Criteria for Smart City Identification: A Systematic Literature Review

The Delphi method to analyze the expert views on possible futures of the smart city adoption and development in developing countries: the case of Jordan

Smart cities are characterized by the integration of various technologies and the use of data to achieve several objectives. These objectives include the creation of efficiencies, boosting economic development, expanding sustainability, and improving the overall quality of life for individuals residing and working within the urban environment. The aim of this study is to analyze the future of smart cities with respect to developing countries, specifically Jordan as the case. This analysis is based on the opinions and feedback from the field experts. In this study, we are tapping into multiple domains of smart cities such as smart governance, education, healthcare, communication, transportation, security, energy, and sustainability. The field experts' consensus was developed with the Delphi method. The Delphi survey comprises eight questions to assess the views about smart city adoption and development with respect to Jordan. The results and findings of this study revealed specific challenges and opportunities in smart city adoption with respect to Jordan. The experts' opinions have validated the study of the 2023 Smart City Index report. They have offered crucial input and future guidance for the adoption of smart cities in Jordan. Additionally, they have indicated which domains of smart cities should be prioritized during the implementation in Jordan.

Does the perception of smart governance enhance commercial investments? Evidence from Beijing, Shanghai, Guangzhou, and Hangzhou

This study explores how the perception of specific aspects of smart governance affects the business environment as to attract investment. To this end, we used a survey design and collected data from Beijing, Shanghai, Guangzhou, and Hangzhou. A total of 500 responses from different industries and companies were obtained and then empirically analyzed using ridge regression and intermediary effect models. We found that the perception of smart governance enhances investment due to strong governance and abundant business opportunities. Natural sustainability attracts investment directly because, when cities become smart, they tend to improve their sustainability and attract talent and capital inflows. This external participation has a direct impact on enterprise investment because it creates more business opportunities. An improved social credit system represents the comprehensive progress of the business environment and positively mediates smart governance and investment. This is the first study to combine the key elements of smart governance, the development stage of smart governance, and various dimensions of the business environment to analyze the influence of smart governance perceptions on commercial investments.

The Need for Cybersecurity in Industrial Revolution and Smart Cities

Cities have grown in development and sophistication throughout human history. Smart cities are the current incarnation of this process, with increased complexity and social importance. This complexity has come to involve significant digital components and has thus come to raise the associated cybersecurity concerns. Major security relevant events can cascade into the connected systems making up a smart city, causing significant disruption of function and economic damage. The present paper aims to survey the landscape of scientific publication related to cybersecurity-related issues in relation to smart cities. Relevant papers were selected based on the number of citations and the quality of the publishing journal as a proxy indicator for scientific relevance. Cybersecurity will be shown to be reflected in the selected literature as an extremely relevant concern in the operation of smart cities. Generally, cybersecurity is implemented in actual cities through the concerted application of both mature existing technologies and emerging new approaches.
