criteria of quantity of water resources, pressure on water resources to establish a comprehensive water resources security evaluation system. Secondly, a combination method of hesitant fuzzy language judgment and entropy weight is employed to obtain the weight of each indicator. Thirdly, AHPSort II is used to classify the security levels of the evaluated regions, in which the security levels of regional water resources are divided into five levels. Furthermore, a case study on the cities of Hubei province, China, is conducted to show the applicability of the proposed method, the effectiveness, and reliability of the method are then verified by being compared with a subjective method and an objective method as well as sensitivity analysis. Finally, according to the comprehensive evaluation results, specific management suggestions for improving the water resources security in the case are put forward.

Abstract
Group multi-criteria decision-making (GMCDM) is an important part of decision theory, which is aimed to assess alternatives according to multiple criteria by collecting the wisdom of experts. However, in the process of evaluating, because of the limitation of human knowledge and the complexity of problems, an efficient GMCDM approach under uncertain environment still need to be further explored. Thus, in this paper, a novel GMCDM approach with linguistic Z-numbers based on TOPSIS and Choquet integral is proposed. Firstly, since linguistic Z-numbers performs better in coping with uncertain information, it is used to express the evaluation information. Secondly, TOPSIS, one of the most useful and systematic multi-criteria decision-making (MCDM) method, is adopted as the framework of the proposed approach. Thirdly, frequently it exists interaction between criteria, so Choquet integral is introduced to capture this kind of influence. What’s more, viewing that decision makers (DMs) show different preferences for uncertainty, the risk preference is regarded as a vital parameter when calculating the score of linguistic Z-numbers. An application in supplier selection is illustrated to demonstrate the effectiveness of the proposed approach. Finally, a further comparison and discussion of the proposed GMCDM method is given.

A New Hybrid MCDM Model for Personnel Selection Based on a Novel Grey PIPRECIA and Grey OCRA Methods. MATHEMATICS 2020. Abstract
People represent one of the most significant resources of an organization, and therefore, personnel selection is one of the problems that organizations have increasingly been facing. The criteria that influence the final decision are usually opposing, so the application of multiple-criteria decision-making methods (MCDM) represents a suitable way for the facilitation of the given process. Additionally, the decision environment is characterized by the vagueness and uncertainty and, because of that, it is very hard to express the criteria over the exact crisp numbers. To acknowledge the unpredictability and obscurity of the available information important for the selection of the optimal candidate, a hybrid grey MCDM model for personnel selection is proposed in this paper. As an extension of the PIPRECIA method, the novel Grey Pivot Pairwise Relative Criteria Importance Assessment—the PIPRECIA-G method—is proposed and used for the determination of criteria importance. The PIPRECIA-G method preserved the good features of the PIPRECIA, but its superiority is reflected in its ability to deal with input data that are vague and grey. For the final ranking of the considered alternative candidates, the OCRA-G method is used. Basing the decision process and candidate selection on the two grey extended MCDM methods contributes to the increase of the reliability and confidence in the performed selection.

Abstract
To improve the efficiency, accuracy, and intelligence of target detection and recognition, multi-sensor information fusion technology has broad application prospects in many aspects. Compared with single sensor, multi-sensor data contains more target information and effective fusion of multi-source information can improve the accuracy of target recognition. However, the recognition capabilities of different sensors are different during target recognition, and the complementarity between sensors needs to be analyzed during information fusion. This paper proposes a multi-sensor fusion recognition method based on complementarity analysis and neutrosophic set. The proposed method mainly has two parts: complementarity analysis and data fusion. Complementarity analysis applies the trained multi-sensor to extract the features of the verification set into the sensor, and obtain the recognition result of the verification set. Based on recognition result, the multi-sensor complementarity vector is obtained. Then the sensor output the recognition probability and the complementarity vector are used to generate multiple neutrosophic sets. Next, the generated neutrosophic sets are merged within the group through the simplified neutrosophic weighted average (SNWA) operator. Finally, the neutrosophic set is converted into crisp number, and the maximum value is the recognition result. The practicality and effectiveness of the proposed method in this paper are demonstrated through examples.

Abstract
With the increasing automation of mechanical equipment, fault diagnosis becomes more and more important. However, the factors that cause mechanical failures are becoming more and more complex, and the uncertainty and coupling between the factors are getting higher and higher. In order to solve the given problem, this paper proposes a single-valued neutrosophic set ISVNS algorithm for processing of uncertain and inaccurate information in fault diagnosis, which generates neutrosophic set by triangular fuzzy number and introduces the formula of the improved weighted correlation coefficient. Since both the single-valued neutrosophic set data and the ideal neutrosophic set data are considered, the proposed method solves the fault diagnosis problem more effectively. Finally, experiments show that the algorithm can significantly improve the accuracy degree of fault diagnosis, and can better satisfy the diagnostic requirements in practice.

Abstract
The selection of appropriate green chain suppliers is a very critical decision for effective and efficient green supply chain management in today’s increased awareness and significant environmental pressures from various stakeholders. The aim of this paper is to screen appropriate green chain suppliers based on a framework using fuzzy TOPSIS and ELECTRE for a Chinese internet company. The framework is proposed, grounded on a literature review on green supply chain management practices, after which an empirical analysis is made to be applied an integrated suppliers selection, based on green practices incorporating specifically data collected of the 12 criteria from a set of 12 available suppliers. We use a fuzzy TOPSIS and ELECTRE approach to rank the green chain suppliers, and the results of the proposed framework are compared with the ranks obtained by both the outranking degrees and the incomparability among the actions of fuzzy ELECTRE methodology. Finally, sensitivity analysis was conducted to test the feasibility of the best alternative. The results indicated that the best supplier was alternative 9, and there were four dominant criteria: management support for GSCM, used environmentally friendly materials, followed legal environmental requirements and policies, and reduced the use of harmful substances.

Abstract
Nowadays, sustainability is an omnipresent concept in our society, which encompasses several challenges related to poverty, inequality, climate change and so on. The United Nations adopted the Agenda 2030, a plan of action formed of universal Sustainable Developments Goals (SDGs) and targets, which countries have to face in order to shift the world toward a sustainable future. One of the most relevant SDGs since the onset of the financial crisis in 2007 has been the so-called reduced inequalities, which consists of dealing with the inequality of opportunities and wealth between and within countries. However, reducing inequalities depends on many heterogeneous aspects, making it difficult to make a proper analysis that evaluates the European Union (EU) countries performance of this goal. In this study, we introduce a novel approach to evaluate the inequalities in EU countries based on a sorting a multi-criteria decision-making method called AHPSort II. This approach allows to obtain a classification of the EU countries according to their achievements in reducing inequalities to subsequently carry out a deep performance analysis with the aim of drawing conclusions as to the evolution of inequality in them along the years. The results are consistent with the main international organizations’ reports and academic literature, as shown in the Discussion Section.

Abstract
Evaluation of quality goals is an important issue in process management, which essentially is a multi-attribute decision-making (MADM) problem. The process of assessment inevitably involves uncertain information. The two crucial points in an MADM problem are to obtain weight of attributes and to handle uncertain information. D number theory is a new mathematical tool to deal with uncertain information, which is an extension of evidence theory. The fuzzy analytic hierarchy process (FAHP) provides a hierarchical way to model MADM problems, and the comparison analysis among attributes is applied to obtain the weight of attributes. FAHP uses a triangle fuzzy number rather than a crisp number to represent the evaluation information, which fully considers the hesitation to give a evaluation. Inspired by the features of D number theory and FAHP, a D-FAHP method is proposed to evaluate quality goals in this paper. Within the proposed method, FAHP is used to obtain the weight of each attribute, and the integration property of D number theory is carried out to fuse information. A numerical example is presented to demonstrate the effectiveness of the proposed method. Some necessary discussions are provided to illustrate the advantages of the proposed method.

Abstract
Refined expected value decision rules can refine the calculation of the expected value and make decisions by estimating the expected values of different alternatives, which use many theories, such as Choquet integral, PM function, measure and so on. However, the refined expected value decision rules have not been applied to the orthopair fuzzy environment yet. To address this issue, in this paper we propose the refined expected value decision rules under the orthopair fuzzy environment, which can apply the refined expected value decision rules on the issues of decision making that is described in the orthopair fuzzy environment. Numerical examples were applied to verify the availability and flexibility of the new refined expected value decision rules model. The experimental results demonstrate that the proposed model can apply refined expected value decision rules in the orthopair fuzzy environment and solve the decision making issues with the orthopair fuzzy environment successfully.

Abstract
Emergency decision-making has become as one of the hot issues in recent years. The aim of emergency decision-making is to reduce the casualties and property losses. All the processes of emergency decision-making are full of incompleteness and hesitation. The problem of emergency decision-making can be regarded as one of the multi-attribute decision-making (MADM) problems. In this manuscript, a new method to solve the problem of emergency decision-making named D-PLTS is proposed, based on D number theory and the probability linguistic term set (PLTS). The evaluation information given by experts is tidied to be the form of PLTS, which can be directly transferred to the form of the D number, no matter whether the information is complete or not. Furthermore, the integration property of D number theory is carried out to fuse the information. Besides, two examples are given to demonstrate the effectiveness of the proposed method. Compared with some existing methods, the D-PLTS is more straightforward and has less computational complexity. Allocation weights that are more reasonable is the future work for the D-PLTS method.
