Abstract
Road accidents remain a serious problem and directly affect drivers. Therefore, the perspectives of drivers are important in improving road safety. The objectives of this study are to empirically examine damage due to road accidents using the willingness-to-pay (WTP) approach and to analyze the factors that influence WTP at the driver and district levels. This study obtained data on WTP derived from car drivers across Thailand, which covers 96 districts. The value of statistical life was 824,344 USD per fatality (2,296 million USD annually). The results of Multilevel Structural Equation Modeling revealed a statistically important insight. At the driver level, the Health Belief Model and sociodemographic exert influence on the intention to pay. The demographic factor that has the greatest influence on perceived risk and leads to a high intention to pay is the working age group (γ = 0.826). However, when considering the HBM, perceived susceptibility (γ = 0.901) emerges as the most valuable factor influencing drivers' concerns about road accidents. On the other hand, district-level factors have a negative influence on the intention to pay for road safety measures. Among these factors, the law enforcement (γ = -0.555) practices implemented by local authorities have the most significant impact on drivers' perspectives and intentions regarding WTP. This finding can be used as a guideline for budget allocation and policy recommendation for policymakers in improving road safety according to the area contexts.

Abstract
Treacherous driving conditions are a serious safety concern during the winter season. The development of icing on roadways and bridges is of particular concern. The use of sensors to detect the presence or potential of surface ice formation is essential to decrease crash frequency and severity. Ice detection sensors can be adopted in various applications to increase winter travel safety, such as in intelligent warnings systems (ITS). Sensors can also be integrated into systems that will automatically treat roadways with anti-icing chemicals when predetermined thresholds are met, as in the case of fixed automated spray technology (FAST). This paper presents a review study of the various sensor technologies utilized in the transportation industry and how their application increases the safety of traveling during winter weather events. The study found that sensor application is beneficial to Department of Transportation (DOT) agencies through the provision of a more holistic view of road conditions. It was also found that sensor technology can be used to positively influence driver behavior by increasing awareness, leading to reductions in both crash occurrence and severity. The future of sensor technology in the transportation field is also examined.

Abstract
Dangerous driving can cause accidents, injuries and loss of life. An efficient assessment helps to identify the absence or degree of dangerous driving to take the appropriate decisions while driving. Previous studies assess dangerous driving through two approaches: (i) using electronic devices or sensors that provide objective variables (acceleration, turns and speed), and (ii) analyzing responses to questionnaires from behavioral science that provide subjective variables (driving thoughts, opinions and perceptions from the driver). However, we believe that a holistic and more realistic assessment requires a combination of both types of variables. Therefore, we propose a three-phase fuzzy system with a multidisciplinary (computer science and behavioral sciences) approach that draws on the strengths of sensors embedded in smartphones and questionnaires to evaluate driver behavior and social desirability. Our proposal combines objective and subjective variables while mitigating the weaknesses of the disciplines used (sensor reading errors and lack of honesty from respondents, respectively). The methods used are of proven reliability in each discipline, and their outputs feed a combined fuzzy system used to handle the vagueness of the input variables, obtaining a personalized result for each driver. The results obtained using the proposed system in a real scenario were efficient at 84.21%, and were validated with mobility experts' opinions. The presented fuzzy system can support intelligent transportation systems, driving safety, or personnel selection.

Abstract
The evaluation of road safety is a critical issue having to be conducted for successful safety management in road transport systems, whereas safety management is considered in road transportation systems as a challenging task according to the dynamic of this issue and the presence of a large number of effective parameters on road safety. Therefore, the evaluation and analysis of important contributing factors affecting the number of vehicles involved in crashes play a key role in increasing the efficiency of road safety. For this purpose, in this research work, two machine learning algorithms, including the group method of data handling (GMDH)-type neural network and a combination of support vector machine (SVM) and the grasshopper optimization algorithm (GOA), are employed. Hence, the number of vehicles involved in an accident is considered to be the output, and the seven factors affecting transport safety, including Daylight (DL), Weekday (W), Type of accident (TA), Location (L), Speed limit (SL), Average speed (AS), and Annual average daily traffic (AADT) of rural roads in Cosenza, southern Italy, are selected as the inputs. In this study, 564 data sets from rural areas were investigated, and the relevant, effective parameters were measured. In the next stage, several models were developed to investigate the parameters affecting the safety management of road transportation in rural areas. The results obtained demonstrated that the “Type of accident” has the highest level and “Location” has the lowest importance in the investigated rural area. Finally, although the results of both algorithms were the same, the GOA-SVM model showed a better degree of accuracy and robustness than the GMDH model.

Abstract
Frequent lane changes cause serious traffic safety concerns, which involve fatalities and serious injuries. This phenomenon is affected by several significant factors related to road safety. The detection and classification of significant factors affecting lane changing could help reduce frequent lane changing risk. The principal objective of this research is to estimate and prioritize the nominated crucial criteria and sub-criteria based on participants’ answers on a designated questionnaire survey. In doing so, this paper constructs a hierarchical lane-change model based on the concept of the analytic hierarchy process (AHP) with two levels of the most concerning attributes. Accordingly, the fuzzy analytic hierarchy process (FAHP) procedure was applied utilizing fuzzy scale to evaluate precisely the most influential factors affecting lane changing, which will decrease uncertainty in the evaluation process. Based on the final measured weights for level 1, FAHP model estimation results revealed that the most influential variable affecting lane-changing is ‘traffic characteristics’. In contrast, compared to other specified factors, ‘light conditions’ was found to be the least critical factor related to driver lane-change maneuvers. For level 2, the FAHP model results showed ‘traffic volume’ as the most critical factor influencing the lane changes operations, followed by ‘speed’. The objectivity of the model was supported by sensitivity analyses that examined a range for weights’ values and those corresponding to alternative values. Based on the evaluated results, stakeholders can determine strategic policy by considering and placing more emphasis on the highlighted risk factors associated with lane changing to improve road safety. In conclusion, the finding provides the usefulness of the fuzzy analytic hierarchy process to review lane-changing risks for road safety.

Abstract
Human behavior has been estimated as a factor too uncertain and complex to investigate road safety issues. By utilizing recent expansions of ordinary fuzzy sets, experts in the field have intended to handle the vagueness of human behavior in sustainable transport systems by using linguistic terms for assessment. Pythagorean Fuzzy sets (PFSs) are considered a superior method that has been developed for multi-criteria decision-making (MCDM), which enables assigning of both membership and non-membership functions in a large domain area. A novel Pythagorean Fuzzy Analytic Hierarchy Process (PF-AHP) is performed to assess and prioritize critical driver behavior criteria designed into a hierarchical model based on data gathered from observed driver groups in Budapest city. Accordingly, based on the aggregated weights, the criterion ‘lapses’ is prioritized as the most critical factor connected to road safety. The criterion ‘disobey speed limits’ is found to be the least critical factor, followed by ‘disobey overtaking rules’ as the second least. For a comparative analysis, the case of dependent criteria has been considered. Pythagorean Fuzzy DEMATEL method has been applied to determine dependencies between the criteria. Through the dependencies, a network of criteria has been constructed and the Pythagorean Fuzzy Analytic Network Process (ANP) conducted to interpret the results. Moreover, sensitivity analyses have been carried out to examine its robustness by applying different case scenarios.

Abstract
Frequent lane changes cause serious traffic safety concerns for road users. The detection and categorization of significant factors affecting frequent lane changing could help to reduce frequent lane-changing risk. The main objective of this research study is to assess and prioritize the significant factors and sub-factors affecting frequent lane changing designed in a three-level hierarchical structure. As a multi-criteria decision-making methodology (MCDM), this study utilizes the analytic hierarchy process (AHP) combined with the best–worst method (BWM) to compare and quantify the specified factors. To illustrate the applicability of the proposed model, a real-life decision-making problem is considered, prioritizing the most significant factors affecting lane changing based on the driver’s responses on a designated questionnaire survey. The proposed model observed fewer pairwise comparisons (PCs) with more consistent and reliable results than the conventional AHP. For level 1 of the three-level hierarchical structure, the AHP–BWM model results show “traffic characteristics” (0.5148) as the most significant factor affecting frequent lane changing, followed by “human” (0.2134), as second-ranked factor. For level 2, “traffic volume” (0.1771) was observed as the most significant factor, followed by “speed” (0.1521). For level 3, the model results show “average speed” (0.0783) as first-rank factor, followed by the factor “rural” (0.0764), as compared to other specified factors. The proposed integrated approach could help decision-makers to focus on highlighted significant factors affecting frequent lane-changing to improve road safety.

Abstract
Improving the local urban transport system’s quality is often seen as one of the critical points for the government and the local operator. An amelioration of the system can improve users’ satisfaction and attract new users while simultaneously decreasing traffic congestion and pollution. Efficient methodologies are required to achieve sustainable development regarding complex issues associated with traffic congestion and pollution. In this study, we propose using the analytic hierarchy process (AHP) grey values to overcome the limitations of the uncertainty in the classical AHP approach. The presented grey-AHP model assumes an efficient contrivance to facilitate the public transport system’s supply quality evaluation, especially when respondents are non-experts. Finally, we estimate and rank the public transport system’s supply quality criteria by adopting the proposed model for a real-world case study (Amman city, Jordan). The study’s outcome shows the effectiveness and the applicability of the developed approach for enhancing the quality of the public transport system.

Abstract
Many car drivers in Malaysia, especially young drivers, ignore the importance of wearing seat belts. This questionnaire study employed an extended version of the theory of planned behaviour (TPB) by including habit as a new construct to explain the factors influencing the behavioural intention and expectation of young Malaysian drivers to use seat belts. A total of 398 young drivers from the state of Selangor in Malaysia participated in this study. Analyses used a covariance-based structural equation modelling (CB-SEM) approach. The results showed that the variance, which indicates the intention of young Malaysian drivers to use seat belts (R2 = 0.76), is influenced by drivers’ habits and three basic constructs of the TPB (attitude, subjective norms, and perceived behavioural control). The basic TPB constructs have a direct and positive impact on the intention of young Malaysian drivers to use seat belts. Drivers’ habits have a positive and direct influence on their intention to use seat belts, and an indirect influence via the attitude and perceived behaviour control constructs. Drivers’ habits do not influence subjective norms. The authors recommend implementing effective measures to encourage Malaysian drivers to use seat belts and ensure sustainable traffic safety.

Abstract
The objective of this research is to develop a useful procedure to assess and identify risks that promote accidents by road users, with the vision of improving safety through the implementation and technical employment of operative strategies. The relevance of this proposal lies in the fact that the issue of traffic accidents is a global problem. This project is located in the mountain range of Baja California, Mexico, in the Centinela–La Rumorosa highway and integrates accidental and pavement surface condition data, geometric design performance, analysis of traffic signals, and road safety devices present on the road using geodetic techniques. It is concluded that this procedure contributes to determining risk areas that promote accidents and generate a risk reduction plan to support future decision-making that guarantees better performance for road users. Furthermore, it is highlighted that the analysis of road safety must be a permanent process for those who operate, design, and build the road system.

Abstract
Fatigue-related crashes, which are mainly caused by drowsy or distracted driving, account for a significant portion of fatal accidents on highways. Smart vehicle technologies can address this issue of road safety to improve the sustainability of transportation systems. Advanced driver-assistance system (ADAS) can aid drowsy drivers by recommending and guiding them to rest locations. Past research shows a significant correlation between driving distance and driver fatigue, which has been actively studied in the analysis of resting behavior. Previous research efforts have mainly relied on survey methods at specific locations, such as rest areas or toll booths. However, such traditional methods, like field surveys, are expensive and often produce biased results, based on sample location and time. This research develops methods to better estimate travel resting behavior by utilizing a large-scale dataset obtained from car navigation systems, which contain 591,103 vehicle trajectories collected over a period of four months in 2014. We propose an algorithm to statistically categorize drivers according to driving distances and their number of rests. The main algorithm combines a statistical hypothesis test and a random sampling method based on the renowned Monte-Carlo simulation technique. We were able to verify that cumulative travel distance shares a significant relationship with one’s resting decisions. Furthermore, this research identifies the resting behavior pattern of drivers based upon their travel distances. Our methodology can be used by sustainable traffic safety operators to their driver guiding strategies criterion using their own data. Not only will our methodology be able to aid sustainable traffic safety operators in constructing their driver guidance strategies criterion using their own data, but it could also be implemented in actual car navigation systems as a mid-term solution. We expect that ADAS combined with the proposed algorithm will contribute to improving traffic safety and to assisting the sustainability of road systems.

Abstract
Big cities suffer from serious complex problems such as air pollution, congestion, and traffic accidents. Developing public transport quality in such cities is considered an efficient remedy to obviate these critical issues. This paper aims to determine the significant supply quality criteria of public transportation. As a methodology, a hybrid Analytic Hierarchy Process (AHP) combined with the Best Worst Method (BWM) is applied. The proposed model is basically a hierarchy structure with at least a 5 × 5 pairwise comparison matrix or larger. A real-world complex problem was examined to validate the created model (public transport quality improvement). An urban bus transport system in the Jordanian capital city, Amman, was used as a case study; three stakeholder groups (passengers, nonpassengers, and representatives of the local government) participated in the evaluation process. The conventional Analytic Hierarchy Process (AHP) leads to weak consistency in the case of existing 5 × 5 pairwise comparison matrices or larger, particularly in estimating complex problems. To avoid this critical issue in AHP, we used Best Worst Method (BWM) comparisons, which make the evaluation process easier for decision makers; moreover, it saves survey time and provides more consistency when compared to AHP pairwise comparisons. The model adopted highlighted the most significant service quality criteria that influence urban bus transport systems. Furthermore, the sensitivity analysis conducted detected the stability of the criteria ranking in the three levels of the hierarchical structure. Since the proposed AHP–BWM model (which is the sole example of this sort of combination) is independent from the decision attributes, it can be applied to arbitrary hierarchically structured decision problems with a relatively large number of pairwise comparisons.

Abstract
Past research indicated the importance of traffic safety and driving behaviors for the sustainability of the traffic system. The aim of this study was to examine the effect of emotion regulation on drivers’ tendency to obey or transgress traffic rules. A sample of 554 Romanian drivers completed a set of measures assessing their driving styles, traffic offenses, and their habitual use of three emotion regulation strategies. The results of the mediation analyses showed that two of these strategies, i.e., reappraisal and experiential avoidance, are associated with less traffic offenses, and that specific driving styles mediate these effects. While the behavioral effects of experiential avoidance were mixed in valence, reappraisal was found to diminish the use of maladaptive driving styles and to foster careful driving. Overall, this pattern of results indicates the potential benefits of future interventions aiming to develop drivers’ abilities to regulate their emotions, especially through reappraisal, for increasing traffic safety.

Abstract
Road conditions during the winter months in Nordic countries can be highly unstable. Slippery roads combined with heavy haul traffic and ordinary road users can create dangerous, even lethal, situations if road maintenance is unsuccessful. Accidents and critical road conditions may lead to blocked roads, putting strain on a limited number of main roads in many regions, and may in the worst case isolate areas entirely. Using sensors in winter road assessment has been a popular topic for over 20 years. However, with today’s developments connected to smaller and cheaper sensors, new opportunities are presenting themselves. In this study, we performed preliminary experiments on a variety of sensors, both commercial and experimental, to evaluate their benefits in possible hybrid sensor technology, which can give a more complete characterization of the road surface than what is possible from just one sensor. From the collected data and visual analysis of the results, the idea of a hybrid sensor seems promising when considering the differences in the tested sensors and how they may complement each other.

Abstract
Driver behavior has been considered as the most critical and uncertain criteria in the study of traffic safety issues. Driver behavior identification and categorization by using the Fuzzy Analytic Hierarchy Process (FAHP) can overcome the uncertainty of driver behavior by capturing the ambiguity of driver thinking style. The main goal of this paper is to examine the significant driver behavior criteria that influence traffic safety for different traffic cultures such as Hungary, Turkey, Pakistan and China. The study utilized the FAHP framework to compare and quantify the driver behavior criteria designed on a three-level hierarchical structure. The FAHP procedure computed the weight factors and ranked the significant driver behavior criteria based on pairwise comparisons (PCs) of driver's responses on the Driver Behavior Questionnaire (DBQ). The study results observed "violations" as the most significant driver behavior criteria for level 1 by all nominated regions except Hungary. While for level 2, "aggressive violations" is observed as the most significant driver behavior criteria by all regions except Turkey. Moreover, for level 3, Hungary and Turkey drivers evaluated the "drive with alcohol use" as the most significant driver behavior criteria. While Pakistan and China drivers evaluated the "fail to yield pedestrian" as the most significant driver behavior criteria. Finally, Kendall's agreement test was performed to measure the agreement degree between observed groups for each level in a hierarchical structure. The methodology applied can be easily transferable to other study areas and our results in this study can be helpful for the drivers of each region to focus on highlighted significant driver behavior criteria to reduce fatal and seriously injured traffic accidents.

Abstract
Driver behavior plays a major role in road safety because it is considered as a significant argument in traffic accident avoidance. Drivers mostly face various risky driving factors which lead to fatal accidents or serious injury. This study aims to evaluate and prioritize the significant driver behavior factors related to road safety. In this regard, we integrated a decision-making model of the Best-Worst Method (BWM) with the triangular fuzzy sets as a solution for optimizing our complex decision-making problem, which is associated with uncertainty and ambiguity. Driving characteristics are different in different driving situations which indicate the ambiguous and complex attitude of individuals, and decision-makers (DMs) need to improve the reliability of the decision. Since the crisp values of factors may be inadequate to model the real-world problem considering the vagueness and the ambiguity, and providing the pairwise comparisons with the requirement of less compared data, the BWM integrated with triangular fuzzy sets is used in the study to evaluate risky driver behavior factors for a designed three-level hierarchical structure. The model results provide the most significant driver behavior factors that influence road safety for each level based on evaluator responses on the Driver Behavior Questionnaire (DBQ). Moreover, the model generates a more consistent decision process by the new consistency ratio of F-BWM. An adaptable application process from the model is also generated for future attempts.

Abstract
The use of driver behavior has been considered a complex way to solve road safety complications. Car drivers are usually involved in various risky driving factors which lead to accidents where people are fatally or seriously injured. The present study aims to dissect and rank the significant driver behavior factors related to road safety by applying an integrated multi-criteria decision-making (MCDM) model, which is structured as a hierarchy with at least one 5 × 5 (or bigger) pairwise comparison matrix (PCM). A real-world, complex decision-making problem was selected to evaluate the possible application of the proposed model (driver behavior preferences related to road safety problems). The application of the analytic hierarchy process (AHP) alone, by precluding layman participants, might cause a loss of reliable information in the case of the decision-making systems with big PCMs. Evading this tricky issue, we used the Best Worst Method (BWM) to make the layman’s evaluator task easier and timesaving. Therefore, the AHP-BWM model was found to be a suitable integration to evaluate risky driver behavior factors within a designed three-level hierarchical structure. The model results found the most significant driver behavior factors that influence road safety for each level, based on evaluator responses on the driver behavior questionnaire (DBQ). Moreover, the output vector of weights in the integrated model is more consistent, with results for 5 × 5 PCMs or bigger. The proposed AHP-BWM model can be used for PCMs with scientific data organized by traditional means.

Abstract
The objective of this research is to develop a useful procedure that allows the collection, analysis, processing and updating of pavement conditions data, with the vision of generating inputs for the implementation of sustainable strategies for maintenance and rehabilitation of roads, based on pavement management systems. The relevance of this proposal lies in the fact that road management agencies in most of the developing countries have limited resources, staff and data to plan the interventions carried out on road networks. The proposed model comes from a work that has been done since 2014 to date, on the Centinela-La Rumorosa Highway, located in the state of Baja California, Mexico. Results integrate data gathered from analyzing the surface and structural conditions of its pavement and the study area, as well as the operating conditions of the road, including a georeferencing process in order to determine critical points in the network, and simulation to determine the effects of maintenance work carried out annually. It is concluded that the proposed planning model contributes to the improvement of highway performance, since it allows planning and administering the allocation of resources in making appropriate maintenance and rehabilitation decisions. Additionally, it allows to generate valuable inputs for pavement management systems implementation. The foregoing allows road management agencies in developing countries to provide a quality transportation system to their users.
