Abstract
This study employs a novel fuzzy logic-based framework to address multi-attribute group decision-making problems commonly encountered in modern astronomy. Our approach utilizes the probabilistic linguistic q-rung orthopair fuzzy set (PLq-ROFS) to handle the inherent uncertainties associated with astronomical data. The PLq-ROFS offers significant advantages over existing fuzzy sets like probabilistic hesitant, linguistic intuitionistic, and linguistic Pythagorean fuzzy sets, which comprise both stochastic and non-stochastic uncertainties simultaneously. To aggregate the probabilistic linguistic decision information effectively, we propose two novel operators: the PLq-ROF weighted power average (PLq-ROFWPA) and the PLq-ROF weighted power geometric (PLq-ROFWPG). These operators form the foundation of a novel method within the PLq-ROF environment. Furthermore, this study integrates the PLq-ROF framework with the VIseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) model, a widely used decision-making (DM) tool known for its ability to balance group utility maximization with individual regret minimization. This integration leads to the PLq-ROF-VIKOR model, a novel approach for ranking alternative solutions based on the subjective preferences of decision-makers. The effectiveness of the proposed method is demonstrated through a real-world case study in astronomy, accompanied by both parameter and comparative analyses. These analyses highlight the efficiency and accuracy of the PLq-ROF-VIKOR model, ultimately leading to the conclusion that cosmology is the most optimal key finding in this case study.

Abstract
The precise selection of suppliers to fulfill production requirements is a fundamental component of all manufacturing and process industries. Due to the increasing consumption levels, green supplier selection (GSS) has been one of the most important issues for environmental preservation and sustainable growth. The present work aims to develop a technique based on Fermatean hesitant fuzzy rough set (FHFRS), a robust fusion of Fermatean fuzzy set, hesitant fuzzy set, and rough set for GSS in the process industry. On the basis of the operational rules of FHFRS, a list of innovative Fermatean hesitant fuzzy rough weighted averaging operators has been established. Further, several intriguing features of the proposed operators are highlighted. To cope with the ambiguity and incompleteness of real-world decision-making (DM) challenges, a DM algorithm has been developed. To illustrate the applicability of the methodology, a numerical example for the chemical processing industry is presented to determine the optimum supplier. The empirical findings suggest that the model has a significant application of scalability for GSS in the process industry. Finally, the improved FHFR-VIKOR and TOPSIS approaches are employed to validate the proposed technique. The results demonstrate that the suggested DM approach is practicable, accessible, and beneficial for addressing uncertainty in DM problems.

Abstract
With the development of complexity in complex equipment, the selection of suppliers referred to several groups. How to select the suppliers for the complex equipment under several groups becomes an important topic. To solve the problem, a two-level consensus reaching process is designed to select the suppliers of the complex equipment in uncertain environments. First, considering the fuzzy environment of selection, the cloud model, which could reflect the fuzziness and randomness, is used to present the uncertain preferences of the decision-makers. Then, considering the negotiation and interaction of two groups, the bi-level consensus reaching process is established to present the master-slave features of complex equipment. Third, to solve the proposed bi-level model, the improved artificial bee colony is proposed, which adopts the gray wolf algorithm’ searching mechanism and levy flying method. The adopted strategies could enhance the searching power of artificial bee colony. Finally, a case study is used to verify the advantages of our study.

Abstract
In this paper, we establish a novel q-rung orthopair fuzzy (q-ROF) multi-attribute decision making (MADM) model on the basis of the proposed q-ROF interactive Hamacher weighted adjustable power average (q-ROFIHWAPA) and q-ROF interactive Hamacher weighted coordinated Heronian means (HMs), which (1) can reflect the correlations among multiple attributes; (2) weakens the impacts of the extreme evaluation values more reasonably; (3) considers the interactions between the membership degree (MD) and non-membership degree (N-MD) of different q-ROF numbers (q-ROFNs); (4) has the characteristic of generality (It can generate different methods by different operations). Firstly, the q-ROF interactive Hamacher operations, improved score function and new q-ROF entropy (q-ROFE) formula, which are the necessary raw materials for the implementation of MADM, are presented. Secondly, we introduce the adjustable power average (APA) and its weight form (WAPA) to remedy the deficiencies of the classical power averages (PAs). Afterwards we extend the WAPA to q-ROF circumstance and propose the q-ROF interactive Hamacher WAPA (q-ROFIHWAPA), and its basic properties are analyzed. Further, the entropy weight fitting method is presented to determine the parameter carried by the q-ROFIHWAPA. Thirdly, inspired by the evolutionary process of Bonferroni means (BMs), we define the weighted coordinated HM (WCHM) and weighted geometric coordinated HM (WGCHM) based on the traditional HMs, respectively, which eliminate the redundancy of the dual generalized weighted BM (DGWBM) and dual generalized weighted Bonferroni geometric mean (DGWBGM), i.e., the case ofτ 1 > τ 2 > ⋯ > τ n . Then we develop the q-ROF interactive Hamacher WCHM (q-ROFIHWCHM) and q-ROF interactive Hamacher WGCHM (q-ROFIHWGCHM) by combining them with the q-ROF interactive Hamacher operations, and the common properties and special cases are also investigated. Finally, we create a MADM algorithm relied on the q-ROFIHWAPA and q-ROFIHWCHM (resp. q-ROFIHWGCHM), and a practical example is introduced to illustrate the effectiveness and superiority of the proposed method.

Abstract
It is essential to measure the quality and performance of health centers and propose policies in order for health services to continue without interruption during the pandemic period and for the continuous and proper implementation of new procedures in hospitals with COVID-19.The measurement of service quality and performance in hospitals should be provided not only for the smooth flow of health services that are vital for individuals but also for the elimination of hesitations in the treatment and vaccination processes related to COVID-19. Previously, models have been proposed by introducing some criteria to measure and evaluate hospital service performance in some extraordinary conditions, but such a study has not yet been put forward under pandemic conditions. Starting from this point, we aim to fill the gap in the literature by conducting a measurement study for hospitals in the pilot region, where COVID-19 cases are common but vaccination is observed at low rates. For this aim, the evaluation criteria are gathered under basic dimensions as in SERVPERF (Service Performance), which is a widely used tool for measuring service quality and a fuzzy multi-criteria decision analysis is proposed to measure the service performance of state hospitals for a pilot region. In the proposed methodology, the integrated methods consisting of CRITIC-TOPSIS have been extended with fermatean fuzzy sets. Expert opinions are taken via questionaries to determine hospital service performances. Based on the results obtained from the hospitals in the pilot region, the policies and strategies to be adopted by the hospitals serving under pandemic conditions worldwide to increase the service quality have been put forward. Additionally, the sensitivity of the parameters in the problem is measured, and then the validity of the obtained results is also validated. According to the results, assurance is determined as the most important main service performance factor during the pandemic period. So, the managers should develop strategies to address people's concerns about vaccines and increase people's trust in hospitals.

Abstract
The core contribution of this study is to develop a novel generalized idea of q-rung orthopair probabilistic hesitant fuzzy rough set (q-ROPHFRS) which is hybrid structure of the q-rung orthopair fuzzy set, probabilistic hesitant fuzzy set, and rough set. The q-ROPHFRS covers the positive and negative membership grades in the form of probabilistic hesitant fuzzy rough information to address the uncertainties in real-world decision-making problems. This paper proposes a list of novel q-rung orthopair probabilistic hesitant fuzzy rough averaging/geometric aggregation operators to handle the uncertainty effectively and reliably to aggregate the uncertain information under q-ROPHFRSs. Several interesting elementary properties have been investigated. Furthermore, a novel multi-attribute decision-making approach based on the proposed aggregation information is presented. Finally, a numerical application regarding selecting a medical oxygen supplier to the hospital is presented to illustrate the consistency of the developed decision-making technique. The comparison of the proposed technique with q-rung orthopair probabilistic hesitant fuzzy rough TOPSIS shows that the proposed multi-criteria decision-making methodology is reliable and effective in addressing the uncertainty in real-world decision-making problems.

Abstract
The aim of this paper is to introduce a Frank operator in the q-rung orthopair triangular fuzzy linguistic environment on the basis of the notion of the Frank operator and the q-rung orthopair fuzzy set. Firstly, the concept of a q-rung orthopair triangular fuzzy linguistic set (q-ROTrFLS) is proposed, then several basic operations, score, and accuracy functions to compare the q-ROTrFLS values are defined. Secondly, a series of q-rung orthopair triangular fuzzy linguistic Frank aggregation operators are developed, such as q-rung orthopair triangular fuzzy linguistic Frank weighted average (q-ROTrFLWA)operator,q-rung orthopair triangular fuzzy linguistic Frank weighted geometric (q-ROTrFLWG) operator, and we introduce several relevant properties of these operators and prove their validity, and show the relevant relationship between some operators. Thirdly, two different decision-making approaches are constructed in the q-rung orthopair triangular fuzzy linguistic environment. Furthermore, a practical example is given to explain the developed methods. Finally, a comparative study is conducted, and the relevant sensitivity analysis is also discussed, and the outcome shows the prominence and the effectiveness of the developed methods compared to previous studies.

Abstract
Linguistic q-rung orthopair fuzzy numbers (Lq-ROFNs) are an effective tool for representing fuzzy linguistic information, and they can obtain a wider expression scope than linguistic intuitionistic fuzzy numbers and linguistic Pythagorean fuzzy numbers by increasing the value of parameter q. In this paper, we propose a new similarity measure called the grey similarity degree between any two Lq-ROFNs based on the concept of the grey correlation degree. Considering the significance of determining unknown weights, we also propose a grey correlation method to determine each expert’s weight under different alternatives and attributes, and we construct an optimization model to determine incompletely known attribute weights. Furthermore, an approach to linguistic q-rung orthopair fuzzy multiple-attribute group decision making is proposed that combines the grey similarity degree with the PROMETHEE II method. Finally, a numerical example is given to illustrate the effectiveness of the proposed method, and a sensitivity analysis and comparison analysis are also performed.

Abstract
As an effective tool for three-way decisions (3WD) problems, decision-theoretic rough sets (DTRSs) have raised increasing attention recently. In view of the advantages of q-rung orthopair uncertain linguistic variables (q-ROULVs) in depicting uncertain information, a new DTRSs model based on q-ROULVs is proposed to solve three-way group decision-making (3WGDM) problems. Firstly, the loss function of DTRSs is depicted by q-ROULVs and a q-rung orthopair uncertain linguistic DTRSs model is constructed subsequently. Secondly, to aggregate different experts’ evaluation results on loss function in group decision-making (GDM) scenario, the q-rung orthopair uncertain linguistic geometric Heronian mean (q-ROULGHM) operator and the q-rung orthopair uncertain linguistic weighted geometric Heronian mean (q-ROULWGHM) operator are presented. Related properties of the proposed operators are investigated. Thirdly, to compare the expected loss of each alternative, a new score function of q-ROULVs is defined and the corresponding decision rules for 3WGDM are deduced. Finally, an illustrative example of venture capital in high-tech projects is provided to verify the rationality and effectiveness of our method. The influence of different conditional probabilities and parameter values on decision results is comprehensively discussed.

Abstract
The cubic q-rung orthopair hesitant fuzzy set (Cq-ROHFS) provides greater information and is capable of representing both the interval-valued q-rung orthopair hesitant fuzzy set (IVq-ROHFS) and the q-rung orthopair hesitant fuzzy set (q-ROHFS). The concept of Cq-ROHFS is more flexible when considering the symmetry between two or more objects. In social life, complex decision information is often too uncertain and hesitant to allow precision. The cubic q-rung orthopair hesitant fuzzy sets are a useful tool for representing uncertain and hesitant fuzzy information in uncertain decision situations. Using the least common multiple (LCM) extension method, we propose a decision-making method based on an exponential similarity measure and hesitancy in the cubic q-rung orthopair hesitant fuzzy environment. To represent assessment information more accurately, our proposed method adjusts parameters according to the decision maker’s preferences in the decision-making process. The Cq-ROHFS setting was used to develop a depression rating method based on the similarity measure for depressed patients. Finally, the validity and applicability of the decision method is demonstrated using an example of depression rating assessment. As a result of this study, the scientific community can gain insight into real-world clinical diagnostic problems and treatment options.

Abstract
It is quite beneficial for every company to have a strong decision-making technique at their disposal. Experts and managers involved in decision-making strategies would particularly benefit from such a technique in order to have a crucial impact on the strategy of their company. This paper considers the interval-valued linear Diophantine fuzzy (IV-LDF) sets and uses their algebraic laws. Furthermore, by using the Muirhead mean (MM) operator and IV-LDF data, the IV-LDF power MM (IV-LDFPMM) and the IV-LDF weighted power MM (IV-LDFWPMM) operators are developed, and some special properties and results demonstrated. The decision-making technique relies on objective data that can be observed. Based on the multi-attribute decision-making (MADM) technique, which is the beneficial part of the decision-making strategy, examples are given to illustrate the development. Abstract
Higher-order fuzzy decision-making methods have become powerful tools to support decision-makers in solving their problems effectively by reflecting uncertainty in calculations better than crisp sets in the last 3 decades. Fermatean fuzzy set proposed by Senapati and Yager, which can easily process uncertain information in decision making, pattern recognition, medical diagnosis et al., is extension of intuitionistic fuzzy set and Pythagorean fuzzy set by relaxing the restraint conditions of the support for degrees and support against degrees. In this paper, we focus on the similarity measures of Fermatean fuzzy sets. The definitions of the Fermatean fuzzy sets similarity measures and its weighted similarity measures on discrete and continuous universes are given in turn. Then, the basic properties of the presented similarity measures are discussed. Afterward, a decision-making process under the Fermatean fuzzy environment based on TOPSIS method is established, and a new method based on the proposed Fermatean fuzzy sets similarity measures is designed to solve the problems of medical diagnosis. Ultimately, an interpretative multi-criteria decision making example and two medical diagnosis examples are provided to demonstrate the viability and effectiveness of the proposed method. Through comparing the different methods in the multi-criteria decision making and the medical diagnosis application, it is found that the new method is as efficient as the other methods. These results illustrate that the proposed method is practical in dealing with the decision making problems and medical diagnosis problems.

Abstract
The symmetry between fuzzy evaluations and crisp numbers provides an effective solution to multiple attribute decision making (MADM) problems under fuzzy environments. Considering the effect of information distribution on decision making, a novel approach to MADM problems under the interval-valued q-rung orthopair fuzzy (Iq-ROF) environments is put forward. Firstly, the clustering method of interval-valued q-rung orthopair fuzzy numbers (Iq-ROFNs) is defined. Secondly, Iq-ROF density weighted arithmetic (Iq-ROFDWA) intermediate operator and Iq-ROF density weighted geometric average (Iq-ROFDWGA) intermediate operator are developed based on the density weighted intermediate operators for crisp numbers. Thirdly, combining the density weighted intermediate operators with the Iq-ROF weighted aggregation operators, Iq-ROF density aggregation operators including Iq-ROF density weighted arithmetic (Iq-ROFDWAA) aggregation operator and Iq-ROF density weighted geometric (Iq-ROFDWGG) aggregation operator are proposed. Finally, effectiveness of the proposed method is verified through a numerical example.

Abstract
Although some correlation measure of intuitionistic fuzzy sets(IFSs) have been proposed, some of them cannot express the consistency of information or satisfy the axioms of similarity measure. In this paper, we present a consensus reaching process based on the concordance correlation measure of IFSs in multi-criteria decision making problems. Firstly, we define an innovative concordance correlation measure of IFSs, which not only takes the average information deviation of IFSs into account but also overcomes the disadvantages of previous correlation measures. In addition, its properties and the relationship between the defined new concordance correlation measure and Pearson correlation coefficient of IFSs are discussed. Secondly, considering that the classical TOPSIS method cannot be applied to the correlation measure with negative values, we continue to introduce the concept of relative concordance correlation measure and propose a consensus reaching process with minimum adjustment for an innovative behavioral TOPSIS method. Furthermore, a detailed numerical example and the comparison analyses are provided to verify the advantages of the proposed method. At last, we discuss the sensitivity and stability of the method.

AbstractDespite the importance of cosine and cotangent function- based similarity measures, the literature has not provided a satisfactory formulation for the case of q-rung orthopair fuzzy set (qROFS). This paper criticizes the existing attempts in terms of respect of the basic axioms of a similarity measure and strict inclusion relation. In addition, the maximum operator-based similarity measures are criticized. Then, new improved, axiomatically supported cosine and cotangent function-based similarity measures for qROFSs are proposed. Additional properties of the new similarity measures are discussed to guarantee their good performance. Two algorithmic procedures of TOPSIS method that based on fixed and relative ideal solutions are discussed. The numerical examples are provided to support the findings

Abstract
The linguistic q-rung orthopair fuzzy set is a powerful tool in representing linguistic assessments. Considering that the traditional decision making methods cannot deal with the situation that the best choice may not be the minimum or the maximum but between them, we propose an innovative TOPSIS method with linguistic q-rung orthopair fuzzy numbers based on the reference ideal theory. Firstly, the new operations of linguistic q-rung orthopair fuzzy sets are introduced based on the linguistic scale function. In addition, we propose the Minkowski distance measure of linguistic q-rung orthopair fuzzy numbers to make up for the defects of the existing distance measures based on the linguistic scale function. By using the new operations of linguistic q-rung orthopair fuzzy numbers, we propose the linguistic q-rung orthopair fuzzy weighted averaging operator and the linguistic q-rung orthopair fuzzy weighted geometric operator to aggregate linguistic decision information. Furthermore, we develop a reference ideal TOPSIS method to the linguistic q-rung orthopair fuzzy decision making problems. Finally, an example concerning the postgraduate entrance qualification assessment is given to illustrate the feasibility of the proposed method. Some comparative analysis is also given to show the efficiency of the method, in addition, the sensitivity analysis and stability analysis of the proposed method are also given.

Abstract
In the multi-attribute decision making (MADM) process, the attribute values are sometimes provided by experts or the public in the form of words. To model the linguistic evaluation more accurately, this paper proposes the q-rung orthopair shadowed set (q-ROSS) to represent attribute values and extends the VIKOR (VIsekriterijumska optimizacija i KOmpromisno Resenje) method to solve MADM problems in the q-ROSS context. First, we propose the q-ROSS to express evaluation information. Some basic operation rules and distance measures are investigated accordingly. When the amount of data is large, the left and right endpoints of the collected interval numbers will obey symmetric normal distribution. Secondly, based on the normal distribution assumption, the collected data intervals are mapped to shadowed sets through a data processing approach. Furthermore, we extend the VIKOR model to tackle the MADM problem where the evaluation values are expressed by q-rung orthopair shadowed numbers. A location selection problem verifies the practicability of our method, and the effectiveness and superiority of the presented approach are reflected through comparative analysis.
