An Evolutionary Game Study of an Ecological Industry Chain Based on Multi-Agent Simulation: A Case Study of the Poyang Lake Eco-Economic Zone

An evolutionary analysis of corruption in the process of collecting environmental tax in China

Considering the bargaining power of enterprises, this paper distinguishes between "Offering Bribes Voluntarily" (OBV) and "Offering Bribes under Pressure from Environmental Inspectors" (NOBV). An evolutionary game model between environmental inspectors and enterprises is constructed to study the corruption of environmental inspectors in the process of environmental tax collection under the system of upward accountability. At the same time, numerical simulations are carried out using China's pollution discharge data and pollution discharge fee collection standards in 2017. The results show that when enterprises have different bargaining powers, there are differences in the evolutionary stable strategy (ESS) in the process of environmental tax collection. Enterprises with weak bargaining power may adopt "OBV" strategy. Under the system of upward accountability, it is difficult for the public to form adequate supervision over polluting enterprises and environmental inspectors. Only with the power of the upper-level government can the public's supervisory role be brought into play. High audit costs and environmental tax rates may be objective incentives for environmental inspectors' corruption and enterprises' bribery.

Does an Ecological Industry Chain Improve the Eco-Efficiency of an Industrial Cluster? Based on Empirical Study of an Energy-Intensive Industrial Cluster in China

An energy-intensive industrial cluster is a combination and integration of energy-intensive industries formed by ecological industry chains. Eco-efficiency may reflect the effect of ecological industry chains in an energy-intensive industrial cluster. To evaluate the eco-efficiency of energy-intensive industries, industry chains, and industrial clusters with different level of eco-industry chains, the eco-efficiency is decomposed into two dimensions of resource efficiency and environment efficiency. The eco-efficiency evaluation index system and models of energy-intensive industries are constructed to analyze the eco-efficiency using a two-dimensional three-layer matrix framework, including energy-intensive industries, ecological industry chains, and industrial clusters. This paper presents an empirical and comparative analysis based on data from the chemical industry, building materials industry, metallurgy industry, and thermal power industry from 2004 to 2015. The results show that the eco-efficiency of energy-intensive industry, energy-intensive industry chains, and energy-intensive industrial clusters are all on the rise. The eco-efficiency of energy-intensive industrial clusters and energy-intensive industry chains are obviously higher than that of any single energy-intensive industry. This finding indicates that the ecological industry chains of an energy-intensive industrial cluster have improved the eco-efficiency. In recent years, the effect of ecological industry chains and network construction has been significant, but not tight enough.

Does Whistleblowing Work for Air Pollution Control in China? A Study Based on Three-party Evolutionary Game Model under Incomplete Information

During China’s air pollution campaign, whistleblowing has become an important way for the central government to discover local environmental issues. The three parties involved in whistleblowing are: the central government environmental protection departments, the local government officials, and the whistleblowers. Based on these players, this paper has constructed an Evolutionary Game Model under incomplete information and introduced the expected return as well as replicator dynamics equations of various game agents based on analysis of the game agents, assumptions, and payoff functions of the model in order to study the strategic dynamic trend and stability of the evolutionary game model. Furthermore, this paper has conducted simulation experiments on the evolution of game agents’ behaviors by combining the constraints and replicator dynamics equations. The conclusions are: the central environmental protection departments are able to effectively improve the environmental awareness of local government officials by measures such as strengthening punishment on local governments that do not pay attention to pollution issues and lowering the cost of whistleblowing, thus nurturing a good governance and virtuous circle among the central environmental protection departments, local government officials, and whistleblowers. Based on the study above, this paper has provided policy recommendations in the conclusion.

Evolution of the Pattern of Spatial Expansion of Urban Land Use in the Poyang Lake Ecological Economic Zone

To grasp the evolutionary characteristics and regularity of urban land expansion patterns in the Poyang Lake Ecological Economic Zone, this study, based on nighttime lighting data, uses the Landsat series satellite simultaneous data and cluster analysis to correct the Defense Meteorological Satellite Program⁻Operational Linescan System (DMSP-OLS) nighttime lighting data and then uses the auxiliary data-based comparison method to determine the threshold for extracting the urban built-up area. Based on this threshold, a total of eight typical landscape pattern indicators, including landscape total area, total patches number, patches density, maximum patches index, and agglomeration index, etc., are selected. Next, the landscape spatial pattern analysis method and standard deviation ellipse method are used. The results show the following: (1) In 1992⁻2013, urbanization in the Poyang Lake Ecological Economic Zone expanded rapidly. The urban built-up area increased by 8.13 times, the number of plaques increased by 1.5 times, and the shape complexity of landscape plaques gradually increased. There is a large correlation between the changes in the total boundary length, and the average boundary density, the average annual growth rate of the two is 21.33% and 17.45%. (2) The two indicators of maximum plaque index and aggregation index show a downward trend year by year. However, there are some fluctuations and irregularities in the evolution of the total landscape area, total plaque number and plaque density. (3) The long axis and the short axis of the standard deviation ellipse of the Poyang Lake Ecological Economic Zone show small variation during the inspection period and generally have an elliptical shape. The movement of the center of gravity is mainly from the southwest to the northeast, but the migration of the center of gravity is relatively small. Based on this, this paper proposes three countermeasures and suggestions as a guide to promote the optimization and development of the spatial expansion pattern of the Poyang Lake eco-economic zone.

A Fuzzy Evaluation Model for Sustainable Modular Supplier

The evaluation and selection of a sustainable modular supplier is a strategic decision towards sustainability of manufacturing. However, few related studies have been conducted, particularly in the modular production field. In this paper, a fuzzy evaluation method is used to evaluate sustainable modular suppliers. Different from previous studies, in designing the index system of the fuzzy evaluation method, this study introduces an organizational identity perspective. What is more, an empirical study based on a formative model is conducted to design the index system. Both measures ensure the appropriateness of the index system. The stability of the fuzzy evaluation method is also discussed. By introducing a dispersion degree and discussing the different circumstances of subjective judgment errors, the stability analysis helps us to better understand the reliability of the results. Lastly, this study applies this method and the index system to a practical case. The results show that the fuzzy evaluation method is effective and can be used to evaluate sustainable modular suppliers.
