Site Selection of Urban Parks Based on Fuzzy-Analytic Hierarchy Process (F-AHP): A Case Study of Nanjing, China

The scientific siting of urban parks is critical for sustainable urban environment development, and this study aimed to identify suitable areas for future urban parks in Nanjing, China. This study has integrated geographic information systems (GIS) and fuzzy hierarchical analysis (F-AHP) in order to evaluate the suitability of the site selection of urban parks in Nanjing, China. Different physical, natural, environmental, accessibility, and human activity factors were evaluated in order to assess the suitability of a park site. The results revealed that 5% were highly suitable for urban park site selection, 36% were more suitable, 32% were moderately suitable, 19% were less suitable, and 8% were unsuitable for urban park site selection. The findings suggest that the areas that are highly suitable for urban park placement are located in the western and eastern parts of Nanjing. Carbon storage was the most important factor in the suitability of urban park site selection, followed by the normalized difference vegetation index (NDVI) and the heat-island effect. The methodology that has been adopted in this study helps to improve the methodological framework of combining F-AHP and GIS; in addition, generating urban park site selection maps assists planners and decision-makers in making scientific site selection decisions.

Using Marginal Land Resources to Solve the Shortage of Rural Entrepreneurial Land in China

Rural entrepreneurship is an important way to promote rural revitalization, narrow the gap between urban and rural areas and increase farmers’ income. With the acceleration of urbanization, land resources have become scarcer than capital, technology, and human resources in China. At the same time, food-security pressure makes the stock of rural construction land in China extremely tight. Therefore, how to meet the demand for rural entrepreneurial land without touching the red line of cultivated land or occupying the existing rural construction land available is an urgent problem that needs to be solved. Reviewing the relevant literature, it was found that some regions in China innovated the way of “capital compensation and land equity” to obtain the use rights of marginal land resources such as idle farmhouses, workshops and school buildings and transformed them into entrepreneurial development spaces, which alleviated the scarcity of entrepreneurial construction land. At the same time, it also promoted the local residents’ employment and economic development. We believe that according to the social and economic conditions of different regions, the in-depth tapping of rural marginalized land is an effective way to solve the lack of development space for rural entrepreneurship and should be implemented worldwide.

PENSION SERVICE INSTITUTION SELECTION BY A PERSONALIZED QUANTIFIER-BASED MACONT METHOD

With the emergence of a variety of pension service institutions, how to choose a suitable institution has become a strategic decision-making problem faced by pension service demanders. To solve this problem, this study identifies key evaluation criteria of pension service institutions through the analysis of the relevant literature. Then, this study proposes a mixed aggregation by comprehensive normalization technique (MACONT) with a personalized quantifier to select pension service institutions, where the personalized qualifier with cubic spline interpolation is used to derive the position weights of criteria, and the MACONT is improved to determine the ranking of alternatives. A case study about the selection of pension service institutions is provided to verify the feasibility of the proposed model. It is found that the proposed method is effective in dealing with heterogeneous evaluation information, and the personalized quantifiers can be combined with MACONT methods to obtain an optimal solution associated with the attitude of pension service demanders. The identified key evaluation criteria are not only significant for pension service demanders, but also conducive to the further improvement of property management related to pension services.
