In-Between ‘Smart’ Urban Growth and ‘Sluggish’ Rural Development? Reframing Population Dynamics in Greece, 1940–2019

Strategic Directions: Evaluation of Village Development Strategies in the Case of Applicants for the Hungarian Village Renewal Award

Village roles have changed significantly in Central Europe over the last century and a half. In our article, we mainly deal with the conditions in Hungary. Based on the relevant literature, we follow the changing role, problems and presence of Hungarian villages. Our research focuses on evaluating village development strategies; thus, an essential part of the article is the presentation of the European and Hungarian village renewal movement, as the 50 settlements examined are also part of the settlements launched at the Hungarian Village Renewal Award competition. In this research, the 50 settlements were divided into three groups according to their role in the settlement network. The settlement group analysed their development priorities by summarizing the Hungarian Village Renewal Award applications. As a result, it was found that the development directions of the villages belonging to the individual settlement groups can be well separated from each other. The choice of the settlement development strategy is greatly influenced by the distance from the central settlements and the settlement network situation. We compared our results with the analysis of the strategies of some foreign villages (located in the former socialist bloc) and then examined the Hungarian village surveys of the last century and a half, focusing on land use changes and their role in development. As a result of the analysis, it became clear that the importance of land use in the life of villages in the initial period decreased spectacularly over time and was replaced by employment and the role of the settlement network. The main result of our research is that we have proven that the strategic priorities of village development can be grouped based on the position of the villages in the settlement network, and the priorities are mainly determined by the size of the central settlement and the distance from it.

Territorial and Human Geography Challenges: How Can Smart Villages Support Rural Development and Population Inclusion?

Rural areas are significantly affected by spatial vulnerability, the digital gap, depopulation, and population ageing. Marginalized populations are seeking collective well-being, social inclusion, and local development in smart villages, an increasingly important area of interest for scholars and practitioners as well as rural areas and communities. This article attempts to highlight the dominant trends in smart villages planning and depict the characteristics of Greek rural areas and populations alongside the implemented localized smart actions. To achieve this aim, the research utilized the existing literature through bibliometric analysis by extracting data from the Web of Science database. Building upon the bibliometrics, the research focused on identifying localized implemented interventions in the Greek rural areas. The results suggest that innovation, knowledge, growth, and management appear to impact rural smart planning, while the limited interventions of smart villages in Greece focus on social innovation and local development. The study argues that in Greece, a single holistic smart villages model cannot be proposed, due to the country’s geographical and demographical variability. The proposed trends, though, can be implemented locally to encourage rural development and population inclusion; therefore it is recommended to increase local stakeholders’ awareness and active engagement.

Demographic Resilience in Local Systems: An Empirical Approach with Census Data

This study estimates demographic resilience in local socioeconomic systems of Southern Europe using long-term population dynamics. We assume attractive places with a continuously expanding (resident) population as ‘demographically resilient’, and locations experiencing a persistent decline of population as more fragile to external shocks. Based on these premises, a comprehensive assessment of demographic resilience in more than 1000 municipalities along the urban–rural gradient in Greece, a Mediterranean country with marked regional disparities, was carried out between 1961 and 2011. Municipalities were considered representative of homogeneous local communities, especially in rural areas. The results of non-parametric correlations suggest how basic geographical gradients (coastal–inland and urban–rural) have significantly influenced the demographic resilience of Greek municipalities. These findings outline two contrasting spatial patterns that reflect (i) continuous expansion of peri-urban local communities and (ii) a particularly intense rural shrinkage, linking depopulation to land abandonment and scarce accessibility of inland districts. While long-term population growth in Greece has progressively re-shaped the intrinsic divide in urban and rural areas, the traditional gap in central and peripheral districts is still reflected in the spatial polarization between the ‘demographically resilient’, socially dynamic coastal locations and the ‘demographically fragile’ inland, economically marginal places. These results indicate the persistence of a center–periphery model characterizing long-term settlement expansion in Greece, with spatial patterns delineating ‘resilient’ and ‘fragile’ districts based essentially on infrastructures, accessibility, and amenities.
