Whole Effluent Toxicity Data and Discharge Volumes to Assess the Likelihood that Environmental Risks of Offshore Produced Water Discharges Are Adequately Controlled

Influence of graphene oxide additives on the NF separation of triazine-based H2S scavenging compounds using advanced membrane technology

This work proposes an innovative approach for the membrane separation of spent and unspent H2S scavengers (SUS) derived from the application of MEA-triazine in offshore oil and gas production. Modified nanofiltration membranes were fabricated by incorporating graphene oxide (GO) and polyvinyl alcohol (PVA) into a thin film composite (TFC) to obtain a thin film nanocomposite (TFN) with enhanced permeability. In addition, various immobilization strategies for GO were investigated. The performance of the membranes and the effect of the GO loading were evaluated in terms of permeability, fouling propensity, and rejection of key components of the SUS, i.e., MEA-triazine (unspent scavenger), dithiazine (spent scavenger), and monoethanolamine, operating on a sample of SUS wastewater obtained from an offshore oil and gas platform. Various characterization techniques, such as contact angle, FTIR, XRD, SEM, TGA, and AFM, were employed to evaluate the structure, composition, and hydrophilicity of the membrane. The results show a remarkable increase in permeability (from 0.22 Lm-2 h-1 bar-1 for the TFC to 5.8 Lm-2 h-1 bar-1 for the TFN membranes), due to the enhanced hydrophilicity from GO incorporation. The strong interfacial interaction between GO and PVA within the TFN membrane results in negligible nanofiller leaching. The incorporation of GO moderately increases the rejection of the unspent scavenger (63%-73%, 62%-79%, 62%-80%, and 68%-76%), while drastically increasing the rejection of the spent scavenger, which is approximately null for the TFC membrane without GO and increases up to 58% in the TFN membrane with GO. Therefore, while the proposed membranes cannot be used for the selective separation of the unspent form the spent scavenger, they can achieve substantial recovery of all the key components contained in the SUS to avoid their discharge into the sea.

Advantages of model averaging of species sensitivity distributions used for regulating produced water discharges

Produced water (PW) generated by Australian offshore oil and gas activities is typically discharged to the ocean after treatment. These complex mixtures of organic and inorganic compounds can pose significant environmental risk to receiving waters, if not managed appropriately. Oil and gas operators in Australia are required to demonstrate that environmental impacts of their activity are managed to levels that are as low as reasonably practicable, for example, through risk assessments comparing predicted no-effect concentrations (PNECs) with predicted environmental concentrations of PW. Probabilistic species sensitivity distribution (SSD) approaches are increasingly being used to derive PW PNECs and subsequently calculating dilutions of PW (termed "safe" dilutions) required to protect a nominated percentage of species in the receiving environment (e.g., 95% and 99% or PC95 and PC99, respectively). Limitations associated with SSDs include fitting a single model to small (six to eight species) data sets, resulting in large uncertainty (very wide 95% confidence limits) in the region associated with PC99 and PC95 results. Recent advances in SSD methodology, in the form of model averaging, claim to overcome some of these limitations by applying the average model fit of multiple models to a data set. We assessed the advantages and limitations of four different SSD software packages for determining PNECs for five PWs from a gas and condensate platform off the North West Shelf of Australia. Model averaging reduced occurrences of extreme uncertainty around PC95 and PC99 values compared with single model fitting and was less prone to the derivation of overly conservative PC99 and PC95 values that resulted from lack of fit to single models. Our results support the use of model averaging for improved robustness in derived PNEC and subsequent "safe" dilution values for PW discharge management and risk assessment. In addition, we present and discuss the toxicity of PW considering the paucity of such information in peer-reviewed literature. Critical review of the OSPAR risk-based approach for offshore-produced water discharges

The management of produced water (PW) discharges from offshore oil and gas installations in the North Atlantic is under the auspices of OSPAR (Oslo/Paris convention for Protection of the Marine Environment of the North-East Atlantic). In 2010, OSPAR introduced the risk-based approach (RBA) for PW management. The RBA includes a hazard assessment estimating PW ecotoxicity using two approaches: whole-effluent toxicity (WET) and substance-based (SB). Set against the framework of the WET and SB approach, we conducted a literature review on the magnitude and cause of PW ecotoxicity, respectively, and on the challenges of estimating these. A large variability in the reported magnitude of PW WET was found, with EC50 or LC50 values ranging from <1% to >100%, and a median of 11% (n = 301). Across the literature, metals, hydrocarbons, and production chemicals were identified as causing ecotoxicity. However, this review reveals how knowledge gaps on PW composition and high sample and species dependency of PW ecotoxicity make clear identification and generalization difficult. It also highlights how limitations regarding the availability and reliability of ecotoxicity data result in large uncertainties in the subsequent risk estimates, which is not adequately reflected in the RBA output (e.g., environmental impact factors). Thus, it is recommended to increase the focus on improving ecotoxicity data quality before further use in the RBA, and that WET should play a more pronounced role in the testing strategy. To increase the reliability of the SB approach, more attention should be paid to the actual composition of PW. Bioassay-directed chemical analysis, combining outcomes of WET and SB in toxicity identification evaluations, may hold the key to identifying drivers of ecotoxicity in PW. Finally, an uncertainty appraisal must be an integrated part of all reporting of risk estimates in the RBA, to avoid mitigation actions based on uncertainties rather than reliable ecotoxicity estimations. An impact-based environmental risk assessment model toolbox for offshore produced water discharges

We present a novel approach to environmental risk assessment of produced water discharges based on explicit impact and probability, using a combination of transport, fate and toxicokinetic-toxicodynamic models within a super-individual framework, with a probabilistic element obtained from ensemble simulations. Our approach is motivated by a need for location and species specific tools which also accounts for the dynamic nature of exposure and uptake of produced water components in the sea. Our approach is based on the well-established fate model DREAM, and accounts for time-variable exposure, considers body burden and effects for specific species and stressors, and assesses the probability of impact. Using a produced water discharge in the Barents Sea, with early life stages of spawning haddock, we demonstrate that it is possible to conduct a model-based risk assessment that highlights the effect of natural variations in environmental conditions. The benefits, limitations and potential for further improvements are discussed.

Reducing the environmental impact of offshore H2S scavenging wastewater via hydrothermal oxidation

The discharge of H₂S scavenging wastewaters, containing spent and unspent scavengers (SUS), into the marine environment is a large contributor to the environmental impact of offshore oil and gas production. Hydrothermal oxidation (HTO) can be a viable method for on-site treatment of the SUS before discharge, but the effect of the process on the ecotoxicity of the effluent has not been investigated so far. The aim of this study was to investigate the potential of the HTO technology in reducing the environmental impact by linking the chemical process design with ecotoxicity reduction. For this, we combined HTO experiments on a SUS sample from an oil and gas platform in the North Sea with whole effluent ecotoxicity evaluation before and after the treatment. The HTO process was carried out under excess of oxygen, for temperatures and pressures in the range 199 to 350°C and 83 to 228 bar, respectively, and for reaction times of 5 to 360 min. Initially, the SUS sample exhibited very high ecotoxicity, which was drastically reduced by the HTO process. More specifically, the ecotoxicity towards bacteria was reduced more than 90% for all HTO conditions, while the reduction in algal toxicity was in the range 48% to 66%, 59% to 86% and 60% to 82% at reaction temperatures of 199°C, 279°C, and 350°C, respectively. Furthermore, this work shows how typical wastewater chemical analyses, such as COD and TOC, and ecotoxicity tests towards different organisms provide complementary information, which should be used in combination to optimize operating conditions of the HTO process.

Risk Assessment of Combined Exposure to Multiple Chemicals at the European Food Safety Authority: Principles, Guidance Documents, Applications and Future Challenges

Human health and animal health risk assessment of combined exposure to multiple chemicals use the same steps as single-substance risk assessment, namely problem formulation, exposure assessment, hazard assessment and risk characterisation. The main unique feature of combined RA is the assessment of combined exposure, toxicity and risk. Recently, the Scientific Committee of the European Food Safety Authority (EFSA) published two relevant guidance documents. The first one "Harmonised methodologies for the human health, animal health and ecological risk assessment of combined exposure to multiple chemicals" provides principles and explores methodologies for all steps of risk assessment together with a reporting table. This guidance supports also the default assumption that dose addition is applied for combined toxicity of the chemicals unless evidence for response addition or interactions (antagonism or synergism) is available. The second guidance document provides an account of the scientific criteria to group chemicals in assessment groups using hazard-driven criteria and prioritisation methods, i.e., exposure-driven and risk-based approaches. This manuscript describes such principles, provides a brief description of EFSA's guidance documents, examples of applications in the human health and animal health area and concludes with a discussion on future challenges in this field.

Comparison of Substance-Based and Whole-Effluent Toxicity of Produced Water Discharges from Norwegian Offshore Oil and Gas Installations

When assessing the environmental risks of offshore produced water discharges, it is key to properly assess the toxicity of this complex mixture. Toxicity can be assessed either through the application of whole-effluent toxicity (WET) testing or based on its substance-based chemical composition or both. In the present study, the toxicity assessed based on WET and substance-based was compared for 25 offshore produced water effluents collected for the Norwegian implementation of the Oslo-Paris convention risk-based assessment program. The objectives were, firstly, to examine the concurrence between toxicity estimates derived from these two lines of evidence; and, secondly, to evaluate whether toxicity of produced water discharges predicted from substance-based data is adequately addressed in comparison with ground truth reflected by WET. For both approaches, 50% hazardous concentrations (HC50s) were calculated. For at least 80% of the effluents the HC50s for the two approaches differed by less than a factor of 5. Differences found between the two approaches can be attributed to the uncertainty in the estimation of the concentration of production chemicals that strongly influences the substance-based estimated toxicity. By evaluating effluents on a case-by-case basis, additional causes were hypothesized. Risk management will particularly benefit from the strength of risk endpoints from both approaches by monitoring them periodically in conjunction over time. Application of screening tools for environmental hazard and risk to support assessment and subsequent prioritization of effluent discharges from the oil and gas industry

Assessment and management of effluent discharges are key to avoiding environmental deterioration. Often compliance with discharge regulations and permits is based on a limited set of chemical parameters, while information on whole effluent hazardous properties (toxicity, bioaccumulation potential, persistence) and environmental risks is lacking. The need to collect those data and to become more effective in quickly identifying high-risk activities, without extensive laboratory testing, has led to the development of screening tools to complement information on chemical composition. A simple, Tier 1 screening "toolbox" is proposed which is comprised of solid-phase microextraction with gas chromatographic (SPME-GC) analysis, the in-vitro ecotoxicity assay Microtox, and a simple weathering assay. When combined with dilution modeling, screening-level risk assessments can be performed, providing additional lines of evidence to support a weight of evidence type of analysis. Application of the toolbox enables prioritization of discharges that may be deemed to require higher tier assessment. The toolbox was trialed on a number of produced water samples collected from offshore oil and gas facilities and effluents from petroleum processing and manufacturing sites. In contrast to what has been reported for petroleum products, results showed only moderate correlation between bioavailable hydrocarbons (bHCs) and toxicity, which might be related to the possible presence of toxic contaminants from other chemical classes or to methodological issues such as suboptimal conditions during transport. The methods employed were quick, inexpensive, and simple to conduct. They require relatively small volumes of sample, which is especially advantageous when evaluating discharges from remote offshore facilities. The toolbox adds valuable information on whole effluent properties to existing data, for example, on chemical composition, which can improve understanding of which discharges are more likely to pose a risk to the environment and so require further investigation or risk management. Environmental effects of offshore produced water discharges: A review focused on the Norwegian continental shelf

Produced water (PW), a large byproduct of offshore oil and gas extraction, is reinjected to formations or discharged to the sea after treatment. The discharges contain dispersed crude oil, polycyclic aromatic hydrocarbons (PAHs), alkylphenols (APs), metals, and many other constituents of environmental relevance. Risk-based regulation, greener offshore chemicals and improved cleaning systems have reduced environmental risks of PW discharges, but PW is still the largest operational source of oil pollution to the sea from the offshore petroleum industry. Monitoring surveys find detectable exposures in caged mussel and fish several km downstream from PW outfalls, but biomarkers indicate only mild acute effects in these sentinels. On the other hand, increased concentrations of DNA adducts are found repeatedly in benthic fish populations, especially in haddock. It is uncertain whether increased adducts could be a long-term effect of sediment contamination due to ongoing PW discharges, or earlier discharges of oil-containing drilling waste. Another concern is uncertainty regarding the possible effect of PW discharges in the sub-Arctic Southern Barents Sea. So far, research suggests that sub-arctic species are largely comparable to temperate species in their sensitivity to PW exposure. Larval deformities and cardiac toxicity in fish early life stages are among the biomarkers and adverse outcome pathways that currently receive much attention in PW effect research. Herein, we summarize the accumulated ecotoxicological knowledge of offshore PW discharges and highlight some key remaining knowledge needs.

Characterization of Miscellaneous Effluent Discharges from a Mobile Offshore Drilling Unit to the Marine Environment

A study was performed to evaluate the potential biological impacts from 8 different miscellaneous discharges from an oil and gas mobile offshore drilling unit (MODU) including deck drainage, desalination unit waste, boiler blowdown, fire control system test water, noncontact cooling water, and bilge water. Samples were evaluated for toxicity using a rapid (<1 h) initial screening test (echinoderm [Dendraster excentricus] fertilization test), and if toxicity was found, further testing was conducted using 3 chronic whole-effluent toxicity tests. This additional testing included the embryo larval development 72-h echinoderm (D. excentricus); 7-d mysid (Americamysis bahia) survival, growth, and fecundity invertebrate test; and 7-d topsmelt (Atherinops affinis) survival and growth fish test. Toxicity identification evaluations were performed on 3 discharges that consistently elicited a toxic response during whole-effluent toxicity testing. To place the results of the toxicity testing into the context of environmental risk, the spatial extent of potential biological effects was investigated using the CORMIX mixing zone model. The output of the modeling indicated that discharge of selected effluents did not result in concentrations, or duration of exposure, that would elicit toxic effects to organisms living in the surrounding environment. The present study provides a comprehensive data set that was used to characterize potential toxicity and environmental risk of MODU "miscellaneous discharges" which could help inform future risk assessments of these discharges.
