Fiscal agricultural expenditures' impact on sustainable agricultural economic development: Dynamic marginal effects and impact mechanism

Sustainable agricultural economic development is the core task for achieving the objective of rural revitalization strategy in China, which cannot be separated from the support and guidance of fiscal policy, and agricultural industry integration is a key path for the fiscal promotion of sustainable agricultural economic development. This paper systematically examines the interaction mechanism between fiscal agricultural expenditures and sustainable agricultural economic development by using 31 provincial panel data in China from 2008 to 2020 and adopting a two-way fixed effect model, a panel quantile model, and a mediating effect model, respectively. The results show that the impact of fiscal agricultural expenditures on sustainable agricultural economic development is significantly positive, and appears a dynamic increasing trend with the agricultural development stage upgrading. Moreover, heterogeneity analysis shows that the effect of fiscal agricultural expenditures is more obvious for the samples in the central region and with a high share of primary industry. Further, a mediating effect test finds that agricultural industry integration plays a mediating mechanism between fiscal agricultural expenditures and sustainable agricultural economic development. Therefore, this paper proposes constructing a long-term investment mechanism for fiscal agricultural expenditures, formulating differentiated fiscal support policies for agriculture, and prioritizing support for agricultural industry integration, which provides theoretical support and policy inspiration for promoting sustainable agricultural economic development.

Resilience of Stevia rebaudiana (Bertoni) Bertoni in the Underwater Biospheres of Nemo's Garden®: Adaptation to New Cultivation Systems

The Nemo's Garden^® project is an alternative production system for areas with scarce cultivable land but significant presence of water; thus, it is an interesting intervention to address the climate crisis. This work aimed to evaluate the micromorphological, biochemical, and phytochemical characteristics of Stevia rebaudiana (Bertoni) Bertoni grown underwater compared to the terrestrial specimens. The micromorphological analyses, performed on the leaves using light microscopy, fluorescence microscopy, and scanning electron microscopy, evidenced a general uniformity of the trichome morphotype and distribution pattern. The histochemical investigation indicated the simultaneous presence of terpenes and polyphenols in the trichome secreted material from the underwater samples and a prevailing polyphenolic content in the terrestrial specimens; this was also confirmed by biochemical analyses (26.6 mg GAE/g DW). The characterization of non-volatile components, performed using HPLC-MS, showed similar chemical profiles in all the samples, which were characterized by phenolic compounds and steviol glycosides. The volatile compounds, evaluated using HS-SPME coupled with GC-MS, showed sesquiterpene hydrocarbons as the main class in all the analyzed samples (80.1-93.9%). However, the control plants were characterized by a higher content of monoterpene hydrocarbons (12.1%). The underwater biosphere environment did not alter S. rebaudiana micro-morphological characters, although slight qualitative changes were evidenced for the compounds produced as a response to the growth conditions.

Ample room for reducing agrochemical inputs without productivity loss: The case of vegetable production in Uruguay

Vegetables are commonly produced with high inputs of pesticides and fertilisers to boost production and meet cosmetic market standards. Yet, reports on the relationships between agrochemical inputs and crop productivity are scattered and an overview is missing. We assessed the relationship between pesticide and nutrient inputs and crop productivity for five vegetable crops in the south of Uruguay at field and farm level and explored the relation with farm resource endowment. We analysed crop yield and input use for tomato, onion, sweet potato, and strawberry with a dataset of 82 farms and 428 fields constructed between 2012 and 2017. Clear crop-specific patterns in pesticide and nutrient input levels were found, despite considerable variation across fields within the same crop. Strawberry and long cycle tomato had the greatest pesticide input regarding of the number of applications (20 and 18, respectively) and pesticide load (21 kg AI ha^-1). Cumulative nutrient inputs were greatest for long cycle tomato (1127 kg ha^-1). The relationships between inputs and yield were weak or non-significant, indicating inefficiencies and overuse of inputs, and there was no agronomical rationale for input use. We found substantial variation in management practices between fields and farms. In several cases, 21% of the fields and 17% of the farms producing onion, strawberry and tomato, attained relatively high yield levels with limited input levels. Yield and input use levels were not related to farm resource endowment. Our findings question the efficiency of the current high levels of pesticide and nutrient inputs in Uruguayan vegetable systems. The inputs may pose environmental and human health risks and in most cases did not increase yields. Learning from positive deviant farmers in combination with guided farm redesign, high-quality extension services, and use of context-specific knowledge and technologies may equip farmers to use more sustainable management practices.

The Role of Education in the Transition towards Sustainable Agriculture: A Family Farm Learning Perspective

This paper deals with the analysis of decision-making processes at the family-farm level with reference to the transition towards sustainable agriculture. Despite literature that has underlined the relevance of education in strategic decision making, less attention has been devoted to the (family) collective decision-making process by taking into account the maximum level of education of the family members regardless of the position and whether they are the manager of the family farm or not. Therefore, this paper tries to fill a gap in literature by emphasizing the family farm’s collective decision-making process. In order to empirically measure this relevance, an econometric model was carried out that allowed us to evidence clear differences in the transition paths among various typologies of family farms on the basis of the level of education. Our results confirm the impact of education at the collective family level on transition towards more sustainable agricultural practices. This is particularly true in remote rural areas, where the transition is realized with higher intensity with respect to other territorial contexts. This brings about policy implications on enskilling farmers and upgrading their level of human capital.

Energy Self-Subsistence of Agriculture in EU Countries

The paper’s main purpose was to identify the level and factors influencing the consumption of bioenergy of agricultural origin in agriculture in EU countries. All EU countries were deliberately selected for research, as of 31 December 2018. The research period covered the years 2004 to 2018. The sources of materials were the subject literature, Eurostat data, and IEA (International Energy Agency) data. The following methods were used for the analysis and presentation of materials: descriptive, tabular, graphical, Gini concentration coefficient, Lorenz concentration curve, descriptive statistics, Kendall’s tau correlation coefficient and Spearman’s rank correlation coefficient. In the EU, there was a high level of concentration of renewable energy consumption in several countries. There was also no change in the use of bioenergy of agricultural origin in agriculture, but the concentration level was low. The degree of concentration has not changed for both parameters of renewable energy over a dozen or so years, which proves a similar pace of development of the use of renewable energy sources in individual EU countries. Higher consumption of bioenergy of agricultural origin in agriculture was shown to occur in economically developed countries, but with high agricultural production. There was a strong correlation between the consumption of bioenergy of agricultural origin in agriculture for the entire EU and individual economic parameters in the field of energy and agriculture. The relations were positive for all economic parameters, for total renewables and biofuels consumption and for agricultural production parameters. Negative relations concerned the total energy consumption and parameters related to the area of agricultural crops.

Will Farmers Accept Lower Gross Margins for the Sustainable Cultivation Method of Mixed Cropping? First Insights from Germany

A decline in the legume cultivation has contributed to the biodiversity loss within the agricultural production across Europe. One possibility to include legumes into the production and promote sustainability is mixed cropping with legumes and non-legumes. However, the adoption of mixed cropping is challenging for farmers and information about the profitability is scarce. If mixed cropping should become a widely established production method, it is essential to gain an understanding of famers’ evaluation of the profitability mixed cropping needs to reach. Therefore, this article provides first empirical insights into farmers stated willingness to accept gross margin changes compared to current production possibilities. Based on a survey with results from 134 German non-adopters conducted in 2018 we can distinguish conventional farmers with a positive, neutral and negative willingness to accept reductions in gross margins as the trade-off for ecological benefits. Using an ordered logistic model we find that risk attitude, risk perception, the number of measures performed for ecological focus areas, the farmer’s age and being located in the south of Germany influence their willingness to accept gross margin changes compared to currently produced cereals.
