Humanitarian management strategy for interstate movement of migrant workers in India during COVID-19 pandemic: an optimization based approach

India faced a unique situation during the ongoing COVID-19 pandemic when millions of migrant workers, in different states had to be transported to their home states as workplaces shut down. The governments in respective states faced challenges of minimizing economic impact while ensuring that the risk of infection was also kept under control. This paper develops models based on various secondary data from governmental and relevant non-governmental sources, trying to minimize the economic impact while keeping the rate of infection low and determining whether the migrant workforce should be allowed to stay in their workplace state or allowed to return to their home state. We found that the number of days of lockdown had a significant impact on the results. Fewer days of lockdown resulted in workers remaining in their work state as the preferred outcome, while a higher number of days of lockdown implied that people traveled to their home state and remain there. The proportion of workers who were willing to return to their work state played an important role on the results too. Beyond the threshold percentages of migrant workers returning to their work state, it became optimal for the government to encourage the workers to travel to their home state. However, this was mostly visible for moderate number of lockdown days as the effects on results were dominated by the impact from the number of lockdown days for too high or too low number of lockdown days. There is also an important trade-off between the budget and infection rate 'R' for the governments to consider. Minimizing the risk of infection requires an additional budget.

Innovation in humanitarian logistics and supply chain management: a systematic review

The COVID-19 global health crisis forced border closings, strained resources and tightened funding, forcing humanitarian organisations to innovate. This paper aims to identify gaps in the literature on innovation in humanitarian supply chains, and to develop an appropriate framework for future research through a systematic literature review. We use a systematic literature review approach and synthesis the discussion of innovation in humanitarian supply chains after reviewing 43 papers. The synthesis identifies the different contexts for and outcomes of innovation in humanitarian supply chains. Our findings indicate that research on innovation in humanitarian supply chains is an underdeveloped topic. Gaps we identified in regards to the humanitarian context are: (1) a limited discussion of the contribution by the beneficiary to the supply chain; (2) a limited discussion of reconstruction innovations; (3) a lack of study on field application for complex innovations; (4) the lack of discussion of the role of individual knowledge in humanitarian supply chain innovation and finally (5) a lack of study of position innovations where humanitarian organisations use supply chains as a way to market effectively towards donors.

Improving information alignment and coordination in humanitarian supply chain through blockchain technology

Purpose

The coordination among the various entities such as the military, government agencies, civilians, non-governmental agencies, and other commercial enterprises is one of the most challenging aspects of managing the humanitarian supply chain. Blockchain technology (BCT) can facilitate coordination, but the cost and other hindrances have limited their application in disaster relief operations. Despite some studies, the existing literature does not provide a nuanced understanding of the application of blockchain technology to improve information alignment and coordination. Motivated by some recent examples where blockchain technology has been used to trace and mobilize resources in the form of funds and materials from the origin to the destination, the authors develop a theoretical model grounded in the contingent resource-based view.

Design/methodology/approach

To empirically validate the model and test the research hypotheses, the authors gathered cross-sectional data using a structured pre-tested questionnaire. In this study, the authors gathered our responses from international non-governmental organizations from twenty-four countries. The authors performed the statistical analyses using variance-based structural equation modeling (PLS-SEM) with the help of commercial software (WarpPLS 7.0).

Findings

The findings of the study offer some useful implications for theory and practice. The results obtained through statistical analyses suggest that the BCT significantly affects information alignment and coordination. However, contrary to popular beliefs the study suggests that intergroup leadership has no significant moderating effect on the paths joining BCT and information alignment/coordination. Moreover, the authors found that the control variable (interdependence) significantly affects the information alignment and coordination further, which opens the room for further investigation.

Practical implications

The result of the study offers some useful guidance. Firstly, it suggests that humanitarian organizations should invest in BCT to improve information alignment and coordination which is one of the most complex tasks in front of humanitarian organizations. Secondly, intergroup leadership may not have desired influence on the effects of BCT on information alignment/coordination. However, the interdependence of the humanitarian organizations on each other may have a significant influence on the information alignment/coordination.

Originality/value

The study offers some useful implications for theory. For instance, how BCT influences information alignment and coordination was not well understood in the context of humanitarian settings. Hence, this study offers a nuanced understanding of technology-enabled coordination in humanitarian settings.

Two phase algorithm for bi-objective relief distribution location problem

The location planning of relief distribution centres (DCs) is crucial in humanitarian logistics as it directly influences the disaster response and service to the affected victims. In light of the critical role of facility location in humanitarian logistics planning, the study proposes a two-stage relief distribution location problem. The first stage of the model determines the minimum number of relief DCs, and the second stage find the optimal location of these DCs to minimize the total cost. To address a more realistic situation, restrictions are imposed on the coverage area and capacity of each DCs. In addition, for optimally solving this complex NP-hard problem, a novel two-phase algorithm with exploration and exploitation phase is developed in the paper. The first phase of the algorithm i.e., exploration phase identifies a near-optimal solution while the second phase i.e. exploitation phase enhances the solution quality through a close circular proximity investigation. Furthermore, the comparative analysis of the proposed algorithm with other well-known algorithms such as genetic algorithm, pattern search, fmincon, multistart and hybrid heuristics is also reported and computationally tested from small to large data sets. The results reveal that the proposed two-phase algorithm is more efficient and effective when compared to the conventional metaheuristic methods.

Supply chain management practices, retail outlets attributes and organisational performance: a case of organised food retailers in India

Purpose

The aim of this study is to examine the impact of supply chain management (SCM) practices and retail outlet attributes on the performance of organised food retailers in India during COVID-19 pandemic.

Design/methodology/approach

Authors conducted empirical research with SCM practices and retail outlet attributes to evaluate the retailers’ performance. The authors present the results from 321 valid responses from the Indian food retailers. The study used structured equation modeling to present the analysis and the results.

Findings

The findings of this study reveal that most of the SCM practices (i.e. information technology, level of information sharing, customer relationship, supplier relationship and goal congruence) have a positive impact on performance except the quality of information sharing. The results show that in the time of the pandemic, the retail outlet attributes (image, service quality and convenience) have no significant relationship with the food retailer’s performance while SCM practices are necessary to achieve better performance of the food retailers.

Research limitations/implications

A proactive approach is needed from retailers at the time of pandemic situations to manage the supply chains. The retailers must be extra careful in screening the suppliers for the short and long run. The reason being that in the situation of pandemic, customers might be more demanding and hence, food retailers need to pay special attention to gain growth. It is also required that the policymakers should give importance to the implementation of these SCM practices to be positioned differently.

Originality/value

The research can be valued in terms of its original contribution towards companies in overcoming the disruption caused by COVID-19 to maintain a balance between demand and supply and proposes a completely new theoretical framework. The proposed theoretical model would add value to the existing literature to help the retailers in process of their performance improvement. The study has provided insights for retail organisations, suppliers and government departments to manage their SCs more effectively and efficiently during the pandemic.

Value co-creation in humanitarian service triads: service provision for beneficiaries

Purpose

The purpose of this study is to understand how humanitarian service triad members contribute to value co-creation, and how they assess the continuity of services in humanitarian supply chains (HSCs) to ensure support for beneficiaries.

Design/methodology/approach

The study applied a qualitative methodology through a single case study of a humanitarian service triad composed of non-governmental organisations (NGOs), service providers and beneficiaries. Empirical data were collected through semi-structured interviews and observations.

Findings

The findings confirm that the humanitarian service triad perspective in HSCs allows better understanding of humanitarian assistance. The findings indicate six components grouped into a humanitarian service triad framework, namely: service design, service reachability, training serviceability, collaboration, synergy, ethical considerations and after-service care.

Research limitations/implications

This research contributes to understanding of humanitarian services provision by studying service triads in humanitarian settings. It also confirms the need for cooperation between practitioners in services provision. The findings are limited to the context of refugees in Turkey, specifically humanitarian service triad located in Izmir area.

Practical implications

The Humanitarian Service Triad Framework for Service Provision proposed in this paper can be used as a tool for policy makers and practitioners involved in service design in HSC contexts, stressing the need for including all the framework components in practice.

Originality/value

This study is one of the first to focus on a humanitarian service triad, which includes beneficiaries as triad members in long-term humanitarian service provision.

The emergent role of digital technologies in the context of humanitarian supply chains: a systematic literature review

The role of digital technologies (DTs) in humanitarian supply chains (HSC) has become an increasingly researched topic in the operations literature. While numerous publications have dealt with this convergence, most studies have focused on examining the implementation of individual DTs within the HSC context, leaving relevant literature, to date, dispersed and fragmented. This study, through a systematic literature review of 110 articles on HSC published between 2015 and 2020, provides a unified overview of the current state-of-the-art DTs adopted in HSC operations. The literature review findings substantiate the growing significance of DTs within HSC, identifying their main objectives and application domains, as well as their deployment with respect to the different HSC phases (i.e., Mitigation, Preparedness, Response, and Recovery). Furthermore, the findings also offer insight into how participant organizations might configure a technological portfolio aimed at overcoming operational difficulties in HSC endeavours. This work is novel as it differs from the existing traditional perspective on the role of individual technologies on HSC research by reviewing multiple DTs within the HSC domain.

Agility in humanitarian supply chain: an organizational information processing perspective and relational view

Humanitarian organizations are increasingly facing challenges in terms of improving the efficiency and the effectiveness of their disaster relief efforts. These challenges often arise due to a lack of trust, poor collaboration and an inability to respond to disaster affected areas in a timely manner. Our study attempts to understand how these challenges are overcome by seeking answers to questions related to the topics of swift-trust, collaboration and agility in humanitarian supply chains. For instance, in our study we have attempted to examine how information sharing and supply chain visibility in humanitarian supply chains improve the swift-trust among the humanitarian actors engaged in disaster relief operations. Further, we attempt to understand how-swift trust, commitment and collaboration among the humanitarian actors improve the agility in humanitarian supply chains. In our study we provide both theoretical and data-driven answers to our stated research gaps. Our theoretical model is firmly grounded in organizational information process theory and relational view. We tested our research hypotheses using variance based structural equation modelling with survey data collected using a web based pre-tested instrument from 147 NGOs respondents drawn from the National Disaster Management Authority database. Our results help to advance the theoretical debates surrounding "swift-trust", "collaboration" and "agility" in humanitarian settings. We further provide direction to managers engaged in disaster relief operations. The humanitarian actors engaged in disaster relief often fail to understand how to build swift-trust. Moreover, how swift-trust further affects commitment and collaboration which in turn further affect agility in humanitarian supply chains. Thus humanitarian organizations must understand how information sharing and supply chain visibility is key to swift-trust among humanitarian actors and agility in humanitarian supply chains. Finally, we outline the limitations of our study and offer some future research directions for investigation.

Intellectual structure and trends in the humanitarian operations field

Humanitarian Operations (HO) have attracted the interest of professionals and academics, mainly due to their potential to reduce human suffering in disaster situations, leading to consolidation as a research field. With the evolution of the HO research field, synthesis of the knowledge and previous discoveries has become an important task for its advancement. In this study, a literature review based on bibliometric mapping techniques was carried out in order to identify the HO intellectual structure. As main results, we visually present the general emerging structure of the HO field using the VOS viewer software to devise the networks of the principal articles. The seminal research in this field is organized into two clusters: Humanitarian Supply Chain Management, and Distribution Optimization in Humanitarian Logistics. Regarding the emerging intellectual structure, three clusters were identified: Relationship Management and Big Data, Healthcare facility location, and Network flow restoration optimization. Finally, some gaps and questions for future research are presented.

Resilience against the COVID-19 pandemic: is the hotel and tourism supply chain on the right path?

Purpose

The hotel and tourism industry forms a crucial economic sector for all the economies around the world. However, it suffered the worst hit during the COVID-19 outbreak. Considering the hotel and tourism sector's critical situation, this manuscript aims to emphasise the importance of resilience in the hotel and tourism supply chain (HTSC) and explores the crucial barriers that tend to disturb the inculcation of stability in the hotel and tourism sector. The present research analyses the factors influencing the hotel and tourism sector's resilience and also takes into consideration the various critical success factors (CSFs) needed to build a resilient HTSC.

Design/methodology/approach

A two-phase research approach has been proposed and used in this study. In the first phase, eight CSFs and sixteen factors influencing the hotel and tourism sector's resilience during the COVID-19 pandemic were identified. The basis of the identification of the CSFs and factors was literature and inputs received from experts. In the second phase, the grey-Entropy-EDAS, a qualitative and quantitative analysis, was used to analyse the identified CSFs and factors to determine the priority of concern.

Findings

In this research, the most imperative facet influencing the hotel and tourism sector's resilience has been identified, and the findings will assist hotel and tourism sector in managing and mitigating the repercussions of the COVID-19 pandemic. The analysis of the results indicates that out of all the critical success factors, supply chain visibility is the most crucial aspect in building HTSC's resilience, whereas economic catastrophe is the most influential factor. Sensitivity analysis is also conducted to examine the priority ranking stability.

Practical implications

The results of this study can be used by the hotel supply chain managers and policymakers to plan for various challenges faced by them as they try to implement resilience-based strategies in their supply chain.

Originality/value

This research is unique as it analyses the general factors hindering the pathway of resilience in the hotel and tourism supply chain. This is also the first kind of study that has used grey-Entropy to analyse the critical success factors and grey-EDAS for analysing the impact of various factors influencing the hotel and tourism sector's resilience.

Addressing critical success factors for improving concurrent emergency management: lessons learned from the COVID-19 pandemic

The world is witnessing a difficult time trying to circumscribe the spread of COVID-19 pandemic. The situation has become even more challenging as several natural disasters and emergencies coincided with this pandemic and created a situation of concurrent emergency. Effectively managing concurrent emergencies are extremely challenging. Only by utilizing and applying the knowledge gathered while combating a real-life concurrent emergency, one can further be prepared to face such emergencies. Hence, this study intends to identify the critical success factors (CSFs) having a major role in effective management of concurrent emergencies and evaluate the indispensable links among the factors. Twelve CSFs are identified from Pareto analysis, for which feedback from 46 experts involved in the management of emergencies is utilized. In addition, the revised rough-decision making trial and evaluation laboratory (rough-DEMATEL) approach is suggested to analyze the indispensable links among the CSFs and further, these factors are ranked based on the average vector length. The recent case of concurrent emergency in Bangladesh- floods amid a pandemic is considered to establish the applicability of this method. The findings of this research reveal that to handle concurrent emergencies 'Incremental improvement of proactive measures', 'Resilient supply chain and logistics network', and 'Government leadership and military cooperation' are the most critical factors to concurrent emergency management (CEM). These CSFs play a major role in ensuring the effectiveness of CEM. Thus, this study can be a building block in developing an effective CEM plan for the policymakers, managers, and practitioners.

The main challenges of applying effective relief operations are creating "swift trust" and "coordination" between aid organizations. Implementation of Industry 4.0 facilitates coordination and swift trust within HSC performance. The study intends to assess the readiness status of swift trust and coordination between stakeholders as well as to recommend the most suitable Industry 4.0 tools for improving relief operations. Firstly, a comprehensive set of critical success factors for implementing Industry 4.0 tools are introduced. The factors are categorized into limited groups using Exploratory Factor Analysis. In the next step, hierarchy fuzzy expert system is designed for assessing the readiness status of swift trust and coordination as well as to suggest the most suitable Industry 4.0 tool for enhancing HSC performance within given case study. The framework was applied for three aid organizations to address the pandemic disease in Iran. The outcome denotes that the organization has the highest readiness in logistic and transparency while information quality received the lowest readiness value. In addition to that, the organization should invest on the development of Industry 4.0 enablers including "Internet of Things and Big Data Analytics". The study extends organizational information process theory within HSC for reaching competitive advantage by information processing. The study suggests theoretical and practical implications by introducing a comprehensive set of critical success factors for implementation of Industry 4.0 and providing practical advice for enhancing HSC performance.

Emerging trends in digital transformation: a bibliometric analysis

Purpose

Ubiquitous digital technologies are driving organisations to embrace non-traditional digitally transformed business models incessantly. Heterogeneous literature contributions have resulted in a spur in the research related to business transformation driven by digital technologies in recent years; consequently, the research under the digital transformation (DT), even though becoming a hotspot, remains very fragmented. The authors endeavour to holistically present the literature's intellectual structure under DT as a concept, its evolving journey and the emerging research streams in the business and management domains using the techniques of bibliometric analysis.

Design/methodology/approach

By performing bibliometric analysis on 234 research articles published over the last 20 years in the DT domain, retrieved from Thompson Reuters Web of Science TM, this study culls out thorough insights from the citation, co-citation and keyword analysis. Further emerging research streams were evaluated using VOSviewer software.

Findings

The study depicts an overall incremental trend of year-on-year publications, authors' performance, publication journals, associated institutions and research driving countries, along with key insights from co-citation network analysis. Furthermore, the study evaluates four research areas – organisational impacts, applied applications and insights, operational processes and social aspects, comprising eighteen research streams that comprehensively cover-up research under the DT domain.

Research limitations/implications

The study contributes to the literature of DT by amalgamating the status of the present research, but more importantly, by deriving the research areas and research streams, which can be further expanded by researchers as future research streams.

Practical implications

For the practitioners, the study aims to act as a ready reckoner repository with practice-oriented literature references to facilitate them building knowledge and taking effective strategic decisions to harness the benefits of DT more proficiently.

Originality/value

This study illustrates the bibliometric structure of the DT literature and presents insights from the growth of the literature year-on-year.

A typology of horizontal logistics collaboration concepts: an illustrative case study from agri-food supply chains

Purpose

The purpose of this paper is to develop a comprehensive model for horizontal logistics collaboration (HLC), including the collaboration types, enablers, context influence and performance indicators.

Design/methodology/approach

First, this study discusses the currently available typologies and their limitations and defines relevant collaboration classification dimensions. Then, a detailed analysis of each dimension is conducted, including the identification of resulting collaboration types. Next, collaboration enablers and the context influence are discussed, as well as their implications on the logistics system, with a specific focus on agri-food supply chains (AFSCs). Additionally, adequate key performance indicators (KPIs) are selected to evaluate collaboration outcomes. Finally, the horizontal logistics collaboration concept (HLCC) is applied to an illustrative case study from AFSCs.

Findings

The results show that HLC is a complex strategy where several elements intervene in the creation of the collaboration scenario. The research also shows that the specific characteristics of AFSCs influence the partners' selection process and increase the importance of partners' similarity and information exchange.

Practical implications

The results provide managers with practical insights into the dynamic nature of HLC both at the operational and relational levels.

Originality/value

This paper provides a theoretical contribution by introducing a new comprehensive model for HLC and a practical typology that allows a deeper understanding of the mechanisms governing different HLC scenarios.

A multi-objective optimization model for logistic planning in the crisis response phase

Purpose

Proper planning for the response phase of humanitarian relief can significantly prevent many financial and human losses. To this aim, a multi-objective optimization model is proposed in this paper that considers different types of injured people, different vehicles with determining capacities and multi-period logistic planning. This model can be updated based on new information about resources and newly identified injured people.

Design/methodology/approach

The main objective function of the proposed model in this paper is minimizing the unsatisfied prioritized injured people in the network. Besides, the total transportation activities of different types of vehicles are considered as another objective function. Therefore, these objectives are optimized hierarchically in the proposed model using the Lexicographic method. This method finds the best value for the first objective function. Then, it tries to optimize transportation activities as the second objective function while maintaining the optimality of the first objective function.

Findings

The performances of the proposed model were analyzed in different cases and its robust approach for different problems was shown within the framework of a case study. Besides, the sensitivity analysis of results shows the logical behavior of the proposed model against various factors.

Practical implications

The proposed methodology can be applied to find the best response plan for all crises.

Originality/value

In this paper, we have tried to use a multi-objective optimization model to guide and correct response programs to deal with the occurred crisis. This is important because it can help emergency managers to improve their plans.

A preliminary study for selecting the appropriate AI-based forecasting model for hospital assets demand under disasters

Purpose

Hospitals recently search for more accurate forecasting systems, given the unpredictable demand and the increasing occurrence of disruptive incidents (mass casualty incidents, pandemics and natural disasters). Besides, the incorporation of automatic inventory and replenishment systems – that hospitals are undertaking – requires developed and accurate forecasting systems. Researchers propose different artificial intelligence (AI)-based forecasting models to predict hospital assets consumption (AC) for everyday activity case and prove that AI-based models generally outperform many forecasting models in this framework. The purpose of this paper is to identify the appropriate AI-based forecasting model(s) for predicting hospital AC under disruptive incidents to improve hospitals' response to disasters/pandemics situations.

Design/methodology/approach

The authors select the appropriate AI-based forecasting models according to the deduced criteria from hospitals' framework analysis under disruptive incidents. Artificial neural network (ANN), recurrent neural network (RNN), adaptive neuro-fuzzy inference system (ANFIS) and learning-FIS (FIS with learning algorithms) are generally compliant with the criteria among many AI-based forecasting methods. Therefore, the authors evaluate their accuracy to predict a university hospital AC under a burn mass casualty incident.

Findings

The ANFIS model is the most compliant with the extracted criteria (autonomous learning capability, fast response, real-time control and interpretability) and provides the best accuracy (the average accuracy is 98.46%) comparing to the other models.

Originality/value

This work contributes to developing accurate forecasting systems for hospitals under disruptive incidents to improve their response to disasters/pandemics situations.

Post-Flood Risk Management and Resilience Building Practices: A Case Study

The study was conducted to assess the post 2010 flood risk management and resilience-building practices in District Layyah, Pakistan. Exploratory research was applied to gain knowledge of flood risk management to embed the disaster risk reduction, mitigation, and adaptation strategies at the local government and community level. Around 200 questionnaires were collected from the four devastated areas/union councils. Primary data from the field uncovered flood risk management practices by organizations, local government, and the community. It highlights resilience-building practices undertaken by the community through rehabilitation, community participation, and local indigenous practices. The role of the District Layyah’s local government and organizations to mitigate the 2010 flood and their contribution towards flood resilience in affected communities was investigated, as no comparable studies were carried out in the riverine belt of District Layyah previously. Moreover, the tangible and non-tangible measures to lessen the vulnerability to floods and improve flood risk governance at a local level were identified. This study makes a valuable contribution in strengthening the resilience building of vulnerable communities by recommending few changes in existing practices concerning flood risk at a local level.

Expected Scopes of Health Emergency and Disaster Risk Management (Health EDRM): Report on the Expert Workshop at the Annual Conference for the Japanese Association for Disaster Medicine 2020

The World Health Organization (WHO) and its partners established the WHO Thematic Platform for Health Emergency and Disaster Risk Management Research Network (HEALTH EDRM RN) in 2016 to respond to the increasing burden of recent health emergencies and disasters. The mission of the HEALTH EDRM RN, whose secretariat is located at the WHO Kobe Centre (WKC), is to promote global research collaboration and strengthen research activities to inform policies and programs by generating new evidence to manage health risks associated with all types of emergencies and disasters. With the strong support and involvement of all WHO regional offices, the HEALTH EDRM RN now works with more than 200 global experts and partners to pursue its mission. The first Core Group Meetings of the HEALTH EDRM RN were held on 17-18 October 2019, and concluded with the HEALTH EDRM RN-activity priorities to (1) promote operational research to better meet the needs of emergency- and disaster-exposed individuals and communities and efforts to translate science to policies and programs and (2) strengthen the research capacity of the Health EDRM community. In collaboration with the Japanese Association for Disaster Medicine, the WKC held a workshop on 21 February 2020, in which 20 Japanese experts from different research fields participated to further discuss these two points. This paper summarizes the discussion at the workshop.

A disaster relief commodity supply chain network considering emergency relief volunteers: a case study

Purpose

The number of natural and man-made disasters is remarkable and threatened human lives at the time of occurrence and also after that. Therefore, an efficient response following a disaster can eliminate or mitigate the adverse effects. This paper aims to help address those challenges related to humanitarian logistics by considering disaster network design under uncertainty and the management of emergency relief volunteers simultaneously.

Design/methodology/approach

In this paper, a robust fuzzy stochastic programming model is proposed for designing a relief commodity supply chain network in a disaster by considering emergency relief volunteers. To demonstrate the practicality of the proposed model, a case study is presented for the 22 districts of Tehran and solved by an exact method.

Findings

The results indicate that there are many parameters affecting the design of a relief commodity supply chain network in a disaster, and also many parameters should be controlled so that, the catastrophe is largely prevented and the lives of many people can be saved by sending the relief commodity on time.

Practical implications

This model helps decision-makers and authorities to explore optimal location and allocation decisions without using complex optimization algorithms.

Originality/value

To the best of the authors’ knowledge, employee workforce management models have not received adequate attention despite their role in relief and recovery efforts. Hence, the proposed model focuses on the problem of managing employees and designing a disaster logistics network simultaneously. The robust fuzzy stochastic programming method is applied for the first time for controlling the uncertainties in the design of humanitarian relief supply chains.

Fighting against COVID-19: what operations research can help and the sense-and-respond framework

COVID-19 is affecting all walks of life. To deal with it, we need to make use of scientifically sound tools and models. Operations research (OR), as a well-established field which focuses on deploying analytical tools to solving decision making problems, comes to the rescue. In this paper, by examining the OR literature and practices related to pandemics (including COVID-19), we discuss what OR can help to tackle challenges under COVID-19. We classify the literature into three stages, namely "before pandemic", "during pandemic" and "after pandemic". We examine the related literature and reveal the respective research areas and OR methods employed. Then, we propose a future research agenda. Finally, we establish the sense-and-respond OR framework regarding what specific actions should be taken to cope with COVID-19 from the perspectives of governments, healthcare and non-profit-making organizations, and businesses. We believe that the findings of this paper lay the solid foundation to stimulate further OR studies to combat COVID-19.

Optimization of e-commerce distribution center location

Since the COVID-19 pandemic hit last year, countries locked their borders. Thus, international shipping deteriorates drastically. Simultaneously, social distancing increased the need for immediate online consumption and fast home delivery. In the non-digital world, products still need to be shipped to their destination using trucks, trains, airplanes, and ships. Simultaneously, requirements for volumes of goods, transport costs, external limiting factors, etc., must be precisely defined. The article aims to find the optimal location selection solution based on the created mathematical model of the Modified Steiner-Weber Problem with restrictive conditions. The model allows for the central warehouse's optimal location and minimizes distribution costs from the central warehouse to sub-warehouses/branches located in individual EU countries. The mathematical model has been applied to a case study of a selected e-commerce dealing, which has established branches in capital cities but does not have an established central warehouse. Systematization of literature sources and approaches to solving the problem of e-commerce distribution center location showed that 86% of the studied companies plan to use on-demand warehousing in the next three to five years. Therefore, the need for warehousing would be preserved. The authors noted that they do not necessarily need to have it in-house. Consequently, fulfillment centers and warehouses would likely continue to be a significant component in the future logistics system. This research would like to stress how important the management of the effective optimization of e-commerce distribution center location is and how to achieve it. The success of Amazon in the US, Europe, and Alibaba in China has genuinely redefined consumer expectations. With the emergence of services like Amazon Prime, consumers now expect same-day delivery. The solution enabling this evolution has been a mix of manufacturing where the production costs are optimal, just-in-time shipping, highly automated fulfillment centers, and mobile connectivity growth. The proposed model results showed that the best location for a central location and storage center concerning the e-commerce environment, including minimum annual transport costs, is near Bristol in the United Kingdom. Eighty-six percent of the companies in the study plan to use on-demand warehousing in the next three to five years, and the solution enabling this evolution has been a combination of manufacturing where the production costs are optimal, just-in-time shipping, highly automated fulfillment centers, and, to a growing extent, mobile connectivity.

Modeling the enablers of humanitarian supply chain management: a hybrid group decision-making approach

Purpose

This paper intends to explore and appraise the humanitarian supply chain management enablers (HSCMEs) for efficient and effective humanitarian operations. This research aims to analyze the interaction of enablers for humanitarian supply chain management (HSCM) using a proposed hybrid framework consists of fuzzy Delphi (FD), interpretive structural modeling (ISM)–matriced impacts croises multiplication appliquee a un classement (MICMAC) and revised Simos approach.

Design/methodology/approach

This research is deliberate to identify 28 HSCMEs through a literature review and experts' opinions; out of which 20 HSCMEs are selected using FD. ISM is applied to know contextual relationship among the selected HSCMEs for developing a hierarchical model. The MICMAC analysis classifies the HSCMEs based on driving power and dependence power to validate the developed hierarchical ISM structure. The revised Simos technique is used to prioritize the HSCMEs to access its relative significance in humanitarian operations.

Findings

The finding of the analysis suggests that government policy and leadership support obtained the highest priority, having high driving power and low dependence power is significantly strategic and emerged as the leading driver for the HSCM implementation.

Research limitations/implications

ISM model presents an insight into interrelationship among HSCMEs, but this cannot quantify the impact of each HSCMEs.

Practical implications

Disaster relief aid agencies and stakeholders may focus on the enablers having high driving power and higher weight in designing and executing an effective and efficient humanitarian supply chain and to improve their activities and strategies of HSCM.

Social implications

This research helps humanitarian logisticians and humanitarian organizations to make better decisions to improve their operational performance in pre and postdisaster phases.

Originality/value

This paper explores the application of proposed hybrid framework to analyze the HSCMEs that can be considered as the original contribution.
