Assessment of SDG Indicator 11.3.1 and Urban Growth Trends of Major and Small Cities in South Africa

Monitoring Land-Use Efficiency in China’s Yangtze River Economic Belt from 2000 to 2018

Monitoring of the indicator Sustainable Development Goal (SDG) 11.3.1 is important for understanding the coordination between land consumption rate (LCR) and population growth rate (PGR). However, the spatiotemporal indicator SDG 11.3.1 changes at the urban agglomeration (UA) level, and the relationship between LCR and PGR in the prefecture-level cities from different UAs remains unclear. In this study, we monitored the spatiotemporal indicator SDG 11.3.1 in the Yangtze River Economic Belt (YREB) and its three major UAs (i.e., Chengdu–Chongqing (CC), the Middle Reaches of the Yangtze River (MRYR), and the Yangtze River Delta (YRD)) for the periods 2000–2010, 2010–2015, and 2015–2018, using the space–time interaction (STI) method and Pearson’s method. Our major findings were as follows: (1) Compared with the world average of 1.28 for LCRPGR (i.e., ratio of LCR to PGR), except for the LCRPGR of the YRD (2000–2018) and CC (2000–2010), the LCRPGR of CC, the MRYR, and the YREB was lower than 1.28 during 2000–2018. (2) The gaps in both population and built-up area between the YREB and the three UAs did not narrow, but widened. (3) Compared with the LCRPGR in China, except for the LCRPGR of the YRD (2000–2018) and CC (2000–2010), the LCRPGR of the YREB increased from 1.21 to 1.23 between 2000–2010 and 2010–2015, and then decreased to 1.16 in 2015–2018, indicating that the relationship between LCR and PGR in the YREB is relatively stable. (4) A significant positive relationship (p < 0.001) was found between LCR and PGR in CC, the MRYR, the YRD, and the YREB. We conclude that the indicator SDG 11.3.1 is a helpful tool for evaluating land-use efficiency caused by the LCR and PGR at the UA level. Our results provide information support for promoting sustainable and coordinative development between LCR and PGR.

Spatial Sustainable Development Assessment Using Fusing Multisource Data from the Perspective of Production-Living-Ecological Space Division: A Case of Greater Bay Area, China

United Nations Sustainable Development Goal SDG11.3.1—the ratio of land consumption rate (LCR) to population growth rate (PGR) (LCRPGR)—aims to measure the efficiency and sustainability of urban land use. In recent years, SDG11.3.1 has been widely used in sustainable urban development research. However, previous studies have focused on the urban core area, while the sustainable development status of the urban peripheral areas (suburban and rural areas) that contribute significantly to the ecological environment has been neglected. To this end, relying on land use/cover change (LUCC) data obtained from high-resolution remote sensing satellite images rather than the single impervious surface data used in traditional research, according to the multiple functions of the land use type, the city is divided into three types of space: production, living, and ecological spaces. Research from the perspective of multi-scale coordination is of great significance for gaining a comprehensive understanding of the sustainable development status of urban space. Taking the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) in China as an example, in this paper, LUCC remote sensing data and comprehensive population and gross domestic product (GDP) data are used. From the multi-functional production-living-ecological space perspective, based on the original land use efficiency indicator, the ratio of land consumption rate (LCR) to economic growth rate (EGR) (LCREGR) is introduced and the analytic hierarchy process (AHP) is used to comprehensively evaluate the sustainable development level (SDL) of the space between 2000–2010 and 2010–2020 on the urban agglomeration and prefecture-level city scales. The results show that (1) the level of and changes in the spatial sustainable development are significantly different at different scales; (2) the division of the production-living-ecological spaces can guide cities to optimize different types of spaces in the future. This paper proposes a new evaluation method for spatial sustainable development, which provides a useful reference for any country or region in the world.

Land use efficiency of functional urban areas: Global pattern and evolution of development trajectories

The application of last-generation spatial data modelling, integrating Earth Observation, population, economic and other spatially explicit data, enables insights into the sustainability of the global urbanisation processes with unprecedented detail, consistency, and international comparability. In this study, the land use efficiency indicator, as developed in the Sustainable Development Goals, is assessed globally for the first time at the level of Functional Urban Areas (FUAs). Each FUA includes the city and its commuting zone as inferred from statistical modelling of available spatial data. FUAs represent the economic area of influence of each urban centre. Hence, the analysis of land consumption within their boundary has significance in the fields of spatial planning and policy analyses as well as many other research areas. We utilize the boundaries of more than 9,000 FUAs to estimate the land use efficiency between 1990 and 2015, by using population and built-up area data extracted from the Global Human Settlement Layer. This analysis shows how, in the observed period, FUAs in low-income countries of the Global South evolved with rates of population growth surpassing the ones of land consumption. However, in almost all regions of the globe, more than half of the FUAs improved their land use efficiency in recent years (2000-2015) with respect to the previous decade (1990-2000). Our study concludes that the spatial expansion of urban areas within FUA boundaries is reducing compactness of settlements, and that settlements located within FUAs do not display higher land use efficiency than those outside FUAs.

The Ratio of the Land Consumption Rate to the Population Growth Rate: A Framework for the Achievement of the Spatiotemporal Pattern in Poland and Lithuania

Indicator 11.3. 1 of the 2030 sustainable development goals (SDG) 11, i.e., the ratio of the land use to the population growth rate, is currently classified by the United Nations as a Tier II indicator, as there is a globally-accepted methodology for its calculation, but the data are not available, nor are not regularly updated. Recently, the increased availability of remotely sensed data and products allows not only for the calculation of the SDG 11.3. 1, but also for its monitoring at different levels of detail. That is why this study aims to address the interrelationships between population development and land use changes in Poland and Lithuania, two neighboring countries in Central and Eastern Europe, using the publicly available remotely sensed products, CORINE land cover and GHS-POP. The paper introduces a map modelling process that starts with data transformation through GIS analyses and results in the geovisualisation of the LCRPGR (land use efficiency), the PGR (population growth rate), and the LCR (land use rate). We investigated the spatial patterns of the index values by utilizing hotspot analyses, autocorrelations, and outlier analyses. The results show how the indicators’ values were concentrated in both countries; the average value of SDG 11.3. 1, from 2000 to 2018 in Poland amounted to 0.115 and, in Lithuania, to −0.054. The average population growth ratio (PGR) in Poland equaled 0.0132, and in Lithuania, it was −0.0067, while the average land consumption ratios (LCRs) were 0.0462 and 0.0067, respectively. Areas with an increase in built-up areas were concentrated mainly on the outskirts of large cities, whereas outliers of the LCRPGR index were mainly caused by the uncertainty of the source data and the way the indicator is interpreted.

Urban Land-Use Efficiency Analysis by Integrating LCRPGR and Additional Indicators

Sustainable Development Goal (SDG) target 11.3 is to enhance inclusive and sustainable urbanisation and capacity for participatory, integrated, and sustainable human settlement planning and management in all countries by 2030. Within that goal, the indicator SDG 11.3.1 is defined as the ratio of land consumption rate to population growth rate (LCRPGR). This ratio is primarily used to measure urban land-use efficiency and reveal the relationship between urban land consumption and population growth. The LCRPGR indicator is aimed at representing overall urban land-use efficiency. This study added compactness, urban expansion speed, and urban expansion intensity to better reflect the impact of built-up area changes on the overall urban land-use efficiency. In addition, this study combined LCRPGR and the land consumption per capita rate (LCPC) to comprehensively analyse the relationship between land consumption and population growth in existing built urban areas, expanded built urban areas, and total built areas. This study employed three years of urban built-up and population data for 2010, 2015, and 2020 for 338 cities along the Belt and Road region to analyse land-use efficiency. The results show that the average LCRPGR for the period 2010–2015 was 1.01, which is close to the recommended ideal LCRPGR value of 1.0 in the United Nations Human Settlements Programme. For 2015–2020, the LCRPGR was 0.71, indicating that the overall urban land consumption in the study area decreased. This is also supported by the fact that the urban expansion intensity in 2020 was weaker than that in 2015. In addition, according to research on the tendency of changes in the entire urban built-up area, the smaller the urban population, the slower the urban expansion speed, the smaller the compactness, and the increasingly complex the urban borders. In cities where the overall LCRPGR is far from the ideal value of 1, the entire built-up area is divided into existing and expanded urban regions. It was found that the average LCPC value in expanded built-up areas was higher than that of existing built-up areas, showing that as cities developed, the LCPC of the newly developed urban areas was greater than that of existing built-up areas. Meanwhile, the LCPC in the expanded built-up areas showed a decreasing trend over time from 2010 to 2015 to 2020, indicating that land use in the expanded built-up regions tended to be efficient. These findings provide helpful information in decision making for balancing urban land consumption with population growth.

Global Harmonization of Urbanization Measures: Proceed with Care

By 2050, two-thirds of the world's population is expected to be living in cities and towns, a marked increase from today's level of 55 percent. If the general trend is unmistakable, efforts to measure it precisely have been beset with difficulties: the criteria defining urban areas, cities and towns differ from one country to the next and can also change over time for any given country. The past decade has seen great progress toward the long-awaited goal of scientifically comparable urbanization measures, thanks to the combined efforts of multiple disciplines. These efforts have been organized around what is termed the "statistical urbanization" concept, whereby urban areas are defined by population density, contiguity and total population size. Data derived from remote-sensing methods can now supply a variety of spatial proxies for urban areas defined in this way. However, it remains to be understood how such proxies complement, or depart from, meaningful country-specific alternatives. In this paper, we investigate finely resolved population census and satellite-derived data for the United States, Mexico and India, three countries with widely varying conceptions of urban places and long histories of debate and refinement of their national criteria. At the extremes of the urban-rural continuum, we find evidence of generally good agreement between the national and remote sensing-derived measures (albeit with variation by country), but identify significant disagreements in the middle ranges where today's urban policies are often focused.

Spatial-Temporal Land Use and Land Cover Changes in Urban Areas Using Remote Sensing Images and GIS Analysis: The Case Study of Opole, Poland

Urban expansion is a dynamic and complex phenomenon, often involving adverse changes in land use and land cover (LULC). This paper uses satellite imagery from Landsat-5 TM, Landsat-8 OLI, Sentinel-2 MSI, and GIS technology to analyse LULC changes in 2000, 2005, 2010, 2015, and 2020. The research was carried out in Opole, the capital of the Opole Agglomeration (south-western Poland). Maps produced from supervised spectral classification of remote sensing data revealed that in 20 years, built-up areas have increased about 40%, mainly at the expense of agricultural land. Detection of changes in the spatial pattern of LULC showed that the highest average rate of increase in built-up areas occurred in the zone 3–6 km (11.7%) and above 6 km (10.4%) from the centre of Opole. The analysis of the increase of built-up land in relation to the decreasing population (SDG 11.3.1) has confirmed the ongoing process of demographic suburbanisation. The paper shows that satellite imagery and GIS can be a valuable tool for local authorities and planners to monitor the scale of urbanisation processes for the purpose of adapting space management procedures to the changing environment.

Urban Sprawl and Changes in Land-Use Efficiency in the Beijing–Tianjin–Hebei Region, China from 2000 to 2020: A Spatiotemporal Analysis Using Earth Observation Data

Sustainable development in urban areas is at the core of the implementation of the UN 2030 Agenda and the Sustainable Development Goals (SDG). Analysis of SDG indicator 11.3.1—Land-use efficiency based on functional urban boundaries—provides a globally harmonized avenue for tracking changes in urban settlements in different areas. In this study, a methodology was developed to map built-up areas using time-series of Landsat imagery on the Google Earth Engine cloud platform. By fusing the mapping results with four available land-cover products—GlobeLand30, GHS-Built, GAIA and GLC_FCS-2020—a new built-up area product (BTH_BU) was generated for the Beijing–Tianjin–Hebei (BTH) region, China for the time period 2000–2020. Using the BTH_BU product, functional urban boundaries were created, and changes in the size of the urban areas and their form were analyzed for the 13 cities in the BTH region from 2000 to 2020. Finally, the spatiotemporal dynamics of SDG 11.3.1 indicators were analyzed for these cities. The results showed that the urban built-up area could be extracted effectively using the BTH_BU method, giving an overall accuracy and kappa coefficient of 0.93 and 0.85, respectively. The overall ratio of the land consumption rate to population growth rate (LCRPGR) in the BTH region fluctuated from 1.142 in 2000–2005 to 0.946 in 2005–2010, 2.232 in 2010–2015 and 1.538 in 2015–2020. Diverged changing trends of LCRPGR values in cities with different population sizes in the study area. Apart from the megacities of Beijing and Tianjin, after 2010, the LCRPGR values were greater than 2 in all the cities in the region. The cities classed as either small or very small had the highest LCRPGR values; however, some of these cities, such as Chengde and Hengshui, experienced population loss in 2005–2010. To mitigate the negative impacts of low-density sprawl on environment and resources, local decision makers should optimize the utilization of land resources and improve land-use efficiency in cities, especially in the small cities in the BTH region.

Monitoring of Urban Sprawl and Densification Processes in Western Germany in the Light of SDG Indicator 11.3.1 Based on an Automated Retrospective Classification Approach

By 2050, two-third of the world’s population will live in cities. In this study, we develop a framework for analyzing urban growth-related imperviousness in North Rhine-Westphalia (NRW) from the 1980s to date using Landsat data. For the baseline 2017-time step, official geodata was extracted to generate labelled data for ten classes, including three classes representing low, middle, and high level of imperviousness. We used the output of the 2017 classification and information based on radiometric bi-temporal change detection for retrospective classification. Besides spectral bands, we calculated several indices and various temporal composites, which were used as an input for Random Forest classification. The results provide information on three imperviousness classes with accuracies exceeding 75%. According to our results, the imperviousness areas grew continuously from 1985 to 2017, with a high imperviousness area growth of more than 167,000 ha, comprising around 30% increase. The information on the expansion of urban areas was integrated with population dynamics data to estimate the progress towards SDG 11. With the intensity analysis and the integration of population data, the spatial heterogeneity of urban expansion and population growth was analysed, showing that the urban expansion rates considerably excelled population growth rates in some regions in NRW. The study highlights the applicability of earth observation data for accurately quantifying spatio-temporal urban dynamics for sustainable urbanization and targeted planning.

The Commitment of Spanish Local Governments to Sustainable Development Goal 11 from a Multivariate Perspective

The commitment of governments to sustainable development was materialised in the Millennium Development Goals (MDGs) and later in the Sustainable Development Goals (SDGs), the latter being a more ambitious project that positions local governments as the main agents for its implementation. With the aim of improving the sustainability of cities, this research analyses the commitment of Spanish local governments to the SDG-11, indicating possible improvements with the aim of complying with Agenda 2030. We use the X-STATIS study technique with graphic representations. The results indicate a positive trend towards achieving SDG-11, in which progressive governments are concerned with issues of inclusive and sustainable urbanisation as a result of increased citizen participation, and conservative governments focus on slum upgrading and safety in inclusive and accessible public spaces. In addition, the ideological coincidence between different administrative levels is an impetus to the fulfilment of SDG-11.
