Willingness to Pay for Improved Air Quality and Influencing Factors among Manufacturing Workers in Nanchang, China

Innovative incentives can sustainably enhance the achievement of straw burning control in China

With the raising awareness of environmental protection, straw burning ban has been implemented to control straw burning phenomenon in China. It has received significant achievement by reducing the fire spots remarkably, but fire spots still cannot be eliminated in farmland. Although considerable papers and reviews on straw burning have been conducted, there is still a lack of comprehensive and systematic review of exploring the status, obstacles, implications, and motivations of this phenomenon, especially revealing the unique circumstance and experience in China. The review first summarizes the reasons as well as hazards of straw burning in China, and then explores the dilemma of straw burning ban in terms of farmers' endowments. And then, the review discusses the limitations of subsidy from financial expenditure and suggests two alternative innovative incentives: transferred payment from stakeholders and carbon trading. It is hoped that policy suggestion about straw burning and innovative incentives can enlighten researchers and policymakers who intend to implement straw burning ban effectively in the future.

Evaluating the Economic Benefits of Tightening Regulations on the Use of Toluene, a Hazardous Chemical, in South Korea

The South Korean government currently designates toluene as a hazardous chemical, only limiting its use in products that are feared to be harmful. Since no measures to prohibit the use of toluene have been implemented, toluene is frequently detected in amounts that exceed the limit. Accordingly, the Government is considering implementing a plan to tighten the current regulations related to the use of toluene to prevent the occurrence of diseases caused by exposure and addiction to it. Therefore, the most important objective of this research is to evaluate quantitatively the economic benefits arising from the implementation of the plan in South Korea. To achieve the purpose of this paper, contingent valuation, an economic technique for analyzing data collected from a survey of people based on economic theory, is applied. For this purpose, a survey of 1000 people nationwide is conducted, and an analysis model that is well received in the literature is adopted. In other words, the annual willingness to pay (WTP) per household to strengthen the regulations to reduce the human health risks of toluene is evaluated to calculate its economic benefits. All the estimated WTP models secure statistical significance. The average WTP per household per annum is derived as KRW 3394 (USD 3.02). Considering that the country contained 20,573,060 households in 2021, the national economic benefits are calculated as KRW 69.82 billion (USD 62.23 million) every year. It is difficult to estimate accurately the costs incurred by tightening the regulations on toluene use, but they do not seem to exceed the benefits. Because tightening the regulations would be socially desirable, the Government would be justified in making this decision.

Valuation of Local Demand for Improved Air Quality: The Case of the Mae Moh Coal Mine Site in Thailand

While the district of Mae Moh, Thailand has been well known for its atmospheric pollution associated with coal power production, economic assessment of demand for improved air quality has not been conducted to date. This study estimated local residents’ individual and aggregate willingness to pay (WTP) for mitigation of atmospheric pollution in Mae Moh using the contingent valuation method (CVM), and analyzed the factors associated with the individual WTP using the bivariate tobit and double-hurdle regression techniques. Primary data were collected through face-to-face interviews with a stratified sample of 200 residents. The hypothetical scenarios used in the CVM module were 50% and 80% mitigation of atmospheric concentrations of major pollutants. The weighted average WTP was found to be THB 251.3 and 307.9 per annum (USD 8.4 and 10.3) for the 50% and 80% reduction scenarios, respectively. The aggregate WTP for the entire population of Mae Moh was THB 10,008,733 and 12,264,761 per annum (USD 336,294 and 412,096), respectively. Education, occupation type, income, expenses, satisfaction with ambient quality, and perceived sources of pollution had significant associations with the individual WTP. The paper concludes by discussing policy implications for atmospheric pollution management and avenues for future research.

Determinants and Values of Willingness to Pay for Water Quality Improvement: Insights from Chia Lagoon, Malawi

Water resources in the Chia lagoon in Malawi experience a possible threat to sustainability. Communities are seeking alternatives to improve water quality in the lagoon. This study quantified the communities’ willingness-to-pay (WTP) and their influencing factors while using contingent valuation (CV) techniques. A wide range of data collection procedures, including focus group discussions, key informant interviews, field observation, and CV survey, were employed. A sample of 300 households was randomly selected. The CV results showed that 57.4% of the households were willing to pay. The monthly individual aggregate WTP amount ranged from MK696.83 (US$0.95) to MK81697 (US$111.38), and on average MK7870.45 (US$10.73), generating aggregate annual values ranging from MK6, 689,568 (US$9126.29) to MK784, 294,080 (US$1,069,978), and on average MK75,556,320 (US$103,078) (ceteris paribus). Logistic regression model demonstrated a significant (p < 0.01 or p < 0.05) relationship between demographic (gender, age, literacy level), social-economic (land ownership, main agriculture water source, and income), and institutional (civic education and social network, extension, institutional trust, household socio trust) factors and WTP. The findings from this study provide significant clues for further research and baseline information for local government and communities in the development of more effective and holistic approaches for improving water quality in natural ecosystems.

Does Whistleblowing Work for Air Pollution Control in China? A Study Based on Three-party Evolutionary Game Model under Incomplete Information

During China’s air pollution campaign, whistleblowing has become an important way for the central government to discover local environmental issues. The three parties involved in whistleblowing are: the central government environmental protection departments, the local government officials, and the whistleblowers. Based on these players, this paper has constructed an Evolutionary Game Model under incomplete information and introduced the expected return as well as replicator dynamics equations of various game agents based on analysis of the game agents, assumptions, and payoff functions of the model in order to study the strategic dynamic trend and stability of the evolutionary game model. Furthermore, this paper has conducted simulation experiments on the evolution of game agents’ behaviors by combining the constraints and replicator dynamics equations. The conclusions are: the central environmental protection departments are able to effectively improve the environmental awareness of local government officials by measures such as strengthening punishment on local governments that do not pay attention to pollution issues and lowering the cost of whistleblowing, thus nurturing a good governance and virtuous circle among the central environmental protection departments, local government officials, and whistleblowers. Based on the study above, this paper has provided policy recommendations in the conclusion.
