Hierarchical Optimization of Oil Spill Response Vessels in Cases of Accidental Pollution of Bays and Coves

Ships pollute bays and coves with oils daily. Although the number of major pollution events is decreasing, accidents still occur and are likely to occur in the future. Most often, pollution arises from spills of non-persistent oil in bays, mainly during the summer season. A prompt response is key to oil collection success in semi-enclosed waters. In order to ensure that oil does not reach the mainland and endanger a potentially crucial economic resource of a country, it is vital to collect it in minimal time. Furthermore, it is also essential to send response ships that minimize the cost. In practice, there may be several optimal combinations of response ships to be sent. When the response cost is considered, obtaining all possible optimal solutions (a complete Pareto front) is vital because the shortest collection time does not necessarily mean the lowest costs. For these reasons, two general optimization models are considered. The first model gives the minimum response time to collect oil from the sea’s surface, while the second model gives the minimum response cost of ships participating in the clean-up operation. The supplied pseudo-codes allow for all optimal solutions to be found.

DSS-OSM: An Integrated Decision Support System for Offshore Oil Spill Management

The marine ecosystem, human health and social economy are always severely impacted once an offshore oil spill event has occurred. Thus, the management of oil spills is of importance but is difficult due to constraints from a number of dynamic and interactive processes under uncertain conditions. An integrated decision support system is significantly helpful for offshore oil spill management, but it is yet to be developed. Therefore, this study aims at developing an integrated decision support system for supporting offshore oil spill management (DSS-OSM). The DSS-OSM was developed with the integration of a Monte Carlo simulation, artificial neural network and simulation-optimization coupling approach to provide timely and effective decision support to offshore oil spill vulnerability analysis, response technology screening and response devices/equipment allocation. In addition, the uncertainties and their interactions were also analyzed throughout the modeling of the DSS-OSM. Finally, an offshore oil spill management case study was conducted on the south coast of Newfoundland, Canada, demonstrating the feasibility of the developed DSS-OSM.

Optimization on Emergency Materials Dispatching Considering the Characteristics of Integrated Emergency Response for Large-Scale Marine Oil Spills

Many governments have been strengthening the construction of hardware facilities and equipment to prevent and control marine oil spills. However, in order to deal with large-scale marine oil spills more efficiently, emergency materials dispatching algorithm still needs further optimization. The present study presents a methodology for emergency materials dispatching optimization based on four steps, combined with the construction of Chinese oil spill response capacity. First, the present emergency response procedure for large-scale marine oil spills should be analyzed. Second, in accordance with different grade accidents, the demands of all kinds of emergency materials are replaced by an equivalent volume that can unify the units. Third, constraint conditions of the emergency materials dispatching optimization model should be presented, and the objective function of the model should be postulated with the purpose of minimizing the largest sailing time of all oil spill emergency disposal vessels, and the difference in sailing time among vessels that belong to the same emergency materials collection and distribution point. Finally, the present study applies a toolbox and optimization solver to optimize the emergency materials dispatching problem. A calculation example is presented, highlighting the sensibility of the results at different grades of oil spills. The present research would be helpful for emergency managers in tackling an efficient materials dispatching scheme, while considering the integrated emergency response procedure.

Multi-Criteria Analysis of Different Approaches to Protect the Marine and Coastal Environment from Oil Spills

Marine pollution has many different sources. This study focuses on oil spills that may occur after a ship collision or during oil extraction and other oil tanker activities. The most critical oil spill accidents are presented, followed by the regulatory framework on maritime oil spill management. Among the measures taken towards the protection of the marine and coastal environment from oil pollution are floating booms and barriers, oil collecting materials and vessels, absorbent materials, chemical dispersants, other chemicals, physical degradation, biodegradation, on-site oil burning. These measures may assist coastal facilities and local authorities in their strategic development of oil spill mitigation planning and response towards coastal and marine protection from oil spills. In the present paper, the aim is to rank the approaches of dealing with the oil spill by means of a multicriteria method. The theoretical background of the selected multicriteria method, called PROMETHEE, is briefly presented; necessary to understand the ranking of the treatment approaches as well as the subsequent findings of the possible criteria for the analysis. Almost all of the scenarios evaluated rank floating booms and barriers as the most suitable methods to deal with oil spill containment, followed by oil collecting materials and vessels.
