Abstract
As distribution grids are made to accommodate significant amounts of renewable energy resources, the power system evolves from a classical producer-consumer scheme to a new one that includes individual prosumers or energy communities. This article contributes to the exploration of the solution to the dilemma of whether to be a distributed prosumer or an energy community prosumer by comparing the profitability of these two business models. To achieve this goal, a high-resolution methodology is created for measuring economic performance via proposed indices under different development scenarios of renewable proliferation and various network configurations. The developed methodology considers today’s electricity billing and renewable support scheme net metering. The results indicate that, first, the energy community is a more profitable framework than the individual distributed prosumer: avoided costs for energy community are, on average, 20% higher than for the individual, resulting in a payback period of the energy community that is about two times shorter than for owners of rooftop installations. Such promising results should encourage ordinary consumers to be members of energy communities. Second, the energy losses in the power distribution system are slightly higher for the case of energy communities rather than individual prosumers, yet the difference is insignificant, about 0.2%. Third, regulatory barriers shall be removed to enable participation of Latvian prosumers and distribution system operators to the energy communities, as it will benefit all the stakeholders and facilitate economically efficient energy transition. The results of this study could be adopted by decision-makers, such as government agencies, companies, and solar and wind turbine owners.

Abstract
The emergence of energy communities represents a promising option to democratize the energy system by empowering consumers to take a more active role. This can aid in achieving energy and environmental goals as well as encouraging more equitable distribution of costs and revenues between all parties on the energy system. Despite this potential, energy communities are still a nascent solution, the success of which is heavily influenced by regulations. As a result, there are a wide variety of organizational structures for energy communities at this time. This paper provides a review of the policy landscape in Spain as it relates to energy communities. This work also presents a formalized method for characterizing different energy community structures and provides a qualitative assessment of the impacts of different measures to encourage energy communities with respect to their organizational structure. Findings suggest that many market-focused measures, including wholesale, local flexibility, capacity, and multisector market measures favor larger, more integrated communities, while regulatory, legal, and organizational measures, including peer-to-peer trading, aggregation, and self-consumption favor smaller, more distributed communities. Additionally, when developing policies to encourage the growth of energy communities, policymakers should be cognizant of the progression of policies in the context of the desired outcomes for energy community growth specific to the region or country and its goals.

Abstract
Positive Energy Districts (PEDs) are considered as one of the pioneer strategies to guide cities in their energy planning process towards climate neutrality in an attractive, innovative and human-centered way. The concept of PED is the result of a long co-creation process and integrates several multidimensional features, aiming to promote the sustainable development of urban areas and the transition of cities towards a climate neutral energy system. The paper provides an overview of the first outcomes of WG1 “PED Mapping, Characterization and Learning”, in the research COST Action CA19126 “Positive Energy Districts European Network” (PED-EU-NET). This study describes activities that focus on creating a comprehensive PED-Database by mapping existing concepts, strategies, projects, technological and non-technological solutions related to PEDs in Europe. The main objective of the Database is to support municipalities through the decision-making process by providing strategies for building and running a successful PED that can provide alternatives to consider, and is powered by an interactive web-based map. The design of the Database framework is supported by a step-by-step methodology adopted in the framework of the CA19126 in order to develop the PED-Database as an interactive, updatable and user-friendly tool.
