PCBs risk evaluation, environmental protection, and management: 50-year research and counting for elimination by 2028

What can we learn from 28 years of monitoring of fish tissue polychlorinated biphenyls in Michigan's rivers?

Polychlorinated biphenyls (PCBs) are an important part of chemical legacies in the Laurentian Great Lakes basin. Used in industrial products worldwide, PCBs are now extensively monitored because of their potential toxicity to humans. Fish consumption is a major pathway for exposure. Edible portion (i.e., fish fillet) data from Michigan's fish tissue PCB monitoring program were evaluated using regression statistics, principal component analysis, and t-tests to answer three questions: (1) How do fish tissue total PCB concentrations vary across Michigan's rivers? (2) Are the PCB congener patterns uniformly distributed among tested sites and species? (3) Do monitoring methods limit our ability to discern trends in fish tissue PCB concentrations? Our results indicate that although contaminated sites have been successfully identified, based on higher PCB concentrations in samples from Areas of Concern (AOCs) compared to non-AOC sites, 77% of fish samples from 2010 to 2015 exceeded the safe fish tissue PCB concentration for unrestricted consumption (97 g/day) by sensitive populations. The PCB congener profiles vary among species and locations. Results demonstrate that these data are not useful for supplementing ongoing spatial and temporal trend analysis. Only 15 of the 83 species + waterbody pairs had adequate data for evaluating temporal trends with more than three data points. In general, the trends at each location varied based on the analytical method. Persistent Organic Pollutant Levels in Maternal and Cord Blood Plasma and Breast Milk: Results from the Rio Birth Cohort Pilot Study of Environmental Exposure and Childhood Development (PIPA Study)

Levels of polychlorinated biphenyls (PCB) and organochlorine pesticides (OCP) were evaluated in the breast milk and maternal and umbilical cord blood of pregnant women and their newborns in Rio de Janeiro, Brazil. The concentration of 11 PCB and 17 OCP were measured in 135 samples of maternal, and 116 samples of cord blood plasma, as well as 40, 47, and 45 samples of breast milk at 1st, 3rd, and 6th months after birth, respectively, using gas chromatography-mass spectrometry (GC-MS-MS). Women were asked to answer an enrollment questionnaire with reproductive, lifestyle, residential and sociodemographic questions. The most commonly detected OCPs and PCBs in the maternal and cord blood were 4,4'-DDE; β-HCH; ɣ-HCH; and PCB 28. 4,4'-DDE was also the most commonly detected OCP in breast milk samples. Although not statistically significant, ∑DDT levels were higher among women with pregestational BMI ≥ 30, and who were non-white and older (age > 40). Newborns with an Apgar score ≤ 8 at minute 5 of life showed significantly higher levels of ∑DDT in the cord blood. Persistent OCPs and PCBs were still detected in maternal and umbilical cord blood and breast milk, even after decades of their banishment in Brazil. They may pose a risk to maternal, fetal and children's health.

Management of polychlorinated biphenyls stockpiles and contaminated sites in Africa: A review of 34 countries

Polychlorinated biphenyls (PCBs) are industrial chemicals that are designated as persistent organic pollutants. They were used for the production of multifarious products but their manufacture, and uses were banned under the Stockholm convention which took effect in 2004. The parties to the convention had prepared national implementation plans (NIPs) detailing management measures for persistent organic pollutants including PCBs. In the current review, the NIPs of 34 African countries were reviewed to assess the size of PCBs stockpiles, their storage conditions, and the management of PCBs contaminated sites. The results showed that each of the African countries examined, except Egypt, has stored PCBs stockpiles in open fields. There are several PCBs contaminated sites scattered across African countries with Malawi having the largest number of contaminated sites, 211 as of 2005. Many of these sites are not well managed and there are only few monitoring activities of the levels of PCBs. Thus, strict implementation of the Stockholm Convention and the NIPs to reduce the PCBs stockpiles size, and appropriate management of PCBs are required in Africa.

Recent advances in PCB removal from historically contaminated environmental matrices

Despite being drastically restricted in the 1970s, polychlorinated biphenyls (PCBs) still belong among the most hazardous contaminants. The chemical stability and dielectric properties of PCBs made them suitable for a number of applications, which then lead to their ubiquitous presence in the environment. PCBs are highly bioaccumulative and persistent, and their teratogenic, carcinogenic, and endocrine-disrupting features have been widely reported in the literature. This review discusses recent advances in different techniques and approaches to remediate historically contaminated matrices, which are one of the most problematic in regard to decontamination feasibility and efficiency. The current knowledge published in the literature shows that PCBs are not sufficiently removed from the environment by natural processes, and thus, the suitability of some approaches (e.g., natural attenuation) is limited. Physicochemical processes are still the most effective; however, their extensive use is constrained by their high cost and often their destructiveness toward the matrices. Despite their limited reliability, biological methods and their application in combinations with other techniques could be promising. The literature reviewed in this paper documents that a combination of techniques differing in their principles should be a future research direction. Other aspects discussed in this work include the incompleteness of some studies. More attention should be given to the evaluation of toxicity during these processes, particularly in terms of monitoring different modes of toxic action. In addition, decomposition mechanisms and products need to be sufficiently clarified before combined, tailor-made approaches can be employed.

Assessment of Perceptions and Cancer Risks of Workers at a Polychlorinated Biphenyl-Contaminated Hotspot in Ethiopia

BACKGROUND

Polychlorinated biphenyls (PCBs) are synthetic and persistent toxic chemicals with a high potential to bioaccumulate in human tissue. There is no existing literature on workers' perceptions and occupational cancer risk due to exposure to PCBs in Ethiopia.

OBJECTIVES

The aim of the present study was to assess workers' perceptions of occupational health and safety measures of PCB management and to evaluate the cancer risk posed by PCBs to workers handling these chemicals in Ethiopia.

METHODS

A total of 264 questionnaires were administered to workers at the study area to obtain information about PCB management. A mathematical model adopted from the United States Environmental Protection Agency (USEPA) was used to assess the potential cancer risk of people working in PCB-contaminated areas.

RESULTS

The results showed that the majority of the workers had little knowledge of safe PCB management practices. Furthermore, 82.6% had not received training on chemical management and occupational health and safety protocols. The association between respondents' responses on the impact of PCBs to the use of personal protective equipment was statistically significant (p <0.005). Accidental ingestion, dermal contact and inhalation exposure pathways were considered in assessing the cancer risk of people working in these areas. The estimated cancer risk for PCBs via dermal contact was higher than for the accidental ingestion and inhalation pathways. The health risk associated with dermal contact was 73.8-times higher than the inhalation exposure route. Workers at the oil tanker and oil barrel area and swampy site are at higher risk of cancer via dermal contact at the 95th centile (879 and 2316 workers per million due to PCB exposure, respectively). However, there is very low cancer risk at the staff residence and garden area via the inhalation route.

CONCLUSIONS

Training programs would help improve the knowledge of workers in the area of occupational health and safety of chemical handling. Further studies on PCBs in the exposed workers will provide information on their blood sera PCB levels and consequently identify potential health impacts.

Unintentionally produced polychlorinated biphenyls in pigments: An updated review on their formation, emission sources, contamination status, and toxic effects

The formation, emission, environmental occurrence, and potential adverse effects of unintentionally produced polychlorinated biphenyls (PCBs) in pigments are reviewed, providing a comprehensive and up-to-date picture on these pollutants. PCBs are typically formed during manufacturing of organic pigments that involve chlorinated intermediates and reaction solvents, rather than those of inorganic pigments. Concentrations and profiles of PCBs vary greatly among pigment types and producers, with total PCB levels ranging from lower than detection limits to several hundred ppm; major components can be low-chlorinated (e.g., CB-11) or high-chlorinated congeners (e.g., CB-209). Pigment-derived PCBs can be released into the environment through different steps including pigment production, application, and disposal. They can contaminate atmospheric, terrestrial, and aquatic ecosystems, and then affect organisms living there. This situation garners scientific and public attention to nonlegacy emissions of PCBs and suggests the need for appropriate monitoring, management, and abatement strategies regarding these pollutants.

Bioavailable Environmental Pollutant Patterns in Sediments from Passive Equilibrium Sampling

Sediment-associated risks depend on the bioavailable fraction of organic chemicals and cannot be comprehended by their total concentrations. The present study investigated contamination patterns of bioavailable chemicals in sediments from various sites around the globe by using passive equilibrium sampling. The extracts had been characterized previously for mixture effects by in vitro reporter gene assays and were in this study analyzed using gas chromatography-high resolution mass spectrometry for 121 chemicals including both legacy and emerging contaminants. The spatial distribution of the detected chemicals revealed distinct contamination patterns among sampling sites. We identified compounds in common at the different sites but most contaminant mixtures were site-specific. The mixture effects of the detected chemicals were predicted with a mixture toxicity model from effect concentrations of bioactive single chemicals and detected concentrations, applying a joint model for concentration addition and independent action. The predicted mixture effects were dominated by polycyclic aromatic hydrocarbons, and among the chemicals with available effect data, 17% elicited oxidative stress response and 18% activated the arylhydrocarbon receptor. Except for two sites in Sweden, where 11 and 38% of the observed oxidative stress response were explained by the detected chemicals, less than 10% of effects in both biological end points were explained. These results provide a comprehensive investigation of bioavailable contamination patterns of sediments and may serve as an example of employing passive equilibrium sampling as a monitoring technique to integrate the risk of bioavailable sediment-associated chemicals in aquatic environments.

PBCLM: A top-down causal modeling framework for soil standards and global sustainable agriculture

To help countries worldwide regulate agricultural soil standards for organic contaminants, this study developed the pastoral-based chemical lifecycle management (PBCLM) modeling framework, which comprehensively models the bottom-up causation of the chemicals' lifecycle at each level of the cattle industry and delivers top-down regulatory strategies. The lifecycle models for a total of 308 hydrophobic organic contaminants were constructed. The results indicated that the octanol-water partitioning coefficient (log K_OW) values had the greater impact on the unit-legal-limit-based concentrations for contaminants at the producer level (i.e., grass) or higher. In addition, the analysis of the weather variables indicated that pastoral farming in warmer and drier places might lead to the bioaccumulation of more contaminants. By comparing the reference legal limits that were derived by the PBCLM, current soil standards might not be effective in protecting human health or harmonizing downstream food regulations. The PBCLM can help regulatory agencies better promulgate soil regulations to ensure sustainable agriculture.

Polybrominated dibenzo-p-dioxins (PBDDs) and - dibenzofurans (PBDFs) in cod (Gadus morhua) liver-derived products from 1972 to 2017

Literature data on the occurrence and prevalence of polybrominated dibenzo-p-dioxins (PBDDs) and polybrominated dibenzofurans (PBDFs) in foods including seafood are scarce. In this study, a number of cod-derived products including medicinal grade cod liver oils sourced from Northern Atlantic waters (Iceland, Norway) and the Baltic Sea (Poland) during 1972-2001 and canned cod liver sourced from the Baltic Sea in 2017, showed detectable levels of PBDFs: such as 2,3,8-TrBDF at 0.57 to 5.249 pg g^-1 fat and 1,2,3,4,6,7,8-HpBDF at <0.018 to 0.302 pg g^-1 fat. PBDDs were not detected in the cod liver oils. Canned cod liver products showed low levels of 2,3,7,8-TeBDD in the range <0.017 to 0.022 pg g^-1 whole weight and 1,2,3,7,8-PeBDD at <0.03 to 0.039 pg g^-1 whole weight. These concentrations were computed to yield upper bound toxic equivalences (TEQs) of 0.14 to 0.17 pg g^-1 for the oils and 0.12 to 0.25 pg g^-1 for the canned products (0.08 pg g^-1 ww for both products). The resulting supplementary and dietary intakes are low (0.02 to 0.11 pg kg^-1 bm day^-1 for the oils and 0.07 to 0.17 pg kg^-1 bm week^-1 for the canned livers) in comparison to the recently expressed tolerable weekly intake of 2 pg kg^-1 bm week^-1. However, the intakes are underestimates, as due to a lack of analytical standards not all PBDD/F TEQ contributing congeners could be included. The PBDD/F TEQ contributes to the cumulative toxicity arising from other contaminants such as chlorinated dioxins and polychlorinated biphenyls.

The socio-economic impact timeline in Serbia for persistent organic pollutants (POPs)

Assessing the socio-economic impact of dangerous chemicals, including persistent organic pollutants (POPs) as a specific segment, includes analysis of their impacts on human health, on the environment and on local economic development. Abundant evidence of these effects of dangerous chemicals throughout the world is provided by published research. According to WHO, these chemicals cause around 4.9 million deaths (8.3%) and 86 million Disability-Adjusted Life Years (5.7%) globally; according to very conservative estimates, 20% of cancer deaths are the consequence of the cancerous effects of chemicals in the work place. Their impact on economic development is manifested primarily through reduced productivity of society due to health impairment of both the population and natural resources. Specific research, the results of which are presented in this article, has been focused on the impact of POPs on human health. This impact is presented in very general terms through estimation of the monetized cost effects for treating those diseases and cancers assumed to be caused by POPs in Serbia. The cost estimation based on available data amounts to approximately € 68 million for a 5-year period.
