Micro-level safety risk assessment model for a two-lane heterogeneous traffic environment in a developing country: A comparative crash probability modeling approach

INTRODUCTION

There have been a number of studies that have led to the development of safety risk assessment models to quantify the probability of crash frequencies on roadway facilities (both at micro- and macro-levels), over a specified time period. However, past research has rarely focused on heterogeneous traffic conditions in developing countries.

METHOD

This paper puts forward several models related to the traditional count approach to estimate crash frequency at a micro-level in a non-lane based bi-directional heterogeneous traffic environment. The paper shows the results of dispersion, zero-inflation, and random heterogeneity effects of different exogenous factors by comparing Poisson (P); Negative Binomial (NB); random and fixed parameter Zero-Inflated Poisson (ZIP); and Latent Class Models (LCM). The empirical analysis is based on data from a section of a major national highway in Bangladesh. The performance of the models was validated using different statistical goodness-of-fit measures that compared the estimated and observed average crash frequencies at individual locations. With the identification of the most significant influencing factors, the paper discusses the practical policy implications using partial effects analysis and spatial distribution.

RESULTS

It was found that the Zero-Inflated Random Parameter model gives a slightly better statistical fit when compared to alternative approaches. Practical applications: This micro-level modeling approach would be useful to identify significant crash risk factors; to prioritize road sections according to their safety level; to select site-specific appropriate counter-measures; and devise proactive target oriented safety management strategies. Thus, the results shown here could be a point of reference in the planning, designing, maintaining, and managing two-lane highway sections in developing countries.

Developing crash prediction models using parametric and nonparametric approaches for rural mountainous freeways: A case study on Wyoming Interstate 80

Interstate 80 in Wyoming is one of the busiest freight corridors that is characterized with harsh winter conditions and challenging mountainous roadway sections. The fatality rates in Wyoming are always typically higher than the national level. The 402-mile I-80 corridor in Wyoming was selected by the USDOT FHWA for piloting connected vehicle technology to improve the safety and mobility of heavy trucks. To accurately quantify the effectiveness of the pilot, evaluation of the pre-deployment safety performance is essential. Unlike other studies, the full 402-mile of I-80 corridor passing through Wyoming was investigated as a requirement of the USDOT. Homogeneous segmentation was used to divide the corridor based on horizontal and vertical roadway characteristics. A transferability analysis was conducted to investigate whether a short portion of the corridor would be representative of the whole 402-miles of I-80. Results showed that the whole 402 miles should be considered in the analysis due to the radical changes throughout the corridor. Several SPFs were developed using three models; negative binomial (NB) model, spatial autoregressive (SAR) model, and non-parametric multivariate adaptive regression splines (MARS). Comparisons were performed for the developed models. Crash prediction models for total crashes and Fatal and Injury (F + I) crashes in addition to truck crashes were calibrated utilizing five years of crash data from 2012 to 2016. The results obtained from the three statistical approaches showed that MARS model provided a better model fit compared to NB and SAR models, given the lower AIC values for the developed models. Yet, SAR models showed the significant spatial dependency between the neighbor roadway segments. Additionally, the NB model showed its superiority on SAR when the spatial correlation was not significant. Parametric and non-parametric techniques should be interchangeably used in developing SPFs according to the modeling needs.

Assessing the impacts of enriched information on crash prediction performance

While high road safety performing countries base their effective strategies on reliable data, in developing countries the unavailability of essential information makes this task challenging. As a result, this drawback has led researchers and planners to face dilemmas of "doing nothing" or "doing ill", therefore restricting models to data availability, often limited to socio-economic and demographic variables. Taking this into account, this study aims to demonstrate the potential improvements in spatial crash prediction model performance by enhancing the explanatory variables and modelling casualties as a function of a more comprehensive dataset, especially with an appropriate exposure variable. This includes experimental work, where models based on available information from São Paulo, Brazil, and Flanders, the Dutch speaking area of Belgium, are developed and compared with each other. Prediction models are developed within the framework of Geographically Weighted Regression with the Poisson distribution of errors. Moreover, casualties and fatalities as the response variables in the models developed for Flanders and São Paulo, respectively, are divided into two sets based on the transport mode, called active (i.e., pedestrians and cyclists) and motorized transport (i.e., motorized vehicle occupants). In order to assess the impacts of the enriched information on model performance, casualties are firstly associated with all available variables for São Paulo and the corresponding ones for Flanders. In the next step, prediction models are developed only for Flanders considering all the available information in the Flemish dataset. Findings showed that by adding the supplementary data, reductions of 20% and 25% for motorized transport, and 25% and 35% for active transport resulted in AICc and MSPE, respectively. Considering the practical aspects, results could help identify hotspots and relate most influential factors, suggesting sites and data, which should be prioritized in future local investigations. Besides minimizing costs with data collection, it could help policy makers to identify, implement and enforce appropriate countermeasures.

Another look at the safety effects of horizontal curvature on rural two-lane highways

Crash Modification Factors (CMFs) are used to represent the effects on crashes of changes to highway design elements and are usually obtained from observational studies based on reported crashes. The design element of interest for this paper is horizontal curvature on rural 2-lane highways. The data for this study came from the Washington State database in the Highway Safety Information System (HSIS). Crash prediction models are developed for curve sections on rural 2-lane highway and the tangent sections up- and down-stream of the curve sections. Different negative binomial models were developed for segments on level grades (<3%), moderate grades (3-6%), and steep grades (>6%) to account for the confounding effects of gradient. The relationships between crashes at different traffic volumes and deflection angles are explored to illustrate how to get estimates of CMFs for increases in the minimum radius, considering the effect of increased tangent length for sharper curves, an effect that is overlooked in the Highway Safety Manual CMF, in addition to the effect of gradient. The results of that exploration indicated that even at different design speeds and deflection angles, the CMF estimates for incremental increases in radius lie within the same range, and that the crash reduction rate (CRR) is higher at segments on higher grades compared to the ones on lower grades.

Sample-size guidelines for recalibrating crash prediction models: Recommendations for the highway safety manual

The Highway Safety Manual (HSM) prediction models are fitted and validated based on crash data collected from a selected number of states in the United States. Therefore, for a jurisdiction to be able to fully benefit from applying these models, it is necessary to calibrate or recalibrate them to local conditions. The first edition of the HSM recommends calibrating the models using a one-size-fits-all sample-size of 30-50 locations with total of at least 100 crashes per year. However, the HSM recommendation is not fully supported by documented studies. The objectives of this paper are consequently: (1) to examine the required sample size based on the characteristics of the data that will be used for the calibration or recalibration process; and, (2) propose revised guidelines. The objectives were accomplished using simulation runs for different scenarios that characterized the sample mean and variance of the data. The simulation results indicate that as the ratio of the standard deviation to the mean (i.e., coefficient of variation) of the crash data increases, a larger sample-size is warranted to fulfill certain levels of accuracy. Taking this observation into account, sample-size guidelines were prepared based on the coefficient of variation of the crash data that are needed for the calibration process. The guidelines were then successfully applied to the two observed datasets. The proposed guidelines can be used for all facility types and both for segment and intersection prediction models.

Investigating the relationship between run-off-the-road crash frequency and traffic flow through different functional forms

Crash prediction models play a major role in highway safety analysis. These models can be used for various purposes, such as predicting the number of road crashes or establishing relationships between these crashes and different covariates. However, the appropriate choice for the functional form of these models is generally not discussed in research literature on road safety. In case of run-off-the-road crashes, empirical evidence and logical considerations lead to conclusion that the relationship between expected frequency and traffic flow is not monotonously increasing.
