It Takes Two to Tango: How Ability and Morality Shape Consumers' Willingness to Refill and Reuse

The waste problem in the U.S. has only intensified in recent years, first due to China's National Sword Policy and then to the COVID-19 pandemic. One solution to this problem is to encourage people to adopt pro-environmental behaviors such as opting for reusables and products with plastic-free alternate packaging. In this study, we employ the value-belief-norm theory to examine whether its proposed causal chain predicts consumers' willingness to use reusables and products with plastic-free alternate packaging. We also explore the moderating role of perceived behavior control, one of the strongest predictors of environmental behaviors. Our research provides support to the value-belief-norm theory in predicting behavioral willingness. The moderating role of perceived behavior control provides additional insight into the theoretical model and furnishes practical implications for strategic communication designed to encourage the adoption of reusables and alternative packaging.

U.S. plastic waste exports: A state-by-state analysis pre- and post-China import ban

This study analyzes the regional implications of China's 2017 import ban on plastic waste by examining U.S. census data. A statistically significant decrease in total U.S. plastic waste exports was found, dropping from about 1.4 million tons to 0.6 million tons in the post-ban period. California remained the top exporter, throughout both pre- and post-ban periods, while South Carolina exhibited the highest per capita exports. Malaysia emerged as the largest importer of U.S. plastic waste, followed by Vietnam, Indonesia, and Thailand. The ban also led to a change in the composition of the exported plastic waste. Ethylene polymers increased from 32.6% of total exports in the pre-ban period to 46.9% in the post-ban period. Other plastics (vinyl chloride polymers, styrene polymers, and for plastics not elsewhere specified or included) decreased from 67.4% of total exports in the pre-ban period to 53.1% in the post-ban period. Moreover, we found that exporting plastic waste has significant environmental and human health impacts. For example, the Global Warming Potential (GWP) decreased from 20 million tons CO2-eq in the scenario where 100% of plastics are exported, or 25 million tons exported from the U.S. since 2002, to -11.1 million tons CO2-eq in the scenario where 100% of plastics are treated domestically. Transportation exacerbates these impacts for exported waste scenarios, increasing to 5.4 million tons CO2-eq when plastics are exported by ship while decreasing to 0.9 million tons CO2-eq for domestic treatment. Although exporting plastic waste is initially cost-effective, our study highlights that investing in domestic waste management can yield significant long-term benefits, considering the environmental and public health impacts. Therefore, it is crucial to prioritize context-specific solutions to address the challenges of the evolving global plastic waste landscape.

Evaluation of mixed #3-7 plastic waste from material recovery facilities (MRFs) in the United States

Plastic recycling rates are still low in the United States (U.S.), with less than 10% of municipal solid waste (MSW) plastic being recycled. Most unrecycled plastics are identified by Resin Identification Codes (RIC) from #3-7, which are commonly destined for landfill or waste-to-energy facilities (WTE). Therefore, the composition and quality of outbound bales containing #3-7 plastics were assessed to understand the potential to increase recycling rates. Three bales were sourced from three different Material Recovery Facilities (MRFs) located in the United States. Each bale was manually sorted and characterized for quality and performance via multiple plastic characterization techniques. Considerable differences in bale composition were observed between MRFs, which correlated with the technology used by each MRF in the sorting process. The differences were substantial in the residual levels of poly(ethylene terephthalate) (PET) and high-density polyethylene (HDPE), which are highly desired for mechanical recycling processes and not expected in #3-7 plastics bales. Traditional recycling processes including washing, extrusion, and injection molding of the sorted material were employed prior to the physical, thermal, and molecular characterization. Despite differences in bale composition by plastic type, some polymer properties were similar across MRFs. This research suggests that landfill-diverted mixed plastic waste can be utilized in the mechanical recycling of currently unrecycled materials, as processes can be designed to work with consistent polymer properties. It also highlights the need to upgrade the sorting systems to prevent waste feedstocks, which can be recycled with current technologies, from contaminating other plastic streams or reach landfills.

Rethinking plastic recycling: A comparison between North America and Europe

In this article, we identify the problem of plastic proliferation, the consequent expansion of plastic waste in our society, the inadequacies of current attempts to recycle plastic, and the urgency to address this problem in the light of the microplastic threat. It details the problems with current efforts to recycle plastic and the particularly poor recycling rates in North America (NA) when compared to certain countries in the European Union (EU). The obstacles to plastic recycling are overlapping economic, physical and regulatory problems spanning fluctuating resale market prices, residue and polymer contamination and offshore export which often circumvents the entire process. The primary differences between the EU and NA are the costs of end-of-life disposal methods with most EU citizens paying much higher prices for both landfilling and Energy from Waste (incineration) costs compared with NA. At the time of writing, some EU states are either restricted from landfilling mixed plastic waste or the cost is significantly greater than in NA ($80 to 125 USD/t vs $55 USD/t). This makes recycling a favourable option in the EU, and, in turn, has led to more industrial processing and innovation, more recycled product uptake, and the structuring of collection and sorting methods that favour cleaner polymer streams. This is a self-re-enforcing cycle and is evident by EU technologies and industries that have emerged to process "problem plastics", such as mixed plastic film wastes, co-polymer films, thermosets, Polystyrene, (PS) Polyvinyl Chloride (PVC), and others. This is in contrast with NA recycling infrastructure, which has been tailored to shipping low-value mixed plastic waste abroad. Circularity is far from complete in any jurisdiction as export of plastic to developing countries is an opaque, but often used disposal method in the EU as it is in NA. Proposed restrictions on off-shore shipping and regulations requiring minimum recycled plastic content in new products will potentially increase plastic recycling by increasing both supply and demand for recycled product.
