Unpacking the Psychosocial Dimension of Decarbonization between Change and Stability: A Systematic Review in the Social Science Literature

This paper provides a systematic overview of the psychosocial contribution to decarbonization studies and critically discusses current trends. Following the PRISMA protocol, we reviewed 404 articles informing how socio-psychological processes affect decarbonization, and vice versa, and highlighting research gaps and biases. Contrary to criticisms about methodological individualism and reductionism of socio-psychological research on sustainability, the review illustrates that the field is equally attentive to psychosocial processes operating at different levels, including the individual (e.g., attitudes, stress, environmental concerns), community (e.g., collective identity, justice, sense of place), and socio-cultural levels (e.g., social norms, values, memory). However, evidence shows some problematic trends in the literature: (i) A bias toward specific agents and geographies, which overlooks mesoscale actors (e.g., media, unions, NGOs) and developing and eastern countries; (ii) instrumental and normative views of transitions, which coincide with a prevailing focus on cognitive processes and a selective bias toward technologies, policies, places, and natural resources conceived as instrumental to decarbonization. This also emphasizes how biophysical processes, people–nature relationships, and the role of emotions in understanding the psychology of agents and decarbonization processes are almost absent; (iii) a research gaze normatively oriented toward the future, which risks neglecting continuity–discontinuity dynamics and the timing and pace of transitions.

Creating 'Local Publics': Responsibility and Involvement in Decision-Making on Technologies with Local Impacts

This paper makes a conceptual inquiry into the notion of 'publics', and forwards an understanding of this notion that allows more responsible forms of decision-making with regards to technologies that have localized impacts, such as wind parks, hydrogen stations or flood barriers. The outcome of this inquiry is that the acceptability of a decision is to be assessed by a plurality of 'publics', including that of a local community. Even though a plurality of 'publics' might create competing normative demands, its acknowledgment is necessary to withstand the monopolization of the process of technology appraisal. The paper presents four ways in which such an appropriation of publicness takes place. The creation of dedicated 'local publics', in contrast, helps to overcome these problems and allows for more responsible forms of decision-making. We describe 'local publics' as those in which stakeholders from the different publics that are related to the process of technology implementation are brought together, and in which concerns and issues from these publics are deliberated upon. The paper will present eight conditions for increasing the effectiveness of such 'local publics'.

Analyzing the Business Case for Hydrogen-Fuel Infrastructure Investments with Endogenous Demand in The Netherlands: A Real Options Approach

This paper explicitly incorporated the impact that realized investments in new transportation infrastructure have on adoption speed in a real option framework for taking sustainable investment decisions under uncertainty and analyzed the consequences of this dependence for optimal business investment strategies. We used a modified Generalized Bass Model to shape the adoption diffusion process and incorporate this approach into an N-fold compound real option framework. We applied the combined model to the case study of the introduction of hydrogen fuel stations for hydrogen cars in the Netherlands. We performed a scenario analysis for six different transportation infrastructure investment strategies combined with four different parameterizations. The results show the risk of ignoring the potential interaction between the adoption process and the speed with which the required transportation infrastructure will become available. This may lead to suboptimal decisions with respect to the optimal timing of corporate investment spending, as well as with respect to the assessment of the overall feasibility of the project.
