Assessing the Effectiveness of Mitigation Strategies for Flood Risk Reduction in the Segamat River Basin, Malaysia

Pathways of ecosystem-based disaster risk reduction: A global review of empirical evidence

Ecosystems provide valuable services in reducing the risks of disasters through various pathways, which are increasingly recognized as sustainable strategies for disaster management. However, there remains limited information on the underlying ecological processes of risk reduction. This paper addresses this gap by synthesizing ecological mechanisms and evaluating the 'level of evidence' and 'scale of use' through a review of 64 peer-reviewed research articles published between 2015 to 2022. These research articles covered nine types of disasters, predominantly floods (42.19 %), followed by urban heat waves (18.75 %), storm runoff (10.94 %), coastal erosion (9.38 %), tsunamis (4.69 %), and avalanches and landslides (6.25 % each). The level of evidence supporting ecological processes for disaster risk reduction is moderate, as is the 'scale of use'. Results show that there are a few studies describing the mechanism of ecosystem-mediated risk reduction and are mostly limited to the causal relationship. Empirical evidence demonstrates that forest and freshwater ecosystems buffer the risk of urban heat through processes such as transpiration, solar radiation interception, and evaporative cooling, while flood risks are mitigated by enhancing evapotranspiration, reducing water runoff time, and facilitating infiltration rates. Coastal erosion is reduced by dissipating wave energy and through beach nourishment, which facilitates ecological succession. The review underscores that hazard attenuation depends on factors such as forest type (e.g., species composition, age structure, and area), and landscape characteristics (e.g., matrix, composition and configuration). Moreover, the geographic scope of published research is largely confined to developed countries and the global north. Multidisciplinary research involving ecologists and disaster experts is imperative to address existing knowledge gaps and enhance the integration of ecosystem-based adaptation into disaster risk reduction strategies.

Rapid Extreme Tropical Precipitation and Flood Inundation Mapping Framework (RETRACE): Initial Testing for the 2021–2022 Malaysia Flood

The 2021–2022 flood is one of the most serious flood events in Malaysian history, with approximately 70,000 victims evacuated daily, 54 killed and total losses up to MYR 6.1 billion. From this devastating event, we realized the lack of extreme precipitation and flood inundation information, which is a common problem in tropical regions. Therefore, we developed a Rapid Extreme TRopicAl preCipitation and flood inundation mapping framEwork (RETRACE) by utilizing: (1) a cloud computing platform, the Google Earth Engine (GEE); (2) open-source satellite images from missions such as Global Precipitation Measurement (GPM), Sentinel-1 SAR and Sentinel-2 optical satellites; and (3) flood victim information. The framework was demonstrated with the 2021–2022 Malaysia flood. The preliminary results were satisfactory with an optimal threshold of five for flood inundation mapping using the Sentinel-1 SAR data, as the accuracy of inundated floods was up to 70%. Extreme daily precipitation of up to 230 mm/day was observed and resulted in an inundated area of 77.43 km2 in Peninsular Malaysia. This framework can act as a useful tool for local authorities and scientists to retrace the extreme precipitation and flood information in a relatively short period for flood management and mitigation strategy development.

Urban Inundation under Different Rainstorm Scenarios in Lin'an City, China

Under the circumstances of global warming and rapid urbanization, damage caused by urban inundation are becoming increasingly severe, attracting the attention of both researchers and governors. The accurate simulation of urban inundation is essential for the prevention of inundation hazards. In this study, a 1D pipe network and a 2D urban inundation coupling model constructed by InfoWorks ICM was used to simulate the inundation conditions in the typical urbanized area in the north of Lin’an. Two historical rainfall events in 2020 were utilized to verify the modeling results. The spatial–temporal variation and the causes of urban inundation under different designed rainfalls were studied. The results were as follows: (1) The constructed model had a good simulation accuracy, the Nash–Sutcliffe efficiency coefficient was higher than 0.82, R² was higher than 0.87, and the relative error was ±20%. (2) The simulation results of different designed rainfall scenarios indicated that the maximum inundation depth and inundation extent increased with the increase in the return period, rainfall peak position coefficient, and rainfall duration. According to the analysis results, the urban inundation in Lin’an is mainly affected by topography, drainage network (spatial distribution and pipe diameter), and rainfall patterns. The results are supposed to provide technical support and a decision-making reference for the urban management department of Lin’an to design inundation prevention measures.

Investigation of the low impact development strategies for highly urbanized area via auto-calibrated Storm Water Management Model (SWMM)

This study aims to investigate the effectiveness of the low impact development (LID) practices on sustainable urban flood storm water management. We applied three LID techniques, i.e. green roof, permeable pavements and bioretention cells, on a highly urbanized watershed in Istanbul, Turkey. The EPA-SWMM was used as a hydrologic-hydraulic model and the model calibration was performed by the well-known Parameter ESTimation (PEST) tool. The rainfall-runoff events occurred between 2012 and 2020. A sensitivity analysis on the parameter selection was applied to reduce the computational cost. The Nash-Sutcliffe efficiency coefficient (NSE) was used as the objective function and it was calculated as 0.809 in the model calibration. The simulations were conducted for six different return periods of a storm event, i.e. 2, 5, 10, 25, 50 and 100 years, in which the synthetic storm event hyetographs were produced by means of the alternating block method. The results revealed that the combination of green roof and permeable pavements have the major impact on both the peak flood reduction and runoff volume reduction compared to the single LIDs. The maximum runoff reduction percentage was obtained as 56.02% for a 10 years return period of a storm event in the combination scenario.
