Housing Conditions and Health Implications for Migrant Agricultural Workers in Canada: A Scoping Review

Migrant agricultural workers face various health inequities that have led to preventable illness and death. This paper investigates how material housing conditions have shaped physical and mental health outcomes for temporary foreign workers in Canadian agriculture. We conducted a scoping review of literature on migrant agricultural worker housing in Canada published between 2000-2022, analysing insights on the physical quality of workers' housing in relation to international frameworks on housing quality. Our review revealed a range of housing-related health risks, including: (1) Sanitation, food security, and water; (2) Thermal safety, electricity, and utilities; (3) Habitability of structure, air quality, and exposure to hazards; (4) Spacing, privacy, and co-worker relations and; (5) Geographic proximity to necessary services and social opportunities. Although housing has been increasingly recognized as a social determinant of health, little research examines how migrant farmworkers' accommodations shape their health outcomes, particularly in Canada. This scoping review provides timely insights and recommendations to inform research, policy, and public health interventions.

Essential and Expendable: Migrant Domestic Workers and the COVID-19 Pandemic

In this article, we examine the effects of the COVID-19 pandemic on the labor conditions of domestic workers in the epicenter of the United States. We focus our analysis on the symbolic categorization of domestic work as "essential labor." While domestic workers are lauded as heroes in public discourse, we argue that this symbolic recognition does not extend to material remuneration. Instead, we find that labor conditions better fit their categorization as expendable essential workers, meaning those whose essential labor is magnified during the pandemic but whose work remains materially undervalued. Data used in this article draw from observations of more than 30 hours of virtual town hall meetings on the pandemic hosted by migrant domestic worker advocacy groups in Los Angeles and New York.

On becoming "essential": Coronavirus lessons of ontology- from the migrant farmworker and us who consume the fruits of her labor

During the coronavirus pandemic of 2020, the migrant farmworker came to be deemed as 'essential' worker, thereby complicating discourses of 'illegality'. This moment presents an ontological paradox, allowing means for examining the simultaneity of discursivity and materiality within the migrant farmworker as subject. Reflecting upon the 'ontological turn,' this article presents four lessons of ontology: post-representation, a focus on objects/artifacts, posthumanism and the politicizing of ontology, gained from interrogating the unraveling of discourse about the migrant-other in the time of coronavirus. These lessons coalesce in the entwining of the powers of discourse with the presence of the tangible, to understand the profound contradictions between a social structure that doesn't want the migrant as neighbor and a capitalist economy that needs her as laborer. In closing, the article considers how shifting the gaze inward as consumers and then outwards unto our relationality can be a political act.

'And when a certain health issue happen, they try to cover it': Stakeholder perspectives on the health of temporary foreign workers and their families

This study examines stakeholders' perspectives on the health and well-being of temporary foreign workers (TFWs) and their families in Alberta, Canada. We used a critically informed qualitative methodology. We interviewed 13 stakeholders, including service providers and policy makers. Stakeholders involved in providing services to TFWs perceived that the workers experience (1) barriers in accessing mental health services, (2) mental health challenges, (3) family health challenges, (4) occupational health challenges, and (5) income and social status as a social determinant of health. Immigration and class status intersect to influence the health of this vulnerable population in Canada.

Huichol Migrant Laborers and Pesticides: Structural Violence and Cultural Confounders

Every year, around two thousand Huichol families migrate from their homelands in the highlands of northwestern Mexico to the coastal region of Nayarit State, where they are employed on small plantations to pick and thread tobacco leaves. During their four-month stay, they live, work, eat, and sleep in the open air next to the tobacco fields, exposing themselves to an unknown cocktail of pesticides all day, every day. In this article, I describe how these indigenous migrants are more at risk to pesticides because historical and contemporary structural factors ensure that they live and work in the way of harm. I discuss the economic, social, political, and racial inequalities that exist in their every-day environment and how these forms of structural violence are mitigated by their intersection with local cultural contexts and their specific indigenous lifeworld.

Collecting Comparative Data on Farmworker Housing and Health: Recommendations for Collecting Housing and Health Data Across Places and Time

The substandard nature of the housing in which most farmworkers live has detrimental effects on their health, as well as on their children's health and development. However, little research has directly documented associations between farmworker housing and health; existing research is not always comparable due to differences in design and measurement. Comparative data can help determine actual causal links between housing characteristics and farmworker health and help to evaluate the efficacy of current housing policy. The goal of this paper is to provide guidelines promoting comparable research on farmworker housing and the association of this housing with health. This paper reviews general concepts relevant to measuring farmworker housing and health, issues that should be considered in designing farmworker housing and health research, data collection methods, and measures. It concludes with recommendations for a research agenda on farmworker housing and health.

Farmworker Housing: A Photo Essay

Migrant and seasonal farmworkers often reside in poor housing conditions which expose them to numerous hazards. These housing conditions are an issue of environmental health and justice. The photographs in this essay illustrate the living conditions confronted by farmworkers, offering a visual context for the reviews published in this issue of New Solutions. Farmworker housing conditions are often shocking to those who have not visited farmworker communities. Continued research is needed to document these conditions, how they affect the health of farmworkers, and provide leverage in the struggle to improve farmworker housing conditions.

Farmworker Housing Quality and Health

On 11 November 2014, Farmworker Housing Quality and Health: A Transdisciplinary Conference was convened to draw together experts from the variety of disciplines who contribute to research and practice focused on farmworker housing and health in order to delineate current knowledge and propose next steps. The conference addressed three specific aims: (1) to consolidate current knowledge on characteristics and quality of housing provided for farmworkers; (2) to delineate pertinent directions and areas for farmworker housing health and safety research and policy; and (3) to facilitate the development of working groups to support the implementation of research, education, and engineering projects to improve farmworker housing. This article provides an overview of the conference.

Farmworker Housing in the United States and Its Impact on Health

Farmworkers in the United States occupy a range of housing, including both on- and off-farm family and communal dwellings. As the farmworker population is becoming more settled, housing needs are changing. Existing regulations designed originally for grower-supplied migrant housing may need to be expanded. Much of farmworker housing is in poor condition, and likely linked to negative mental and physical health outcomes of residents because of exposures to crowding; mold, mildew, and other allergens; pesticides; and structural deficiencies. The existing research literature, both on housing conditions and their associations with farmworker health, is sparse, and large areas of the country and significant domains of health are omitted. This paper reviews this literature and formulates research and policy recommendations for addressing these deficiencies.
