Linking Prohibited Grazing Policy to Farmers’ Subjective Well-Being: A Case Study in Yanchi County, China

Exploring the Sustainable Use Strategy of Scarce Water Resources for Rural Revitalization in Yanchi County from Arid Region of Northwest China

Water scarcity limits the coordination between economic development and ecological protection of arid regions. This study presented the consumption pattern and future challenges for water resources and proposed sustainable use strategies for water security in Yanchi county from the arid region of northwest China. Our results showed that water withdrawals were close to the total available water resources. Agriculture consumed about 84.72% of the total water supply. Agricultural water use was influenced by breeding stock, rural per capita net income and effective irrigation area. Estimation of agricultural water demand was about 6582.20 × 10⁴ m³ under the rural revitalization scenario. Limited water supply and increased water demand pose challenges and impediments for rural revitalization and water security in Yanchi county. Water sustainable utilization can be achieved by increasing water supply from unconventional water resources and improving water use efficiency with governmental management. These findings may help policymakers to develop sustainable water use strategies during rural revitalization in arid regions.

Tibetan Herders’ Life Satisfaction and Determinants under the Pastureland Rehabilitation Program: A Case Study of Maduo County, China

The Pastureland Rehabilitation Program (PRP) has been implemented for nearly 20 years, and the lives of herders in different regions have been affected to varying degrees. The level of people’s well-being could measure the success of policy. Taking Maduo County as an example, the life satisfaction of 266 Tibetan herders was investigated through a participatory questionnaire survey in July 2021. Multiple linear regression and optimal scale regression were constructed to analyze the impact of the satisfaction of different aspects of life and PRP on life satisfaction, respectively. The results show that the herders in Maduo County had relative high satisfaction in various aspects of life and overall life, and leisure and consumption were important aspects influencing life satisfaction. The relative living standard, the difficulty in borrowing and the quality of government services had a significant positive impact on herders’ life satisfaction. Occupation and migration location also led to the significant differences of life satisfaction. However, the income changes caused by PRP and subsidy levels did not show a significant impact. We discussed the particularity of Maduo County and suggested that more attention should be paid to the improvement of the social environment such as wealth disparity, channels of assistance, working environment, and the effective assistance formulated according to the demands of different groups needs to be optimized continuously, so as to enhance the self-development ability of herders.

Prohibited Grazing Policy Satisfaction and Life Satisfaction in Rural Northwest China-A Case Study in Yanchi County, Ningxia Hui Autonomous Region

In order to restore degraded grasslands, the Chinese central government initiated the Prohibited Grazing Policy (PGP) in areas of severe grassland degradation and ecologically fragile regions which is an important payment for ecosystem services (PES) program. Since the initiation of this policy in the early 2000s, the PGP has significantly influenced participants’ lives. Therefore, in order for the policy to be successful, it is necessary to understand what determines participants’ satisfaction in the policy. This paper presents an analysis of survey data from Yanchi County using ordered probit regression models to explore the factors influencing PGP satisfaction and life satisfaction. The empirical results suggest that farmers’ policy perception, environmental perception, and livelihood strategies of raising sheep had significant effects on PGP satisfaction. Additionally, PGP satisfaction, marital status, environmental satisfaction, self-reported influence of the PGP on income, self-reported income level, and self-reported income and expenditure had significantly positive effects on overall life satisfaction. These results are important for promoting better implementation of such programs as well as enhancing social stability and sustainable development in these regions.
