Bibliometric review about eco-cites and urban sustainable development: trend topics

The world is undergoing exponential urbanization, with consequences for society in general, both for cities and people, with serious economic, social and environmental implications. Therefore, it is crucial to reconsider urban models of cities, to ensure global, long-term sustainability. Numerous researchers have argued that one of these models involves eco-city projects, and this study aims to carry out a systematic review of the literature on this topic, through bibliometrics. To do so, the Smarter, Prisma and Vantage Point methods were used, reflecting the originality of the study. The results obtained show that China has aroused researchers' interest regarding its eco-city projects, with most studies being empirical, and so this study complements them. The main contribution of this research lies in identifying the keywords most used by authors, these being eco-cities, sustainable cities (cluster 1) and eco-cities, China, sustainable urban development and eco-cycle model (cluster 2). Finally, implications for theory and practice are presented, together with suggestions for future research.

Integrated Water Resource Management: Rethinking the Contribution of Rainwater Harvesting

Rainwater harvesting (RWH) is generally perceived as a promising cost-effective alternative water resource for potable and non-potable uses (water augmentation) and for reducing flood risks. The performance of RWH systems has been evaluated for various purposes over the past few decades. These systems certainly provide economic, environmental, and technological benefits of water uses. However, regarding RWH just as an effective alternative water supply to deal with the water scarcity is a mistake. The present communication advocates for a systematic RWH and partial infiltration wherever and whenever rain falls. By doing so, the detrimental effects of flooding are reduced, groundwater is recharged, water for agriculture and livestock is stored, and conventional water sources are saved. In other words, RWH should be at the heart of water management worldwide. The realization of this goal is easy even under low-resource situations, as infiltration pits and small dams can be constructed with local skills and materials.

Measuring Urban Resilience to Climate Change in Three Chinese Cities

Building an urban resilience index results in developing an increasingly popular tool for monitoring progress towards climate-proof cities. This paper develops an urban resilience index in the context of urban China, which helps planners and policy-makers at city level to identify whether urban development is leading to more resilience. The urban resilience index (URI) suggested in this research uses data on 24 indicators distributed over six URI component indices. While no measure of such a complex phenomenon can be perfect, the URI proved to be effective, useful and robust. Our findings show that the URI ensures access to integrated information on urban resilience to climate change. It allows comparisons of cities in a systematic and quantitative way, and enables identification of strong and weak points related to urban resilience. The URI provides tangible measures of not only overall measures of urban resilience to climate change, but also urban resilience components and related indicators. Therefore, it could meet a wide range of policy and research needs. URI is a helpful tool for urban decision-makers and urban planners to quantify goals, measure progress, benchmark performance, and identify priorities for achieving high urban resilience to climate change.

Sustainability Assessment of Water Resources in Beijing

A sustainability assessment of water resources is essential for maintaining regional sustainable development. In this study, a comprehensive assessment of changes in the sustainability of the water resource system in Beijing from 2008 to 2018 was conducted on the basis of the driver-pressure-state-impact-response (DPSIR) model. To reflect the impacts of humans on the water consumption and pollution of water resources, the water footprint was considered. In addition, key factors that affect the sustainability of water resources were filtered by the modified entropy method. The results indicated that all drivers, pressures, states, impacts, and responses demonstrated increasing tendencies. As a result, a remarkable improvement in the sustainability of the water system, which was mitigated from an alert state to a good state, was achieved due to the comprehensive effect of the indexes. From these results, we inferred that the sustainability of regional water resources could only be achieved through a comprehensive consideration of regional social, economic, and environmental water systems and climate change. Therefore, formulating medium- and long-term urban, economic, and water development plans and adjusting medium- and short-term water utilization programs could contribute to the sustainable utilization of regional water resources.

Implementing Water Policies in China: A Policy Cycle Analysis of the Sponge City Program Using Two Case Studies

This study carries out an in-depth analysis of urban water policy implementation in China through a policy cycle analysis and case study of Sponge city program. The policy cycle analysis articulates discrete steps within the policy formulation and implementation process, while the case studies reflect the specific problems in water project implementation. Because of the principal–agent relation between central and local government, a ‘‘double wheel’’ policy cycle model is adopted to reflect the policy cycles at central level and at local level. Changde city and Zhuanghe city, two demo cities in the Sponge city program, are chosen for the analysis. The policy cycle analysis shows that the central government orders local government to implement policy without clear direction on how to attract private sector participation. The evaluation of central government did not include private sector involvement, nor the sustainability of the investments. This promotes the local government’s pursuit of project construction completion objectives, without seriously considering private sector involvement and operation and maintenance (O&M) cost. The local governments do not have political motivation and experiences to attract private investments into project implementation. The case study in the two demo cities shows that local government subsidies are the main source of O&M funding currently, which is not sustainable. The water projects are not financially feasible because no sufficient revenue is generated to cover the high initial investments and O&M cost. The lack of private sector involvement makes it difficult to maintain adequate funding in O&M, leading to the unsustainability of the water projects. It is not easy to achieve private sector involvement, but it could be the key to realizing urban water resilience in a more sustainable way.
