SWMM-UrbanEVA: A Model for the Evapotranspiration of Urban Vegetation

Do baseline assumptions alter the efficacy of green stormwater infrastructure to reduce combined sewer overflows?

Green stormwater infrastructure (GSI) is growing in popularity to reduce combined sewer overflows (CSOs) and hydrologic simulation models are a tool to assess their reduction potential. Given the numerous and interacting water flows that contribute to CSOs, such as evapotranspiration (ET) and groundwater (GW), these models should ideally account for them. However, due to the complexity, simplified models are often used, and it is currently unknown how these assumptions affect estimates of CSOs, GSI effectiveness, and ultimately planning guidance. This study evaluates the effect on estimates of CSOs and GSI effectiveness when different flows and hydrologic processes are neglected. We modified an existing EPA SWMM model of a combined sewer system in Switzerland to include ET, GW, and upstream inflows. Historical rainfall data over 30 years are used to assess volume and duration of CSOs with and without three types of GSI (bioretention basins, permeable pavements and green roofs). Results demonstrate that neglect of certain flows in modelling can alter CSO volumes from -15 % to 40 %. GSI effectiveness also varies considerably, resulting in differences in simulated percent of CSO volume reduced from 8 % to 35 %, depending on the GSI type and modeled flow or process. Representation of GW within models is particularly crucial when infiltrating GSI are present, as CSOs could increase in certain subcatchments due to higher GW levels from increased infiltration. When basing GSI planning decisions on modeled estimates of CSOs, all relevant hydrologic processes should be included to the extent possible, and uncertainty and assumptions should always be considered.

Riparian buffers increase future baseflow and reduce peakflows in a developing watershed

Land conversion and climate change are stressing freshwater resources. Riparian areas, streamside vegetation/forest land, are critical for regulating hydrologic processes and riparian buffers are used as adaptive management strategies for mitigating land conversion effects. However, our ability to anticipate the efficacy of current and alternative riparian buffers under changing conditions remains limited. To address this information gap, we simulated hydrologic responses for different levels of buffer protection under a future scenario of land/climate change through the year 2060. We used the Soil and Water Assessment Tool (SWAT) to project future streamflow in the Upper Neuse River watershed in North Carolina, USA. We tested the capacity of riparian buffers to mitigate the effects of future land use and climate change on daily mean streamflow under three buffer treatments: present buffer widths and fully forested 15 m and 30 m buffers throughout the basin. The treatments were tested using a combination of a future climate change scenario and landcover projections that indicated a doubling of low-intensity development between 2017 and 2060. In areas with >50 % development, the 30 m buffers were particularly effective at increasing average daily streamflow during the lowest flow events by 4 % and decreasing flow during highest flow events by 3 % compared to no buffer protection. In areas between 20 and 50 % development, both 15 m and 30 m buffers reduced low flow by 8 % with minimal effects on high flow. Results indicate that standardized buffers might be more effective at a local scale with further research needing to focus on strategic buffer placement at the watershed scale. These findings highlight a novel approach for integrating buffers into hydrologic modeling and potential for improved methodology. Understanding the effects of riparian buffers on streamflow is crucial given the pressing need to develop innovative strategies that promote the conservation of invaluable ecosystem services.

Urban Resource Assessment, Management, and Planning Tools for Land, Ecosystems, Urban Climate, Water, and Materials—A Review

Increasing awareness of global and local climate change and the limited resources of land, surface, water, raw materials, urban green spaces, and biodiversity alter the exigencies of urban development. Already perceivable local climate changes such as heavy rains, droughts, and urban heat islands urge planners to take action. Particularly in densely populated areas, conflicting interests are pre-programmed, and decision making has to include multiple impacts, mutual competition, and interaction with respect to investments into provisioning services. Urban planners and municipal enterprises increasingly work with digital tools for urban planning and management to improve the processes of identifying social or urbanistic problems and redevelopment strategies. For this, they use 2D/3D city models, land survey registers, land use and re-/development plans or other official data. Moreover, they increasingly request data-based planning tools to identify and face said challenges and to assess potential interventions holistically. Thus, this contribution provides a review of 51 current tools. Simple informational tools, such as visualizations or GIS viewers, are widely available. However, databases and tools for explicit and data-based urban resource management are sparse. Only a few focus on integrated assessment, decision, and planning support with respect to impact and cost assessments, real-time dashboards, forecasts, scenario analyses, and comparisons of alternative options.

The ResourcePlan—An Instrument for Resource-Efficient Development of Urban Neighborhoods

In Germany, the current sectoral urban planning often leads to inefficient use of resources, partly because municipalities lack integrated planning instruments and argumentation strength toward politics, investors, or citizens. The paper develops the ResourcePlan as (i) legal and (ii) a planning instrument to support the efficient use of resources in urban neighborhoods. The integrative, multi-methodological approach addresses the use of natural resources in the building and infrastructural sectors of (i) water (storm- and wastewater) management, (ii) construction and maintenance of buildings and infrastructure, (iii) urban energy system planning, and (iv) land-use planning. First, the development as legal instrument is carried out, providing (i) premises for integrating resource protection at all legal levels and (ii) options for implementing the ResourcePlan within German municipal structures. Second, the evaluation framework for resource efficiency of the urban neighborhoods is set up for usage as a planning instrument. The framework provides a two-stage process that runs through the phases of setting up and implementing the ResourcePlan. (Eco)system services are evaluated as well as life cycle assessment and economic aspects. As a legal instrument, the ResourcePlan integrates resource protection into municipal planning and decision-making processes. The multi-methodological evaluation framework helps to assess inter-disciplinary resource efficiency, supports the spatial identification of synergies and conflicting goals, and contributes to transparent, resource-optimized planning decisions.

A Model-Based Tool for Assessing the Impact of Land Use Change Scenarios on Flood Risk in Small-Scale River Systems—Part 1: Pre-Processing of Scenario Based Flood Characteristics for the Current State of Land Use

Land use changes influence the water balance and often increase surface runoff. The resulting impacts on river flow, water level, and flood should be identified beforehand in the phase of spatial planning. In two consecutive papers, we develop a model-based decision support system for quantifying the hydrological and stream hydraulic impacts of land use changes. Part 1 presents the semi-automatic set-up of physically based hydrological and hydraulic models on the basis of geodata analysis for the current state. Appropriate hydrological model parameters for ungauged catchments are derived by a transfer from a calibrated model. In the regarded lowland river basins, parameters of surface and groundwater inflow turned out to be particularly important. While the calibration delivers very good to good model results for flow (Evol =2.4%, R = 0.84, NSE = 0.84), the model performance is good to satisfactory (Evol = −9.6%, R = 0.88, NSE = 0.59) in a different river system parametrized with the transfer procedure. After transferring the concept to a larger area with various small rivers, the current state is analyzed by running simulations based on statistical rainfall scenarios. Results include watercourse section-specific capacities and excess volumes in case of flooding. The developed approach can relatively quickly generate physically reliable and spatially high-resolution results. Part 2 builds on the data generated in part 1 and presents the subsequent approach to assess hydrologic/hydrodynamic impacts of potential land use changes.
