Abstract
Selecting the best region-specific climate models is a precursor information for quantifying the climate change impact studies on hydraulic/hydrological projects and extreme heat events. A crucial step in lowering GCMs simulation-related uncertainty is identifying skilled GCMs based on their ranking. This research performed a critical assessment of 30 general circulation models (GCMs) from CMIP6 (IPCC's sixth assessment report) for maximum and minimum temperature over Indian subcontinent. The daily temperature data from 1965 to 2014 were considered to quantify maximum and minimum temperatures using a gridded spatial resolution of 1°. The Nash-Sutcliffe efficiency (NSE), correlation coefficient (CC), Perkins skill score (PSS), normalized root mean square error (NRMSE), and absolute normalized mean bias error (ANMBE) were employed as performance indicators for two different scenarios, S1 and S2. The entropy approach was used to allocate weights to each performance indicator for relative ranking. Individual ranking at each grid was achieved using a multicriteria decision-making technique, VIKOR. The combined ranking was accomplished by integrating group decision-making, average ranking perspective, and cumulative percentage coverage of India. The outcome reveals that for S1 and S2, NRMSE and NSE are the most significant indicators, respectively whereas CC is the least significant indicator in both cases. This study identifies ensemble of KIOST-ESM, MRI-ESM2-0, MIROC6, NESM3, and CanESM5 for maximum temperature and E3SM-1-0, NESM3, CanESM5, GFDL-CM4, INM-CM5-0, and CMCC-ESM2 for minimum temperature.

Abstract
Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is a popular multi-criteria decision-making method that ranks the available alternatives by examining the ideal-positive and ideal-negative solutions for each decision criterion. The first step of using TOPSIS is to normalize the presence of incommensurable data in the decision matrix. There are several normalization methods, and the choice of these methods does affect TOPSIS results. As such, some efforts were made in the past to compare and recommend suitable normalization methods for TOPSIS. However, such studies merely compared a limited collection of normalization methods or used a noncomprehensive procedure to evaluate each method's suitability, leading to equivocal recommendations. This study, therefore, employed an alternate, comprehensive procedure to evaluate and recommend suitable benefit/cost criteria-based normalization methods for TOPSIS (out of ten methods extracted from past literature). The procedure was devised based on three evaluation metrics: the average Spearman's rank correlation, average Pearson correlation, and standard deviation metrics, combined with the Borda count technique.•The first study examined the suitability of ten benefit/cost criteria-based normalization methods over TOPSIS.•Users should combine the sum-based method and vector method into the TOPSIS application for safer decision-making.•The maximum method (version I) or Jüttler's-Körth's method has an identical effect on TOPSIS results.

Abstract
As one of the teaching models that promote the orderly development of vocational education in China, the integration of industry and education has been recognized by all sectors of society in China’s many years of practice. In recent years, with the strong advocacy of the education sector in China, its development speed has been rapidly improved. Rural vocational education in China has also actively implemented and innovated the teaching mode of integration of industry and education, which has trained more excellent talents for agricultural development in various regions. The quality evaluation of industry-education integration for rural vocational education in the perspective of rural revitalization is viewed as the multiple attribute group decision making (MAGDM). In this paper, the probabilistic linguistic Mixed Aggregation by Comprehensive Normalization Technique (PL-MACONT) method is built for MAGDM. At last, to verify the validity of the extended method, a numerical example to further account for quality evaluation of industry-education integration for rural vocational education in the perspective of rural revitalization is put into use.

Abstract
The offshore floating wind-solar-aquaculture (WSA) system with its advantages such as strong seakeeping ability, considerable power generation, and full utilization of ocean space and water resources will have a bright prospect in the future. In order to accelerate the sustainable development of the energy industry, it is very important to build a reasonable investment decision-making framework. Therefore, this paper aims to build a multi-criteria group decision-making (MCGDM) framework for investment decision-making of this project. Firstly, a comprehensive criteria system has been established. Secondly, probabilistic language term sets (PLTSs) are introduced to describe the uncertainty and fuzziness of decision information. Thirdly, the expert weight determination model is established based on the correlation measure and correlation coefficient of PLTSs, and the PL-fuzzy decision-making trial and evaluation laboratory (DEMATEL) method and the information entropy method are introduced to determine the subjective and objective weights of the criteria. In addition, considering the decision maker's psychological behavior, we choose probabilistic language the interactive and multiple attribute decision-making (TODIM) method to determine the optimal investment alternative. Finally, we apply the proposed framework to a case study. The results illustrate that the alternative A3 possesses the optimal comprehensive performance with the overall value is 1. Then, we conduct sensitivity analysis and comparative analysis to verify its robustness and feasibility. Scenario analysis in TODIM method showed that it is reasonable to express decision preference by setting different recession coefficients in the actual decision-making environment. This study can provide some reference for decision-makers, and also extend the method of decision-making field.

Abstract
The triage processes prior to the assignation of healthcare resources in hospitals are some of the decision-making processes that more severely affect patients. This effect gets even worse in health emergency situations and intensive care units (ICUs). Aiming to facilitate the decision-making process, in this work the use of vague fuzzy numbers is proposed, aiming to define a multi-attribute patient hierarchization method to be used in emergency situations at hospital ICUs. The incorporation of fuzzy models allows for modelling the vagueness and uncertainty associated with decision criteria evaluation, with which more efficient support is provided to the decision-making process. After defining the methodology, the effectiveness of this new system for patient hierarchization is shown in a case study. As a consequence of that, it is proved that the integration of decision-support systems into healthcare environments results to be efficient and productive, suggesting that if a part of the decision process is supported by these systems, then the errors associated with wrong interpretations and/or diagnoses might be reduced.

Abstract
In this work, the new VIKOR methods are established using the generalized Pythagorean fuzzy soft sets (GPFSSs). For GPFSSs, the distance measures such as Hamming, Euclidean, and generalized are given. Further, the basic characteristics of these distance measures are examined. Fuzzy and soft sets are strong instruments for uncertainty. This strongness has been demonstrated by the GPFSS combining Pythagorean fuzzy sets and soft sets and applied to imprecise and ambiguous information. In this context, new remoteness index-based methods have been proposed, which are dissimilar from available VIKOR methods. The displaced and fixed ideals positive and negative Pythagorean fuzzy values (PFV) were defined. Thus, based on this definition, displaced positive ideal remoteness indices, negative ideal remoteness indices, and fixed positive ideal, negative ideal remoteness indices were discussed. Two different weights are used here: weights based on OF preference information and precise weights calculated with the expectation score function. The VIKOR method given here provides a different way from canonical VIKOR methods: rank candidate alternatives and determining a compromise solution based on different preference structures. The processes principles of the newly defined GPFSSs VIKOR methods are given by four algorithms. An example of these algorithms is given with the behavioral development and cognitive development of the children of Early Childhood children in the COVID-19 quarantine.

Abstract
COVID-19, which emerged in December 2019, has affected the entire world. Therefore, COVID-19 has been a subject of research in various disciplines, especially in the field of health. One of these studies was the report made by the Deep Knowledge Group (DKG) consortium in which safe regions for COVID-19 were determined. In the report, the main criteria of quarantine efficiency, government efficiency of risk management, monitoring and detection, health readiness, regional resilience, and emergency preparedness are used in the evaluation of countries and regions (alternatives). As the data and research structure used in this report are based on multi-criteria, the purpose of this study is to evaluate and analyse the safety levels of 100 regions in the world in terms of COVID-19 using Technique for Order Performance by Similarity to Ideal Solution (TOPSIS), Vise Kriterijumsa Optimizacija I Kompromisno Resenje (VIKOR) and Complex Proportional Assessment (COPRAS) methods. The data and information required in the methods were obtained from a report prepared by the DKG. The results of the methods were compared with the ranking results presented in a report of the DKG. Accordingly, it has been observed that the method that provides the closest results to the results of the report is the COPRAS method, and the method that gives the most distant results is the VIKOR method.

Abstract
Community Based Organizations (CBOs) are important health system stakeholders with the mission of addressing the social and economic needs of individuals and groups in a defined geographic area, usually no larger than a county. The access and success efforts of CBOs vary, depending on the integration between health care providers and CBOs but also in relation to the community participation level. To achieve widespread results, it is important to carefully design an efficient network which can serve as a bridge between the community and the health care system. This study addresses this challenge through a location-allocation model that deals with the hierarchical nature of the system explicitly. To reflect social welfare concerns of equity, local accessibility, and efficiency, we develop the model in a multi-objective framework, capturing the ambiguity in the decision makers' aspiration levels through a fuzzy goal programming approach. This study reports the findings for the real case of Shiraz city, Fars province, Iran, obtained by a thorough analysis of the results.
