From Comparative and Statistical Assessments of Liveability and Health Conditions of Districts in Hong Kong towards Future City Development

A Lifecycle-Based Smart Sustainable City Strategic Framework for Realizing Smart and Sustainability Initiatives in Riyadh City

Smart cities rely on innovative technologies, guidelines, and mechanisms to advance city dwellers’ quality of life (QoL). Notwithstanding the global attention the smart city concept has received within the last decade, studies establishing pragmatic approaches for implementing smart sustainable city strategies in the Gulf region are rare. This study modelled a practical framework for implementing smart sustainable city strategies and megaprojects in one of the Gulf cities. A qualitative research methodology was used to assess smart city strategies from four cities to identify the optimum implementation strategies. This study design framework adopted a case study methodology, the identification of knowledge gaps, data collection and analysis, and interpretations of key findings. Best practices, paramount/relevant stakeholders, main issues/relevant considerations, 15 key performance indicators (KPI), and outputs/deliverables involved in diverse smart sustainable city strategies and project lifecycle phases were identified. The lifecycle phases adopted in the study were (i) conceptualization, (ii) planning/design, and (iii) installation/closure. A pragmatic understanding of how to effectively appraise, monitor, and implement smart sustainable city strategies and megaprojects is provided for policy/decision-makers and built environment experts in Saudi Arabia and globally. The proposed implementation strategic framework can perform the function of an appraisal tool for assessing each phase of the smart city project’s life cycle progress, informing preventions of delays or implementation challenges. This study’s contribution to research knowledge is the development of a model that reveals and illustrates the connections between different phases of smart sustainable city strategies and projects.

Current Situation and Sustainable Renewal Strategies of Public Space in Chinese Old Communities

Old community renovation is now gradually receiving attention in China's urban construction development, and how to make its public space sustainable has become a research topic. This paper conducts a study of the current situation of public space in old communities from the surface to the deep through field research methods. This paper has summarized four spatial characteristics of public space in old communities, including the increase of boundary space; spatial function is polarized between context-specific user groups and complex but sustainable symbiotic systems. Based on these findings, this paper proposes three sustainable renovation considerations and strategies, which include respecting the rationales of the original space, stimulating the cooperation of stakeholders, and recreating the daily life of residents.

Developing a Health-Spatial Indicator System for a Healthy City in Small and Midsized Cities

A recent examination of the significant role of public health has prompted calls to re-investigate how the urban environment affects public health. A vital part of the solution includes Healthy City initiatives that have been the subject of extensive policies, implications, and practices globally. However, the existing literature mainly focuses on big cities and metropolitan areas, while investigations into small and midsized cities (SMCs) are lacking, and thus reflect the underlying issues of health inequity. This study develops an indicator system for evaluating Healthy City initiatives in SMCs, linking urban design and public health, supported by the analyzed opinions from experts collected using both questionnaires and interviews. The indicator system includes six primary dimensions and 37 variables: urban form and transportation (UFT); health-friendly service (HFS); environmental quality and governance (EQG); community and facility (CF); green and open space (GOS); and ecological construction and biodiversity (ECB). A fuzzy synthetic evaluation technique was used to assess the relative importance of factors, emphasizing the importance of UFT, HFS, and EQG, with importance indexes of 0.175, 0.174, and 0.174, respectively. This indicator system is helpful for SMCs seeking to construct a Healthy City in the future, and is based on urban design and governance inputs and for enhancing the Healthy City knowledge base of cities of varied scales.

Spatiotemporal Dynamics of Ecological Security Pattern of Urban Agglomerations in Yangtze River Delta Based on LUCC Simulation

Urbanization has not only promoted economic development, but also significantly changed land use and development strategy. The environmental problems brought by urbanization threaten ecological security directly. Therefore, it is necessary to introduce changes in land use when constructing an ecological security pattern. This study takes the Yangtze River Delta urban agglomeration, one of the most economically developed regions in China, as the research area. Based on its land use status, the Cellular Automata–Markov model was used to predict the quantitative change and transfer of land-use types in 2025, and three types of land-use patterns were simulated under different scenarios. Combined with the pressure–state–response model, the Entropy TOPSIS comprehensive evaluation model is used to evaluate the three phases in the years of 2005, 2010, and 2015, and the results indicated that the safety level dropped from 85.45% to 82.94%. Five spatial associations were obtained from the spatial autocorrelation analysis using GeoDA, and the clustering distribution of the three phases was roughly the same. Based on the requirements of “Natural Growth” scenario, “Urban Sprawl” scenario, and “Ecological Protection” scenario, the transfer matrix of the various land-use types were modified rationally. The results of scenario simulations illustrated that the level of urbanization was inversely proportional to the level of ecological security. The surrounding cities in the northern part of Taihu Lake were developing rapidly, with low levels of ecological security. The hilly cities in the southern part, in contrast, developed slowly and had a high level of ecological security. Based on the temporal and spatial changes in the ecosystem, an ecosystem optimization model was proposed to determine the ecological functional areas. The nature of each functional area provided the basis to formulate urban construction and management plans and achieve sustainable urban development.

Retrieval of Land-Use/Land Cover Change (LUCC) Maps and Urban Expansion Dynamics of Hyderabad, Pakistan via Landsat Datasets and Support Vector Machine Framework

Land-use/land cover change (LUCC) is an important problem in developing and under-developing countries with regard to global climatic changes and urban morphological distribution. Since the 1900s, urbanization has become an underlying cause of LUCC, and more than 55% of the world’s population resides in cities. The speedy growth, development and expansion of urban centers, rapid inhabitant’s growth, land insufficiency, the necessity for more manufacture, advancement of technologies remain among the several drivers of LUCC around the globe at present. In this study, the urban expansion or sprawl, together with spatial dynamics of Hyderabad, Pakistan over the last four decades were investigated and reviewed, based on remotely sensed Landsat images from 1979 to 2020. In particular, radiometric and atmospheric corrections were applied to these raw images, then the Gaussian-based Radial Basis Function (RBF) kernel was used for training, within the 10-fold support vector machine (SVM) supervised classification framework. After spatial LUCC maps were retrieved, different metrics like Producer’s Accuracy (PA), User’s Accuracy (UA) and KAPPA coefficient (KC) were adopted for spatial accuracy assessment to ensure the reliability of the proposed satellite-based retrieval mechanism. Landsat-derived results showed that there was an increase in the amount of built-up area and a decrease in vegetation and agricultural lands. Built-up area in 1979 only covered 30.69% of the total area, while it has increased and reached 65.04% after four decades. In contrast, continuous reduction of agricultural land, vegetation, waterbody, and barren land was observed. Overall, throughout the four-decade period, the portions of agricultural land, vegetation, waterbody, and barren land have decreased by 13.74%, 46.41%, 49.64% and 85.27%, respectively. These remotely observed changes highlight and symbolize the spatial characteristics of “rural to urban transition” and socioeconomic development within a modernized city, Hyderabad, which open new windows for detecting potential land-use changes and laying down feasible future urban development and planning strategies.
